  • (A) Title and term. Ohio lottery commission game number eleven, "Countdown to 2000," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number eleven.

    (B) General design.

    (1) Game number eleven is an instant lottery game within which are four separate games which collectively contain fourteen chances to win.

    (a) "game 1" and "game 2" are key number match games with a doubler feature. In both "game 1" and "game 2," there are two "countdown numbers," six "your numbers" and six prize amounts. If any one or more of the "your numbers" in either "game 1" or "game 2" match either of the "countdown numbers" in that same game, the player wins the corresponding prize value shown for the matched "your number(s)." If the "doubler" symbol is revealed below a "your numbers" play spot in either "game 1" or "game 2," the player automatically wins double the corresponding prize value. "game 1" and "game 2" are played separately.

    (b) "game 3" and "game 4" are symbol match games. In both "game 3" and "game 4," the player reveals three symbols. If two of the three symbols revealed in either "game 3" or "game 4" are identical, the player wins ten dollars for that game. If three symbols revealed in either "game 3" or "game 4" are identical, the player wins twenty-five dollars for that game. "Game 3" and "game 4" are played separately.

    (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: Five dollars, ten dollars, fifteen dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, two thousand dollars, twenty-four thousand dollars paid out over one year, one hundred four thousand dollars paid out over one year and seven hundred thirty-two thousand dollars paid out over one year. Each ticket in game number eleven shall be imprinted in such a way that prize awards from the set listed above may be won.

    (C) Price of tickets. The price of a ticket issued by the commission in game number eleven shall be five dollars.

    (D) Structure, nature and value of prize awards.

    (1) There shall be one type of prize in game number eleven called a "regular prize award."

    (2) The only "prize values" which shall appear on a ticket in game number eleven are: One dollar, two dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, two thousand dollars a month for one year, two thousand dollars a week for one year and two thousand dollars a day for one year. Prize values appearing on any ticket in game number eleven shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values.

    (a) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 1" shall win a regular prize award of five dollars;

    (b) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for one dollar in "game 1," and revealing the "doubler" symbol below one of "your numbers" for two dollars doubled once in "game 2" shall win a regular prize award of five dollars;

    (c) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two dollars once in "game 1," and matching "your numbers" to the "countdown numbers" for two dollars once and one dollar once in "game 2" shall win a regular prize award of five dollars;

    (d) Holder of a valid winning ticket revealing the "doubler" symbol for two dollars doubled once in "game 1," and matching one of "your numbers" to one of the "countdown numbers" for one dollar once in "game 2" shall win a regular prize award of five dollars;

    (e) Holder of a valid winning ticket matching two symbols for ten dollars in "game 3" shall win a regular prize award of ten dollars;

    (f) Holder of a valid winning ticket matching two symbols for ten dollars in "game 4" shall win a regular prize award of ten dollars;

    (g) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 1," and matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 2" shall win a regular prize award of ten dollars;

    (h) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars three times in "game 1," and revealing the "doubler" symbol below one of "your numbers" for two dollars doubled once in "game 2" shall win a regular prize award of ten dollars;

    (i) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for one dollar five times in "game 1," and matching "your numbers" to the "countdown numbers" for one dollar five times in "game 2" shall win a regular prize award of ten dollars;

    (j) Holder of a valid winning ticket revealing the "doubler" symbol below one of "your numbers" for five dollars doubled once in "game 1" shall win a regular prize award of ten dollars;

    (k) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for one dollar two times in "game 1," and revealing the "doubler" symbol below two of "your numbers" for two dollars doubled two times in "game 2" shall win a regular prize award of ten dollars;

    (l) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars two times and one dollar once in "game 2," and matching two symbols for ten dollars in "game 3" shall win a regular prize award of fifteen dollars;

    (m) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for one dollar three times and two dollars once in "game 1," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of fifteen dollars;

    (n) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 1," and revealing the "doubler" symbol below one of "your numbers" for five dollars doubled once in "game 2" shall win a regular prize award of fifteen dollars;

    (o) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five dollars two times in "game 1," and matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 2" shall win a regular prize award of fifteen dollars;

    (p) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars two times and one dollar four times in "game 1," and matching "your numbers" to the "countdown numbers" for one dollar five times and two dollars once in "game 2" shall win a regular prize award of fifteen dollars;

    (q) Holder of a valid winning ticket matching three symbols for twenty-five dollars in "game 3" shall win a regular prize award of twenty-five dollars;

    (r) Holder of a valid winning ticket matching three symbols for twenty-five dollars in "game 4" shall win a regular prize award of twenty-five dollars;

    (s) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for ten dollars once and five dollars once in "game 1," and matching "your numbers" to the "countdown numbers" for five dollars two times in "game 2" shall win a regular prize award of twenty-five dollars;

