  • (A) Title and term. Ohio lottery commission game number one, "Money Match," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number one.

    (B) General design.

    (1) Game number one is an instant lottery game within which are two separate games which collectively contain four chances to win.

    (a) "Game 1" is a key number match game. In "game 1," the player reveals one "winning number," three "your numbers" and three prize amounts. If any one or more of "your numbers" in "game 1" match the "winning number" in that same game, the player wins the corresponding prize value shown below the matched "your number(S)."

    (b) "Game 2" is a prize symbol match game. In "game 2," the player reveals a prize value in the "left box" and a prize value in the "right box." If the "left box" prize value matches the "right box" prize value, the player wins the prize value shown.

    (2) As used in this rule, "prize award" shall mean a free ticket of comparable price or one of the following monetary figures which is the total of all winning prize values appearing on the ticket: Two dollars, three dollars, five dollars, ten dollars, fifteen dollars, twenty-five dollars, one hundred dollars and one thousand six hundred dollars. Each ticket in game number one shall be imprinted in such a way that prize awards from the set listed above may be won.

    (C) Price of tickets. The price of a ticket issued by the commission in game number one shall be one dollar.

    (D) Structure, nature and value of prize awards.

    (1) There shall be one type of prize in game number one called a "regular prize award."

    (2) The only "prize values" which shall appear on a ticket in game number one are: free ticket, one dollar, two dollars, three dollars, five dollars, ten dollars, twenty-five dollars and one thousand six hundred dollars. Prize values appearing on any ticket in game number one shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values.

    (a) Holder of a valid winning ticket matching one of "your numbers" to the "winning number" for a free ticket in "game 1," or matching the "left box" prize value to the "right box" prize value for a free ticket in "game 2" shall win a regular prize award of a free ticket of comparable price;

    (b) Holder of a valid winning ticket matching one of "your numbers" to the "winning number" for two dollars once in "game 1," or matching the "left box" prize value to the "right box" prize value for two dollars once in "game 2" shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket matching one or two of "your numbers" to the "winning number" for one dollar once or one dollar two times in "game 1," and/or matching the "left box" prize value to the "right box" prize value for one dollar once in "game 2" shall win a regular prize award of two dollars;

    (d) Holder of a valid winning ticket matching one of "your numbers" to the "winning number" for three dollars once in "game 1," or matching the "left box" prize value to the "right box" prize value for three dollars once in "game 2" shall win a regular prize award of three dollars;

    (e) Holder of a valid winning ticket matching one or two of "your numbers" to the "winning number" for two dollars once and/or one dollar once in "game 1," and/or matching the "left box" prize value to the "right box" prize value for either two dollars once or one dollar once in "game 2" shall win a regular prize award of three dollars;

    (f) Holder of a valid winning ticket matching two or three of "your numbers" to the "winning number" for one dollar up to three times in "game 1," and/or matching the "left box" prize value to the "right box" prize value for one dollar once in "game 2" shall win a regular prize award of three dollars;

    (g) Holder of a valid winning ticket matching three of "your numbers" to the "winning number" for either two dollars once and one dollar two times or one dollar three times in "game 1," and/or matching the "left box" prize value to the "right box" prize value for two dollars once or one dollar once in "game 2" shall win a regular prize award of five dollars;

    (h) Holder of a valid winning ticket matching two or three of "your numbers" to the "winning number" for any combination of three dollars once and one dollar two times in "game 1," and/or matching the "left box" prize value to the "right box" prize value for either three dollars once or one dollar once in "game 2" shall win a regular prize award of five dollars;

    (i) Holder of a valid winning ticket matching one of "your numbers" to the "winning number" for ten dollars once in "game 1," or matching the "left box" prize value to the "right box" prize value for ten dollars once in "game 2" shall win a regular prize award of ten dollars;

    (j) Holder of a valid winning ticket matching three of "your numbers" to the "winning number" for any combination of five dollars once, two dollars two times and one dollar once in "game 1," and/or matching the "left box" prize value to the "right box" prize value for either five dollars once, or two dollars once or one dollar once in "game 2" shall win a regular prize award of ten dollars;

    (k) Holder of a valid winning ticket matching two or three of "your numbers" to the "winning number" for any combination of five dollars once, three dollars once and two dollars once in "game 1," and/or matching the "left box" prize value to the "right box" prize value for either five dollars once, or three dollars once or two dollars once in "game 2" shall win a regular prize award of ten dollars;

