3770:1-9-120. Game rule number one hundred twenty
-
(A) Title and term. Ohio lottery commission game rule number one hundred twenty, "Liquid Gold," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred twenty.
(B) General design.
(1) Game rule number one hundred twenty is a key number match game and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal two "Winning Numbers," ten "Your Numbers" and ten corresponding prize values. If any one or more of "Your Numbers" matches one or both of the "Winning Numbers," the player wins the corresponding prize value(s) shown below the matching "Your Numbers." If the player reveals a "Star" symbol, the player wins the prize shown automatically. If the player reveals a "Gold Bar" symbol in any of the "Your Numbers" play areas, the player wins double the prize shown automatically. There are ten chances to win on each ticket, and a player may win up to ten times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number one hundred twenty are: one dollar, two dollars, three dollars, four dollars, five dollars, six dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, two thousand dollars and twenty thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number one hundred twenty shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred twenty shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number one hundred twenty called a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, three dollars, four dollars, five dollars, six dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, two thousand dollars and twenty thousand dollars. Each ticket in game rule number one hundred twenty shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for one dollar doubled shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers, "or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two dollars shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for one dollar doubled, and on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one dollar shall win a regular prize award of three dollars;
(d) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers," or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of three dollars;
(e) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for three dollars shall win a regular prize award of three dollars;
(f) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for one dollar once and two dollars one shall win a regular prize award of three dollars;
(g) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for four dollars shall win a regular prize award of four dollars;
(h) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for two dollars shall win a regular prize award of four dollars;
(i) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of four dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for two dollars doubled shall win a regular prize award of four dollars;
(k) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for one dollar three times and two dollars once shall win a regular prize award of five dollars;
(l) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for two dollars doubled and one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one dollar shall win a regular prize award of five dollars;
(m) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of five dollars;
(n) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol " is revealed in one of the "Your Numbers" play spots for five dollars shall win a regular prize award of five dollars;
(o) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by six of "Your Numbers," or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of six dollars;
(p) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for three dollars doubled shall win a regular prize award of six dollars;
(q) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers," or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for two dollars two times and one dollar two times shall win a regular prize award of six dollars;
(r) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star"symbol is revealed in one of the "Your Numbers" play spots for six dollars shall win a regular prize award of six dollars;
(s) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two dollars, and on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for four dollars doubled shall win a regular prize award of ten dollars;
(t) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for one dollar shall win a regular prize award of ten dollars;
(u) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers," or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for two dollars shall win a regular prize award of ten dollars;
(v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars shall win a regular prize award of ten dollars;
(w) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by six of "Your Numbers, or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination thereof, for two dollars five times and ten dollars once shall win a regular prize award of twenty dollars;
(x) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for two dollars shall win a regular prize award of twenty dollars;
(y) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for ten dollars doubled shall win a regular prize award of twenty dollars;
(z) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots, or any combination thereof, for twenty dollars shall win a regular prize award of twenty dollars;
(aa) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for five dollars shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for twenty dollars doubled, and on which one or both of the "Winning Numbers" are matched by two of "Your Numbers," or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for five dollars shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for two dollars five times, twenty dollars once and five dollars four times shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers," or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for ten dollars shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "Gold Bar" symbol is revealed for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two thousand dollars shall win a regular prize award of two thousand dollars;
(ii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty thousand dollars shall win a regular prize award of twenty thousand dollars; and
(jj) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for two thousand dollars shall win a regular prize award of twenty thousand dollars;
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred twenty will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using techniques in order that the following occur:
(1) Combinations winning each prize award are distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per four million tickets sold in the following prize categories should be as follows
(a) Ten tickets matching numbers for two thousand dollars ten times to win twenty thousand dollars;
(b) Ten tickets matching numbers for twenty thousand dollars once to win twenty thousand dollars;
(c) Twenty-five tickets matching numbers for two thousand dollars once to win two thousand dollars;
(d) Six hundred tickets matching numbers for one hundred dollars once to win one hundred dollars;
(e) One thousand tickets revealing a "Gold Bar" symbol for fifty dollars doubled to win one hundred dollars;
(f) One thousand tickets matching numbers for ten dollars ten times to win one hundred dollars;
(g) One thousand tickets matching numbers for fifty dollars once to win fifty dollars;
(h) Two thousand tickets matching numbers for two dollars five times, twenty dollars once and five dollars four times to win fifty dollars;
(i) Ten thousand tickets revealing a "Gold Bar" symbol for twenty dollars doubled, and matching numbers for five dollars two times to win fifty dollars;
(j) Two thousand tickets matching numbers for five dollars ten times to win fifty dollars;
(k) Ten thousand tickets matching numbers for twenty dollars once to win twenty dollars;
(l) Ten thousand tickets revealing a "Gold Bar" symbol for ten dollars doubled to win twenty dollars;
(m) Ten thousand tickets matching numbers for two dollars ten times to win twenty dollars;
(n) Ten thousand tickets matching numbers for two dollars five times and ten dollars once to win twenty dollars;
(o) Ten thousand tickets matching numbers for ten dollars once to win ten dollars;
(p) Ten thousand tickets matching numbers for two dollars five times to win ten dollars;
(q) Ten thousand tickets matching numbers for one dollar ten times to win ten dollars;
(r) Ten thousand tickets matching numbers for two dollars once, and revealing a "Gold Bar" symbol for four dollars doubled to win ten dollars;
(s) Ten thousand tickets matching numbers for six dollars once to win six dollars;
(t) Twenty thousand tickets matching numbers for two dollars two times and one dollar two times to win six dollars;
(u) Twenty thousand tickets revealing a "Gold Bar" symbol for three dollars doubled to win six dollars;
(v) Ten thousand tickets matching numbers for one dollar six times to win six dollars;
(w) Ten thousand tickets matching numbers for five dollars once to win five dollars;
(x) Twenty thousand tickets matching numbers for one dollar five times to win five dollars;
(y) Forty thousand tickets revealing a "Gold Bar" symbol for two dollars doubled and matching numbers for one dollar once to five dollars;
(z) Ten thousand tickets matching numbers for one dollar three times and two dollars once to win five dollars;
(aa) Thirty thousand tickets revealing a "Gold Bar" symbol for two dollars doubled to win four dollars;
(bb) Twenty thousand tickets matching numbers one dollar four times to win four dollars;
(cc) Twenty thousand tickets matching numbers for two dollars two times to win four dollars;
(dd) Ten thousand tickets matching numbers for four dollars once to win four dollars;
(ee) Eighty thousand tickets matching numbers for one dollar once and two dollars once to win three dollars;
(ff) Twenty thousand tickets matching numbers for three dollars once to win three dollars;
(gg) Eighty thousand tickets matching numbers for one dollar three times to win three dollars;
(hh) One hundred thousand tickets revealing a "Gold Bar" symbol for one dollar doubled and matching numbers for one dollar once to win three dollars;
(ii) One hundred twenty thousand tickets matching numbers for two dollars once to win two dollars; and
(jj) Two hundred thousand tickets revealing a "Gold Bar" symbol for one dollar doubled to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Imprinting of prize awards on all tickets issued in game rule number one hundred twenty shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred twenty is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred twenty in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred twenty void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number one hundred twenty.
(1) The director shall conduct game rule number one hundred twenty in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred twenty. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred twenty used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred twenty and these elements may be given names or titles chosen by the commission.
