3770:1-9-128. Game rule number one hundred twenty-eight
-
(A) Title and term. Ohio lottery commission game rule number one hundred twenty-eight, "Mega $$$ Multiplier Playbook," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to playbooks allocated to them during the period in game rule number one hundred twenty-eight.
(B) General design.
(1) Game rule number one hundred twenty-eight consists of six games: "Big Money Games," "Money Money Money," "20X The Money," "Money Multiplier," and "Money Maker" and is generally known as an "instant lottery."
(2) Holders of valid playbooks will remove the covering off each of the six games to reveal play symbols and corresponding prize values. In all of the games, if the player matches one or more of "Your Numbers" to one or more of the "Winning numbers," the player wins a prize. In "Big Money Games," if the player matches one or more of "Your Numbers" to one or more of the "Winning Numbers," the player will scratch off the "Bonus" spot to multiply their prize and then will scratch off the "Bonus Multiplier" to multiply the bonus. In "Money Money Money," if one or more of the "Winning Numbers" matches one or more of "Your Numbers," multiply the prize amount by the "Multiplier" number to determine your prize for that number. In "20X The Money," if a "10X" symbol is revealed, the player wins ten times the prize shown automatically. If a "20X" symbol is shown, the player wins twenty times the prize shown automatically. In "Money Multiplier," if a "Star" symbol is revealed, the player wins the prize automatically. If the player wins, the player will scratch off the "Multiplier" and multiply the total winning prize amount by that multiplier number. In "Money Maker, if a player matches one or more of "Your Numbers" with one or more of the "Winning Numbers," the total prize amount for that row will be multiplied by the multiplier number. If the total prize if a "1X" symbol is revealed, the player wins one times the prize amount, if a "5X" symbol is revealed, the player wins five times the prize amount, if a "10X" symbol is revealed, the player wins ten times the prize amount, if a "20X" symbol is revealed, the player wins twenty times the prize amount, if a "50X" is revealed, the player wins fifty times the prize amount. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, the player shall also automatically be entered in the Top Prize Drawing ("TPD") for a chance to win two hundred fifty thousand dollar top prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director.
(3) The only "prize values" which shall appear on a playbook in game rule number one hundred twenty-eight are: one dollar, two dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and two hundred fifty thousand dollars. Numbers, prize values and play symbols appearing on any playbook in game rule number one hundred twenty-eight shall be concealed by an opaque covering which may be scratched off by the holder of the playbook to reveal the underlying numbers, prize values and play symbols.
(C) Price of playbooks. The price of a playbook issued by the commission in game rule number one hundred twenty-eight shall be twenty dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule one hundred twenty-eight, a "regular prize award" and a "TPD" prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the playbook: twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and two hundred fifty thousand dollars. Each ticket in game rule number one hundred twenty-eight shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for five dollars two times and ten dollars once shall win a regular prize award of twenty dollars;
(b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" and ten dollars shall win a regular prize award of twenty dollars;
(c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for one dollar twenty times shall win a regular prize award of twenty dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for two dollars ten times shall win a regular prize award of twenty dollars;
(e) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one dollar with a "20X" multiplier symbol or any combination of multipliers for "20X" shall win a regular prize award of twenty dollars;
(f) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two dollars with a "10X" multiplier symbol or any combination of multipliers for "10X" shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars with a "4X" multiplier symbol or any combination of multipliers for "4X" shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for five dollars four times shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for fifteen dollars once and five dollars once shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" shall win a regular prize award of twenty dollars;
(k) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty dollars shall win a regular prize award of twenty dollars;
(l) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars with a "5X" multiplier symbol or any combination of multipliers for "5X" shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for five dollars with a "5X" multiplier symbol or any combination of multipliers for "5X" and five dollars two times shall win regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars two times and five dollars once shall win a regular prize award of twenty-five dollars;
(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your numbers" for fifteen dollars once and ten dollars once shall win a regular prize award of twenty-five dollars;
(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for fifteen dollars once and five dollars with with a "2X" symbol shall win a regular prize award of twenty-five dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" and five dollars once shall win a regular prize award of twenty-five dollars;
(s) Holder of a valid winning ticket on which one or more or the "Winning Numbers" are matched by five of "Your Numbers" for five dollars five times shall win a regular prize award of twenty-five dollars;
(t) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for thirty dollars once shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers for fifteen dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" shall win a regular prize award of thirty dollars;
(v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars with a "3X" multiplier symbol or any combination of multipliers for "3X" shall win a regular prize award of thirty dollars;