    (l) Holder of a valid winning ticket matching three of "your numbers" to the "winning number" for any combination of five dollars two times, three dollars once and two dollars once in "game 1," and/or matching the "left box" prize value to the "right box" prize value for five dollars once, or three dollars once or two dollars once in "game 2" shall win a regular prize award of fifteen dollars;

    (m) Holder of a valid winning ticket matching two or three of "your numbers" to the "winning number" for five dollars two or three times in "game 1," and/or matching the "left box" prize value to the "right box" prize value for five dollars once in "game 2" shall win a regular prize award of fifteen dollars;

    (n) Holder of a valid winning ticket matching three of "your numbers" to the "winning number" for either ten dollars once and five dollars two times or five dollars three times in "game 1," and/or matching the "left box" prize value to the "right box" prize value for ten dollars once or five dollars once in "game 2" shall win a regular prize award of twenty-five dollars;

    (o) Holder of a valid winning ticket matching three of "your numbers" to the "winning number" for twenty-five dollars three times in "game 1," and matching the "left box" prize value to the "right box" prize value for twenty-five dollars once in "game 2" shall win a regular prize award of one hundred dollars; and

    (p) Holder of a valid winning ticket matching one of "your numbers" to the "winning number" for one thousand six hundred dollars once in "game 1," or matching the "left box" prize value to the "right box" prize value for one thousand six hundred dollars once in "game 2" shall win a regular prize award of one thousand six hundred dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game number one will depend upon the number of tickets sold during that cycle. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets sold per ten million tickets sold in the following categories will be as follows:

    (a) Five tickets winning one thousand six hundred dollars once in "game 1" or "game 2" to win one thousand six hundred dollars; and

    (b) Thirty tickets winning twenty-five dollars three times in "game 1," and twenty-five dollars once in "game 2" to win one hundred dollars.

    (3) Mathematical reasoning indicates that, over a sufficiently large number of tickets sold, the average number of winning tickets sold per five hundred thousand tickets sold will be as follows:

    (a) Two thousand seven hundred fifty-five tickets winning ten dollars once and five dollars two times or five dollars three times in "game 1," and/or ten dollars once or five dollars once in "game 2" to win twenty-five dollars;

    (b) One thousand five hundred tickets winning five dollars two or three times in "game 1," and/or five dollars once in "game 2" to win fifteen dollars;

    (c) One thousand tickets winning any three-prize combination of five dollars two times, three dollars once and two dollars once in "game 1," and/or five dollars once, or three dollars once or two dollars once in "game 2" to win fifteen dollars;

    (d) One thousand tickets winning any two or three-prize combination of five dollars once, three dollars once or two dollars once in "game 1," and/or five dollars once, or three dollars once or two dollars once in "game 2" to win ten dollars;

    (e) Seven hundred fifty tickets winning any three-prize combination of five dollars once, two dollars two times or one dollar once in "game 1," and/or five dollars once, or two dollars once or one dollar once in "game 2" to win ten dollars;

    (f) Seven hundred fifty tickets winning ten dollars once in "game 1" or "game 2" to win ten dollars;

    (g) One thousand seven hundred fifty tickets winning any two or three-prize combination of three dollars once and one dollar two times in "game 1," and/or three dollars once or one dollar once in "game 2" to win five dollars;

    (h) One thousand five hundred tickets winning any three-prize combination of two dollars once and one dollar three times in "game 1," and/or two dollars once or one dollar once in "game 2" to win five dollars;

    (i) Four thousand two hundred fifty tickets winning one dollar two or three times in "game 1," and/or one dollar once in "game 2" to win three dollars;

    (j) Three thousand two hundred fifty tickets winning any one or two-prize combination of two dollars once and one dollar once in "game 1," and/or two dollars once or one dollar once in "game 2" to win three dollars;

    (k) Three thousand two hundred fifty tickets winning three dollars once in "game 1" or "game 2" to win three dollars;

    (l) Seventeen thousand five hundred tickets winning one dollar one or two times in "game 1," and/or one dollar once in "game 2" to win two dollars;

    (m) Twenty thousand two hundred fifty tickets winning two dollars once in "game 1" or "game 2" to win two dollars; and

    (n) Fifty-one thousand tickets winning a free "ticket" once in "game 1" or "game 2" to win a free "ticket" of comparable price.

    (F) Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game number one shall be accomplished in a manner which complies with the commission's rules and procedures.

    (2) When a ticket issued in game number one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the numbers on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number one in which the ticket was sold.

    (G) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prize awards which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (H) Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game number one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (I) Director's conduct of game number one.

    (1) The director shall conduct game number one in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number one.

    (2) Names and definitions of elements of game number one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number one and these elements may be given names or titles chosen by the commission.