    (t) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for one dollar once and revealing the "doubler" symbol below one of "your numbers" for two dollars doubled once in "game 1," matching one of "your numbers" to one of the "countdown numbers" for ten dollars once in "game 2," and matching two symbols for ten dollars in "game 3" shall win a regular prize award of twenty-five dollars;

    (u) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for ten dollars once in "game 1," matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 2," and matching two symbols for ten dollars in "game 3" shall win a regular prize award of twenty-five dollars;

    (v) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars five times in "game 1," and matching "your numbers" to the "countdown numbers" for ten dollars once and five dollars once in "game 2" shall win a regular prize award of twenty-five dollars;

    (w) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for twenty-five dollars once in "game 1" shall win a regular prize award of twenty-five dollars;

    (x) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for one dollar five times in "game 1," matching two symbols for ten dollars in "game 3," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of twenty-five dollars;

    (y) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars five times and ten dollars once in "game 1," matching "your numbers" to the "countdown numbers" for ten dollars once, five dollars once, two dollars two times and one dollar once in "game 2," and matching two symbols for ten dollars in "game 3" shall win a regular prize award of fifty dollars;

    (z) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for five dollars once and revealing the "doubler" symbol below one of "your numbers" for five dollars doubled once in "game 1," matching one of "your numbers" to one of the "countdown numbers" for twenty-five dollars once in "game 2," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of fifty dollars;

    (aa) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five dollars five times in "game 2," and matching three symbols for twenty-five dollars in "game 4" shall win a regular prize award of fifty dollars;

    (bb) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five dollars five times in "game 1," matching one of "your numbers" to one of the "countdown numbers" for five dollars once in "game 2," matching two symbols for ten dollars in "game 3," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of fifty dollars;

    (cc) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars five times and five dollars once in "game 1," matching "your numbers" to the "countdown numbers" for five dollars two times, ten dollars once, two dollars two times and one dollar once in "game 2," and matching two symbols for ten dollars in "game 3" shall win a regular prize award of fifty dollars;

    (dd) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for twenty-five dollars once in "game 1," matching "your numbers" to the "countdown numbers" for ten dollars once, two dollars two times and one dollar once in "game 2," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of fifty dollars;

    (ee) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for two dollars five times in "game 1," matching "your numbers" to the "countdown numbers" for five dollars two times, two dollars two times and one dollar once in "game 2," and matching three symbols for twenty-five dollars in "game 3" shall win a regular prize award of fifty dollars;

    (ff) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for twenty-five dollars once in "game 1," matching "your numbers" to the "countdown numbers" for twenty-five dollars two times and five dollars once in "game 2," matching two symbols for ten dollars in "game 3," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of one hundred dollars;

    (gg) Holder of a valid winning ticket revealing the "doubler" symbol below two of "your numbers" for ten dollars doubled two times in "game 1," matching one of "your numbers" to one of the "countdown numbers" for ten dollars once in "game 2," matching three symbols for twenty-five dollars in "game 3," and matching three symbols for twenty-five dollars in "game 4" shall win a regular prize award of one hundred dollars;

    (hh) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for ten dollars two times and five dollars once in "game 1," matching "your numbers" to the "countdown numbers" for twenty-five dollars two times and five dollars once in "game 2," matching two symbols for ten dollars in "game 3," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of one hundred dollars;

    (ii) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for ten dollars six times in "game 1," and matching "your numbers" to the "countdown numbers" for twenty-five dollars once, ten dollars once and five dollars once in "game 2" shall win a regular prize award of one hundred dollars;

    (jj) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five dollars five times and ten dollars once in "game 1," matching "your numbers" to the "countdown numbers" for five dollars six times in "game 2," matching three symbols for twenty-five dollars in "game 3," and matching two symbols for ten dollars in "game 4" shall win a regular prize award of one hundred dollars;

    (kk) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five dollars six times in "game 1," and matching "your numbers" to the "countdown numbers" for fifty dollars once and ten dollars two times in "game 2" shall win a regular prize award of one hundred dollars;

    (ll) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five dollars five times in "game 1," matching "your numbers" to the "countdown numbers" for ten dollars five times in "game 2," and matching three symbols for twenty-five dollars in "game 4" shall win a regular prize award of one hundred dollars;

    (mm) Holder of a valid winning ticket revealing the "doubler" symbol below two of "your numbers" for fifty dollars doubled two times in "game 1," revealing the "doubler" symbol below one of "your numbers" for one hundred dollars doubled once and matching one of "your numbers" to one of the "countdown numbers" for fifty dollars once in "game 2," matching three symbols for twenty-five dollars in "game 3," and matching three symbols for twenty-five dollars in "game 4" shall win a regular prize award of five hundred dollars;

    (nn) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for one hundred dollars once, fifty dollars once and twenty-five dollars two times in "game 1," and matching "your numbers" to the "countdown numbers" for fifty dollars six times in "game 2" shall win a regular prize award of five hundred dollars;