(w) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars three times shall win a regular prize award of thirty dollars;
(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty dollars once and ten dollars once shall win a regular prize award of thirty dollars;
(y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" and ten dollars once shall win a regular prize award of thirty dollars;
(z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for five dollars six times shall win a regular prize award of thirty dollars;
(aa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars once and five dollars with a "5X" multiplier symbol or any combination of multipliers for "5X" shall win a regular prize award of thirty dollars;
(bb) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars with a "5X" multiplier symbol or any combination of multipliers for "5X" shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one dollar with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty-two of "Your Numbers" for two dollars twenty times and five dollars two times shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" is matched by four of "Your Numbers" for twenty dollars once and ten dollars three times shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" shall win a regular prize award of fifty dollars;
(hh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars with a "10X" multiplier symbol or any combination of multipliers for "10X" shall win a regular prize award of fifty dollars;
(ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for five dollars ten times shall win a regular prize award of fifty dollars;
(jj) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two dollars with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of one hundred dollars;
(ll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for twenty dollars five times shall win a regular prize award of one hundred dollars;
(mm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one dollar with a "100X" multiplier symbol or any combination of multipliers for "100X" shall win a regular prize award of one hundred dollars;
(nn) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars with a "4X" multiplier symbol or any combination of multipliers for "4X" shall win a regular prize award of one hundred dollars;
(oo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for five dollars twenty times shall win a regular prize award of one hundred dollars;
(pp) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers" for five dollars with a "5X" multiplier symbol or any combination of multipliers for "5X", five dollars ten times, and twenty-five dollars once shall win a regular prize award of one hundred dollars;
(qq) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by thirteen of "Your Numbers" for ten dollars seven times and five dollars six times shall win a regular prize award of one hundred dollars;
(rr) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars with a "20X" multiplier symbol or any combination of multipliers for "20X" shall win a regular prize award of one hundred dollars;
(ss) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars with a "10X" multiplier symbol or any combination of multipliers for "10X" shall win a regular prize award of one hundred dollars;
(tt) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for fifty dollars once, twenty dollars once, ten dollars two times, and five dollars two times shall win a regular prize award of one hundred dollars;
(uu) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for ten dollars ten times shall win a regular prize award of one hundred dollars;
(vv) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" shall win a regular prize award of two hundred dollars;
(ww) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for thirty dollars five times and twenty-five dollars with a "2X" multiplier symbol or any combination of multupliers for "2X" shall win a regular prize award of two hundred dollars;
(xx) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two dollars with a "100X" multiplier symbol or any combination of multipliers for "100X" shall win a regular prize award of two hundred dollars;
(yy) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars with a "4X" multiplier symbol or any combination of multipliers for "4X" shall win a regular prize award of two hundred dollars;
(zz) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers" for twenty dollars five times, ten dollars with a "5X" multiplier symbol or any combination of multipliers for "5X", five dollars five times, and twenty-five dollars once shall win a regular prize award of two hundred dollars;
(aaa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for ten dollars twenty times shall win a regular prize award of two hundred dollars;
(bbb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty-one of "Your Numbers" for five dollars with a "20X" multiplier symbol or any combination of multipliers for "20X" and five dollars twenty times shall win a regular prize award of two hundred dollars;
(ccc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two hundred dollars shall win a regular prize award of two hundred dollars;
(ddd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers" for five dollars with a "10X" multiplier symbol or any combination of multipliers for "10X", five dollars ten times, and one hundred dollars once shall win a regular prize award of two hundred dollars;
(eee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for one hundred dollars once, twenty-five dollars with a "2X" multiplier symbol or any combination of multipliers for "2X", and five dollars with a "10X" multiplier symbol or any combination of multipliers for "10X" shall win a regular prize award of two hundred dollars;
(fff) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five hundred dollars shall win a regular prize award of five hundred dollars;
(ggg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty-two of "Your Numbers" for one hundred dollars once, fifty dollars two times, thirty dollars two times, twenty five dollars five times, twenty dollars three times, ten dollars two times, and five dollars seven times shall win a regular prize award of five hundred dollars;
