  • (A) Title and term. Ohio lottery commission game number one hundred one, "Triple Luck," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number one hundred one.

    (B) General design.

    (1) Game number one hundred one is a key number match instant lottery game within which is contained three separate games with a "single," "double" or "triple" feature. The player is required to scratch off the covering to reveal three separate games. Each game across shall contain the following: One "lucky number;" three "your numbers" consisting of a "single" number, a "double" number and a "triple" number; and one prize amount. The player must match one of "your numbers" to the "lucky number" in the same game across to win the corresponding prize amount for that same game across. If the player matches a "single" number to the "lucky number" in the same game across, the player wins the prize amount shown for that same game across. If the player matches a "double" number to the "lucky number" in the same game across, the player wins double the prize amount shown for that same game across. If the player matches a "triple" number to the "lucky number" in the same game across, the player wins triple the prize amount shown for that same game across. A player can win only once in each game across, but can win up to three times on each instant ticket.

    (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: Two dollars, three dollars, five dollars, ten dollars, fifteen dollars, twenty-five dollars, one hundred dollars, five hundred dollars, five thousand dollars and thirty thousand dollars. Each ticket in game number one hundred one shall be imprinted in such a way that prize awards from the set listed above may be won.

    (C) Price of tickets. The price of a ticket issued by the commission in game number one hundred one shall be two dollars.

    (D) Structure, nature and value of prize awards.

    (1) There shall be one type of prize in game number one hundred one called a "regular prize award."

    (2) The only "prize values" which shall appear on a ticket in game number one hundred one are: One dollar, two dollars, three dollars, five dollars, ten dollars, fifteen dollars, twenty-five dollars, one hundred dollars, five hundred dollars, five thousand dollars and thirty thousand dollars. Prize values shall be concealed by an opaque covering which may be scratched off by the holer of the ticket to reveal the underlying prize values.

    (a) Holder of a valid winning ticket matching one "double" number to the "lucky number" in one game across for one dollar doubled shall win a regular prize award of two dollars;

    (b) Holder of a valid winning ticket matching one "single" number to the "lucky number" in two games across for one dollar two times shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for two dollars once shall win a regular prize award of two dollars;

    (d) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for two dollars once, and matching one "single" number to the "lucky number" in one game across for one dollar once shall win a regular prize award of three dollars;

    (e) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for one dollar tripled shall win a regular prize award of three dollars;

    (f) Holder of a valid winning ticket matching one "double" number to the "lucky number" in one game across for one dollar doubled, and matching one "single" number to the "lucky number" in one game across for one dollar once shall win a regular prize award of three dollars;

    (g) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for three dollars once shall win a regular prize award of three dollars;

    (h) Hold of a valid winning ticket matching one "single" number to the "lucky number" in one game across for three dollars once, and matching one "double" number to the "lucky number" in one game across for one dollar doubled shall win a regular prize award of five dollars;

    (i) Holder of a valid winning ticket matching one "double" number to the "lucky number" in one game across for two dollars doubled, and matching one "single" number to the "lucky number" in one game across for one dollar once shall win a regular prize award of five dollars;

    (j) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for two dollars once, matching one "double" number to the "lucky number" in one game across for one dollar doubled, and matching one "single" number to the "lucky number" in one game across for one dollar once shall win a regular prize award of five dollars;

    (k) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for one dollar tripled, and matching one "single" number to the "lucky number" in one game across for two dollars once shall win a regular prize award of five dollars;

    (l) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for five dollars once shall win a regular prize award of five dollars;

    (m) Holder of a valid winning ticket matching one "single" number to the "lucky number" in two games across for five dollars two times shall win a regular prize award of ten dollars;

    (n) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for two dollars tripled, and matching one "single" number to the "lucky number" in two games across for two dollars two times shall win a regular prize award of ten dollars;

    (o) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for five dollars once, matching one "double" number to the "lucky number" in one game across for two dollars doubled, and matching one "single" number to the "lucky number" in one game across for one dollar once shall win a regular prize award of ten dollars;

    (p) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for ten dollars once shall win a regular prize award of ten dollars;

    (q) Holder of a valid winning ticket matching one "double" number to the "lucky number" in one game across for five dollars doubled, and matching one "single" number to the "lucky number" in one game across for five dollars once shall win a regular prize award of fifteen dollars;

    (r) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for ten dollars once, matching one "double" number to the "lucky number" in one game across for two dollars doubled, and matching one "single" number to the "lucky number" in one game across for one dollar once shall win a regular prize award of fifteen dollars;

    (s) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for five dollars tripled shall win a regular prize award of fifteen dollars;

    (t) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for fifteen dollars once shall win a regular prize award of fifteen dollars;

    (u) Holder of a valid winning ticket matching one "double" number to the "lucky number" in one game across for ten dollars doubled, and matching one "single" number to the "lucky number" in one game across for five dollars once shall win a regular prize award of twenty-five dollars;

    (v) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for five dollars tripled, and matching one "single" number to the "lucky number" in two games across for five dollars two times shall win a regular prize award of twenty-five dollars;

    (w) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for twenty-five dollars once shall win a regular prize award of twenty-five dollars;