    (oo) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for ten dollars five times and one hundred dollars once in "game 1," matching "your numbers" to the "countdown numbers" for fifty dollars six times in "game 2," matching three symbols for twenty-five dollars in "game 3," and matching three symbols for twenty-five dollars in "game 4" shall win a regular prize award of five hundred dollars;

    (pp) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for fifty dollars six times in "game 1," and matching "your numbers" to the "countdown numbers" for fifty dollars four times in "game 2" shall win a regular prize award of five hundred dollars;

    (qq) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for one hundred dollars two times and fifty dollars two times in "game 1," and revealing the "doubler" symbol below one of "your numbers" for fifty dollars doubled two times in "game 2" shall win a regular prize award of five hundred dollars;

    (rr) Holder of a valid winning ticket revealing the "doubler" symbol below one of "your numbers" for five hundred dollars doubled once in "game 1," and revealing the "doubler" symbol below one of "your numbers" for five hundred dollars doubled once in "game 2" shall win a regular prize award of two thousand dollars;

    (ss) Holder of a valid winning ticket revealing the "doubler" symbol below five of "your numbers" for one hundred dollars doubled five times in "game 1," and matching "your numbers" to the "countdown numbers" for five hundred dollars once and one hundred dollars five times in "game 2" shall win a regular prize award of two thousand dollars;

    (tt) Holder of a valid winning ticket matching "your numbers" to the "countdown numbers" for five hundred dollars three times in "game 1," and revealing the "doubler" symbol below one of "your numbers" for one hundred dollars doubled once and matching "your numbers" to the "countdown numbers" for one hundred dollars three times in "game 2" shall win a regular prize award of two thousand dollars;

    (uu) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two thousand dollars a month for one year once in "game 1" shall win a regular prize award of twenty-four thousand dollars;

    (vv) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two thousand dollars a month for one year once in "game 2" shall win a regular prize award of twenty-four thousand dollars;

    (ww) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two thousand dollars a week for one year once in "game 1" shall win a regular prize award of one hundred four thousand dollars;

    (xx) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two thousand dollars a week for one year once in "game 2" shall win a regular prize award of one hundred four thousand dollars;

    (yy) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two thousand dollars a day for one year once in "game 1" shall win a regular prize award of seven hundred thirty-two thousand dollars; and

    (zz) Holder of a valid winning ticket matching one of "your numbers" to one of the "countdown numbers" for two thousand dollars a day for one year once in "game 2" shall win a regular prize award of seven hundred thirty-two thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game number eleven will depend upon the number of tickets sold during that cycle. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets sold per eight million tickets sold in the following categories should be as follows:

    (a) One ticket winning two thousand dollars a day for one year in "game 2" to win seven hundred thirty-two thousand dollars;

    (b) One ticket winning two thousand dollars a day for one year in "game 1" to win seven hundred thirty-two thousand dollars;

    (c) One ticket winning two thousand dollars a week for one year in "game 2" to win one hundred four thousand dollars;

    (d) One ticket winning two thousand dollars a week for one year in "game 1" to win one hundred four thousand dollars;

    (e) Two tickets winning two thousand dollars a month for one year in "game 2" to win twenty-four thousand dollars;

    (f) One ticket winning two thousand dollars a month for one year in "game 1" to win twenty-four thousand dollars;

    (g) Five tickets winning five hundred dollars three times in "game 1" and one hundred dollars doubled once and one hundred dollars three times in "game 2" to win two thousand dollars;

    (h) Five tickets winning one hundred dollars doubled five times in "game 1" and five hundred dollars once and one hundred dollars five times in "game 2" to win two thousand dollars; and

    (i) Five tickets winning five hundred dollars doubled once in "game 1" and five hundred dollars doubled once in "game 2" to win two thousand dollars.

    (3) Mathematical reasoning indicates that, over a sufficiently large number of tickets sold, the average number of winning tickets sold per five hundred thousand tickets sold will be as follows:

    (a) Two tickets winning one hundred dollars two times and fifty dollars two times in "game 1" and fifty dollars doubled two times in "game 2" to win five hundred dollars;

    (b) Two tickets winning fifty dollars six times in "game 1" and fifty dollars four times in "game 2" to win five hundred dollars;

    (c) Two tickets winning ten dollars five times and one hundred dollars once in "game 1," fifty dollars six times in "game 2," twenty-five dollars in "game 3," and twenty-five dollars in "game 4" to win five hundred dollars;

    (d) Three tickets winning one hundred dollars once, fifty dollars once and twenty-five dollars two times in "game 1," and fifty dollars six times in "game 2" to win five hundred dollars;

    (e) Three tickets winning fifty dollars doubled two times in "game 1," one hundred dollars doubled once and fifty dollars once in "game 2," twenty-five dollars in "game 3," and twenty-five dollars in "game 4" to win five hundred dollars;

