3770:1-9-114. Game rule number one hundred fourteen
-
(A) Title and term. Ohio lottery commission game rule number one hundred fourteen, "Triple 7's," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred fourteen.
(B) General design.
(1) Game rule number one hundred fourteen is a key number match game and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal two "Winning Numbers," ten "Your Numbers," and ten corresponding prize values. If any one or more of "Your Numbers" matches one or more of the "Winning Numbers," the player wins the corresponding prize value(s) shown below the matching "Your Numbers." If one number "7" is revealed in any of "Your Numbers" play spots, the player wins the corresponding prize value automatically. If double number "7" is revealed in any of "Your Numbers" play spots, the player wins double the prize shown automatically. If triple number "7" is revealed in any of "Your Numbers" play spots, the player wins triple the corresponding prize value automatically. There are ten chances to win on each ticket, and a player may win up to ten times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number one hundred fourteen are: one dollar, two dollars, three dollars, four dollars, five dollars, six dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars and seven thousand seven hundred seventy-seven dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number one hundred fourteen shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred fourteen shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number one hundred fourteen, a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, three dollars, four dollars, five dollars, six dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars and seven thousand seven hundred seventy-seven dollars. Each ticket in game rule number one hundred fourteen shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for one dollar doubled shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for two dollars once shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spot for one dollar doubled, and one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for one dollar shall win a regular prize award of three dollars;
(d) Holder of a valid winning ticket on which triple number "7" is revealed in one of the "Your Numbers" play spots for one dollar tripled shall win a regular prize award of three dollars;
(e) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" or the number "7" is revealed in three of the "Your Numbers" play spot, or an combination thereof, for one dollar shall win a regular prize award of three dollars;
(f) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for three dollars shall win a regular prize award of three dollars;
(g) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" or the number "7" is revealed in two of the "Your Numbers" play spots, or any combination thereof, for one dollar once and two dollars once shall win a regular prize award of three dollars;
(h) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for four dollars shall win a regular prize award of four dollars;
(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or the number "7" is revealed in four of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of four dollars;
(j) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for two dollars doubled shall win a regular prize award of four dollars;
(k) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for one dollar doubled, and one or both of the "Winning Numbers" are matched by two of "Your Numbers" or the number "7" is revealed in two of the "Your Numbers" play spots, or any combination thereof, for two dollars once and one dollar once shall win a regular prize award of five dollars;
(l) Holder of a valid winning ticket on which triple number "7" is revealed in one of the "Your Numbers" play spots for one dollar tripled, and one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for two dollars shall win a regular prize award of five dollars;
(m) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" or the number "7" is revealed in five of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of five dollars;
(n) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for five dollars shall win a regular prize award of five dollars;
(o) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by six of "Your Numbers" or the number "7" is revealed in six of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of six dollars;
(p) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for three dollars doubled shall win a regular prize award of six dollars;
(q) Holder of a valid winning ticket on which triple number "7" is revealed in one of the "Your Numbers" play spots for two dollars tripled shall win a regular prize award of six dollars;
(r) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for six dollars shall win a regular prize award of six dollars;
(s) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers play spots for two dollars, and double number "7" is revealed in one of the "Your Numbers" play spots for four dollars doubled shall win a regular prize award of ten dollars;
(t) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or the number "7" is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of ten dollars;
(u) Holder of a valid winning ticket on which triple number "7" is revealed in one of the "Your Numbers" play spots for two dollars tripled, and one of the "Winning Numbers" is matched by one of "Your Numbers" or a number "7" is revealed in one of the "Your Numbers" play spots for four dollars shall win a regular prize award of ten dollars;
(v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for ten dollars shall win a regular prize award of ten dollars;
(w) Holder of a valid winning ticket on which triple number "7" is revealed in one of the "Your Number" play spots for two dollars tripled, and one or both of the "Winning Numbers" are matched by two of "Your Numbers" or the number "7" is revealed in two of the "Your Numbers" play spots, or any combination thereof, for four dollars once and ten dollars once shall win a regular prize award of twenty dollars;
(x) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or the number "7" is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for two dollars shall win a regular prize award of twenty dollars;
(y) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for ten dollars doubled shall win a regular prize award of twenty dollars;
(z) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for twenty dollars shall win a regular prize award of twenty dollars;
(aa) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or the number "7" is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for five dollars shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for twenty dollars doubled, and one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for ten dollars shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which triple number "7" is revealed in one of the "Your Numbers" play spots for ten dollars tripled, and one or both of the "Winning Numbers" are matched by seven of "Your Numbers" or the number "7" is revealed in seven of the "Your Numbers" play spots, or any combination thereof, for two dollars five times and five dollars two times shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for fifty dollars shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or the number "7" is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for ten dollars shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which double number "7" is revealed in one of the "Your Numbers" play spots for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for one hundred dollars shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" or the number "7" is revealed in four of the "Your Numbers" play spots, or any combination thereof, for fifty dollars, and triple number "7" is revealed in one of the "Your Numbers" play spots for one hundred dollars tripled shall win a regular prize award of five hundred dollars;