    (x) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for twenty-five dollars tripled, matching one "double" number to the "lucky number" in one game across for ten dollars doubled, and matching one "single" number to the "lucky number" in one game across for five dollars once shall win a regular prize award of one hundred dollars;

    (y) Holder of a valid winning ticket matching one "double" number to the "lucky number" in two games across for twenty-five dollars doubled two times shall win a regular prize award of one hundred dollars;

    (z) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (aa) Holder of a valid winning ticket matching one "triple" number to the "lucky number" in one game across for one hundred dollars tripled, and matching one "double" number to the "lucky number" in one game across for one hundred dollars doubled shall win a regular prize award of five hundred dollars;

    (bb) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for five hundred dollars once shall win a regular prize award of five hundred dollars;

    (cc) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for five thousand dollars once shall win a regular prize award of five thousand dollars; and

    (dd) Holder of a valid winning ticket matching one "single" number to the "lucky number" in one game across for thirty thousand dollars once shall win a regular prize award of thirty thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game number one hundred one will depend upon the number of tickets sold during that cycle. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories will be as follows:

    (a) Six tickets winning thirty-thousand dollars once in one game across to win thirty-thousand dollars;

    (b) Twelve tickets winning five thousand dollars once in one game across to win five thousand dollars;

    (c) Ten tickets winning five hundred dollars once in one game across to win five hundred dollars; and

    (d) Ten tickets winning one hundred dollars tripled in one game across and one hundred dollars doubled in one game across to win five hundred dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold will be as follows:

    (a) One hundred tickets winning one hundred dollars once in one game across to win one hundred dollars;

    (b) One hundred tickets winning twenty-five dollars doubled in two games across to win one hundred dollars;

    (c) One hundred tickets winning twenty-five dollars tripled in one game across, ten dollars doubled in one game across, and five dollars once in one game across to win one hundred dollars;

    (d) One thousand tickets winning twenty-five dollars once in one game across to win twenty-five dollars;

    (e) One thousand four hundred sixty-five tickets winning five dollars tripled in one game across and five dollars once in two games across to win twenty-five dollars;

    (f) One thousand four hundred tickets winning ten dollars doubled in one game across and five dollars once in one game across to win twenty-five dollars;

    (g) One thousand one hundred twenty-five tickets winning fifteen dollars once in one game across to win fifteen dollars;

    (h) Eight hundred seventy-five tickets winning five dollars tripled in one game across to win fifteen dollars;

    (i) One thousand three hundred seventy-five tickets winning ten dollars once in one game across, two dollars doubled in one game across, and one dollar once in one game across to win fifteen dollars;

    (j) One thousand six hundred twenty-five tickets winning five dollars doubled in one game across and five dollars once in one game across to win fifteen dollars;

    (k) Two thousand one hundred twenty-five tickets winning ten dollars once in one game across to win ten dollars;

    (l) Two thousand one hundred twenty-five tickets winning five dollars once in one game across, two dollars doubled in one game across, and one dollar once in one game across to win ten dollars;

    (m) One thousand two hundred fifty tickets winning two dollars tripled in one game across and two dollars two times in two games across to win ten dollars;

    (n) Two thousand tickets winning five dollars two times in two games across to win ten dollars;

    (o) Three thousand one hundred twenty-five tickets winning five dollars once in one game across to win five dollars;

    (p) Two thousand five hundred tickets winning one dollar tripled in one game across and two dollars once in one game across to win five dollars;

    (q) Two thousand five hundred tickets winning two dollars once in one game across, one dollar doubled in one game across, and one dollar once in one game across to win five dollars;

    (r) Two thousand eight hundred seventy-five tickets winning two dollars doubled in one game across and one dollar once in one game across to win five dollars;

    (s) Two thousand eight hundred seventy-five tickets winning three dollars once in one game across and one dollar doubled in one game across to win five dollars;

    (t) Nine thousand six hundred twenty-five tickets winning three dollars once in one game across to win three dollars;

    (u) Seven thousand five hundred tickets winning one dollar doubled in one game across and one dollar once in one game across to win three dollars;

    (v) Nine thousand one hundred twenty-five tickets winning one dollar tripled in one game across to win three dollars;

    (w) Seven thousand three hundred seventy-five tickets winning two dollars once in one game across and one dollar once in one game across to win three dollars;

    (x) Twenty-seven thousand five hundred tickets winning two dollars once in one game across to win two dollars;

    (y) Twenty-three thousand five hundred tickets winning one dollar two times in two games across to win two dollars; and

    (z) Thirty thousand one hundred twenty-five tickets winning one dollar doubled in one game across to win two dollars.

    (F) Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game number one hundred one shall be accomplished in a manner, which complies with the commission's rules and procedures.

    (2) When a ticket issued in game number one hundred one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the numbers on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number one hundred one in which the ticket was sold.

    (G) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prize awards which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (H) Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game number one hundred one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (I) Director's conduct of game number one hundred one.

    (1) The director shall conduct game number one hundred one in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number one hundred one.

    (2) Names and definitions of elements of game number one hundred one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number one hundred one and these elements may be given names or titles chosen by the commission.