    (f) Seventy-nine tickets winning five dollars five times in "game 1," ten dollars five times in "game 2," and twenty-five dollars in "game 4" to win one hundred dollars;

    (g) Eighty tickets winning five dollars six times in "game 1," and fifty dollars once and ten dollars two times in "game 2" to win one hundred dollars;

    (h) Eighty tickets winning five dollars five times and ten dollars once in "game 1," five dollars six times in "game 2," twenty-five dollars in "game 3," and ten dollars in "game 4" to win one hundred dollars;

    (i) Eighty tickets winning ten dollars six times in "game 1," and twenty-five dollars once, ten dollars once and five dollars once in "game 2" to win one hundred dollars;

    (j) Eighty tickets winning ten dollars two times and five dollars once in "game 1," twenty-five dollars two times and five dollars once in "game 2," ten dollars in "game 3," and ten dollars in "game 4" to win one hundred dollars;

    (k) Eighty-five tickets winning ten dollars doubled two times in "game 1," ten dollars in "game 2," twenty-five dollars in "game 3," and twenty-five dollars in "game 4" to win one hundred dollars;

    (l) Eighty-five tickets winning twenty-five dollars in "game 1," twenty-five dollars two times and five dollars once in "game 2," ten dollars in "game 3," and ten dollars in "game 4" to win one hundred dollars;

    (m) Eight hundred twenty-five tickets winning two dollars five times in "game 1," five dollars two times, two dollars two times and one dollar once in "game 2," and twenty-five dollars in "game 3" to win fifty dollars;

    (n) Seven hundred thirty-five tickets winning twenty-five dollars in "game 1," ten dollars once, two dollars two times and one dollar once in "game 2," and ten dollars in "game 4" to win fifty dollars;

    (o) Seven hundred thirty-five tickets winning two dollars five times and five dollars once in "game 1," five dollars two times, ten dollars once, two dollars two times and one dollar once in "game 2," and ten dollars in "game 3" to win fifty dollars;

    (p) Seven hundred forty tickets winning five dollars five times in "game 1," five dollars once in "game 2," ten dollars in "game 3," and ten dollars in "game 4" to win fifty dollars;

    (q) Six hundred sixty-five tickets winning five dollars five times in "game 2" and twenty-five dollars in "game 4" to win fifty dollars;

    (r) Six hundred sixty-five tickets winning five dollars doubled once and five dollars once in "game 1," twenty-five dollars once in "game 2" and ten dollars in "game 4" to win fifty dollars;

    (s) Six hundred seventy tickets winning two dollars five times and ten dollars once in "game 1," ten dollars once, five dollars once, two dollars two times and one dollar once in "game 2," and ten dollars in "game 3" to win fifty dollars;

    (t) One thousand six hundred twenty-five tickets winning one dollar five times in "game 1," ten dollars in "game 3," and ten dollars in "game 4" to win twenty-five dollars;

    (u) One thousand six hundred twenty-five tickets winning twenty-five dollars once in "game 1" to win twenty-five dollars;

    (v) One thousand six hundred twenty-five tickets winning two dollars five times in "game 1" and ten dollars once and five dollars once in "game 2" to win twenty-five dollars;

    (w) One thousand six hundred twenty-five tickets winning ten dollars once in "game 1," five dollars once in "game 2," and ten dollars in "game 4" to win twenty-five dollars;

    (x) One thousand six hundred twenty-five tickets winning two dollars doubled once and one dollar once in "game 1," ten dollars once in "game 2," and ten dollars in "game 3" to win twenty-five dollars;

    (y) One thousand six hundred twenty-five tickets winning ten dollars once and five dollars once in "game 1," and five dollars two times in "game 2" to win twenty-five dollars;

    (nn) Twenty thousand five hundred tickets winning two dollars doubled once in "game 1," and one dollar once in "game 2" to win five dollars;

    (oo) Twenty-three thousand seven hundred fifty tickets winning two dollars once in "game 1," and two dollars once and one dollar once in "game 2" to win five dollars;

    (pp) Twenty-three thousand two hundred fifty tickets winning one dollar once in "game 1," and two dollars doubled once in "game 2" to win five dollars; and

    (qq) Twenty-two thousand five hundred tickets winning five dollars once in "game 1" to win five dollars.

    (F) Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game number eleven shall be accomplished in a manner which complies with the commission's rules and procedures.

    (2) When a ticket issued in game number eleven is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the numbers on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number eleven in which the ticket was sold.

    (G) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prize awards which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (H) Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game number eleven void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (I) Director's conduct of game number eleven.

    (1) The director shall conduct game number eleven in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number eleven.

    (2) Names and definitions of elements of game number eleven used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number eleven and these elements may be given names or titles chosen by the commission.