(ii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for five hundred dollars shall win a regular prize award of five hundred dollars; and
(jj) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or the number "7" is revealed in one of the "Your Numbers" play spots for seven thousand seven hundred seventy-seven dollars shall win a regular prize award of seven thousand seven hundred seventy-seven dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred fourteen will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using techniques in order that the following occur:
(1) Combinations winning each prize award are distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Thirty tickets matching numbers or revealing the number "7" for seven thousand seven hundred seventy-seven dollars once to win seven thousand seven hundred seventy-seven dollars;
(b) One hundred tickets matching numbers or revealing the number "7" for five hundred dollars once to win five hundred dollars;
(c) One hundred tickets matching numbers or revealing the number "7", or any combination thereof, for fifty dollars four times, and revealing triple number "7" for one hundred dollars tripled to win five hundred dollars;
(d) One thousand five hundred tickets matching numbers or revealing the number "7" for one hundred dollars once to win one hundred dollars;
(e) Four thousand five hundred tickets revealing double number "7" for fifty dollars doubled to win one hundred dollars;
(f) One thousand five hundred tickets matching numbers or revealing the number "7", or any combination thereof, for ten dollars ten times to win one hundred dollars;
(g) One thousand eight hundred tickets matching numbers or revealing the number "7" for fifty dollars once to win fifty dollars;
(h) Five thousand four hundred tickets revealing triple number "7" for ten dollars tripled, and matching numbers or revealing the number "7", or any combination thereof, for two dollars five times and five dollars two times to win fifty dollars;
(i) Five thousand three hundred forty tickets revealing double number "7" for twenty dollars doubled, and matching numbers or revealing the number "7" for ten dollars once to win fifty dollars;
(j) Three thousand tickets matching numbers or revealing the number "7", or any combination thereof, for five dollars ten times to win fifty dollars;
(k) Fifteen thousand tickets matching numbers or revealing the number "7" for twenty dollars once to win twenty dollars;
(l) Fifteen thousand tickets revealing double number "7" for ten dollars doubled to win twenty dollars;
(m) Fifteen thousand tickets matching numbers or revealing the number "7", or any combination thereof, for two dollars ten times to win twenty dollars;
(n) Fifteen thousand tickets revealing triple number "7" for two dollars tripled, and matching numbers or revealing the number "7", or any combination thereof, for four dollars once and ten dollars once to win twenty dollars;
(o) Fifteen thousand tickets matching numbers or revealing the number "7" for ten dollars once to win ten dollars;
(p) Forty-five thousand tickets revealing triple number "7" for two dollars tripled, and matching numbers or revealing the number "7" for four dollars once to win ten dollars;
(q) Fifteen thousand tickets matching numbers or revealing the number "7", or any combination thereof, for one dollar ten times to win ten dollars;
(r) Forty-five thousand tickets matching numbers or revealing the number "7" for two dollars once, and revealing double number "7" for four dollars doubled to win ten dollars;
(s) Fifteen thousand tickets matching numbers or revealing the number "7" for six dollars once to win six dollars;
(t) Fifteen thousand tickets revealing triple number "7" for two dollars tripled to win six dollars;
(u) Fifteen thousand tickets revealing double number "7" for three dollars doubled to win six dollars;
(v) Fifteen thousand tickets matching numbers or revealing the number "7", or any combination thereof, for one dollar six times to win six dollars;
(w) Fifteen thousand tickets matching numbers or revealing the number "7" for five dollars once to win five dollars;
(x) Fifteen thousand tickets matching numbers or revealing the number "7", or any combination thereof, for one dollar five times to win five dollars;
(y) Sixty thousand tickets revealing triple number "7" for one dollar tripled, and matching numbers or revealing the number "7" for two dollars once to win five dollars;
(z) Thirty thousand tickets revealing double number "7" for one dollar doubled, and matching numbers or revealing the number "7" for two dollars once and one dollar once to win five dollars;
(aa) Thirty thousand tickets revealing double number "7" for two dollars doubled to win four dollars;
(bb) Fifteen thousand tickets matching numbers or revealing the number "7", or any combination thereof, for one dollar four times to win four dollars;
(cc) Fifteen thousand tickets matching numbers or revealing the number "7" for four dollars once to win four dollars;
(dd) Sixty thousand tickets matching numbers or revealing the number "7", or any combination thereof, for one dollar once and two dollars once to win three times;
(ee) Sixty thousand tickets matching numbers or revealing the number "7" for three dollars once to win three dollars;
(ff) Sixty thousand tickets matching numbers or revealing the number "7", or any combination thereof, for one dollar three times to win three dollars;
(gg) Two hundred forty thousand tickets revealing triple number "7" for one dollar tripled to win three dollars;
(hh) One hundred twenty thousand tickets revealing double number "7" for one dollar doubled, and matching numbers or revealing the number "7" for one dollar once to win three dollars;
(ii) One hundred twenty thousand tickets matching numbers or revealing the number "7" for two dollars once to win two dollars; and
(jj) Two hundred forty thousand tickets revealing double number "7" for one dollar doubled to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Imprinting of prize awards on all tickets issued in game rule one hundred fourteen shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred fourteen is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number one hundred fourteen in which the ticket is sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred fourteen void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct in game rule one hundred fourteen.
(1) The director shall conduct game rule number one hundred fourteen and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred fourteen. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred fourteen used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred fourteen and these elements may be given names or titles chosen by the commission.