(hhh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars with a "100X" multiplier symbol or any combination of multipliers for "100X" shall win a regular prize award of five hundred dollars;
(iii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of five hundred dollars;
(jjj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for fifty dollars ten times shall win a regular prize award of five hundred dollars;
(kkk) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers" for one hundred dollars once, fifty dollars six times, and twenty-five dollars four times shall win a regular prize award of five hundred dollars;
(lll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seventeen of "Your Numbers" for thirty dollars with a "10X" multiplier symbol or any combination of multipliers for "10X", ten dollars fifteen times, and twenty-five dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" shall win a regular prize award of five hundred dollars;
(mmm) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" for one hundred dollars with a "2X" multiplier symbol or any combination of multipliers for "2X", fifty dollars four times, and twenty-five dollars four times shall win a regular prize award of five hundred dollars;
(nnn) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for twenty-five dollars twenty times shall win a regular prize award of five hundred dollars;
(ooo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for ten dollars with a "20X" multiplier symbol or any combination of multipliers for "20X" and one hundred dollars three times shall win a regular prize award of five hundred dollars;
(ppp) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one thousand dollars once shall win a regular prize award of one thousand dollars;
(qqq) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for two hundred dollars two times, ten dollars with a "20X" multiplier symbol or any combination of multipliers for "20X", fifty dollars three times, thirty dollars once, twenty dollars five times, ten dollars seven times, and twenty-five dollars with a "2X" multiplier symbol or any combination of multipliers for "2X" shall win a regular prize award of one thousand dollars;
(rrr) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars with a "10X" multiplier symbol or any combination of multipliers for "10X" shall win a regular prize award of one thousand dollars;
(sss) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars with a "20X" multiplier symbol or any combination of multipliers for "20X" shall win a regular prize award of one thousand dollars;
(ttt) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers" for one hundred dollars with a "5X" multiplier symbol or any combination of multipliers for "5X" and fifty dollars ten times shall win a regular prize award of one thousand dollars;
(uuu) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for fifty dollars twenty times shall win a regular prize award of one thousand dollars;
(vvv) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars with a "100X" multiplier symbol or any combination of multipliers for "100X" shall win a regular prize award of one thousand dollars;
(www) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty dollars with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of one thousand dollars;
(xxx) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by thirteen of "Your Numbers" for five hundred dollars once, ten dollars with a "10X" multiplier symbol or any combination of multipliers for "10X", fifty dollars six times, and twenty dollars five times shall win a regular prize award of one thousand dollars;
(yyy) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers" for one hundred dollars eight times, fifty dollars three times, and ten dollars with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of one thousand dollars;
(zzz) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two thousand five hundred dollars shall win a regular prize award of two thousand five hundred dollars;
(aaaa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars with a "100X" multiplier symbol or any combination of multipliers for "100X" shall win a regular prize award of two thousand five hundred dollars;
(bbbb) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of two thousand five hundred dollars;
(cccc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by thirty-five of "Your Numbers" for one hundred dollars fifteen times and fifty dollars twenty times shall win a regular prize award of two thousand five hundred dollars;
(dddd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" prize symbol is revealed for five thousand five hundred dollars shall win a regular prize of five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing for a chance to win two hundred fifty thousand dollars;
(eeee) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten thousand dollars shall win a regular prize award of ten thousand dollars;
(ffff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for one thousand dollars eight times, twenty dollars with a "50X" multiplier symbol or any combination of multipliers for "50X", two hundred dollars with a "2X" multiplier symbol or any combination of multipliers for "2X", one hundred dollars four times, fifty dollars two times, and twenty-five dollars four times shall win a regular prize award of ten thousand dollars;
(gggg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for five hundred dollars twenty times shall win a regular prize award of ten thousand dollars;
(hhhh) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" for one thousand dollars seven times, five hundred dollars five times, two hundred dollars two times, and one hundred dollars once shall win a regular prize award of ten thousand dollars;
(iiii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty thousand dollars shall win a regular prize award of fifty thousand dollars;
(jjjj) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one thousand dollars with a "50X" multiplier symbol or any combination of multipliers for "50X" shall win a regular prize award of fifty thousand dollars;
(kkkk) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty-four of "Your Numbers" for ten thousand dollars three times, one thousand dollars with a "10X" multiplier or any combination of multipliers for "10X", and five hundred dollars twenty times shall win a regular prize award of fifty thousand dollars;
(llll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for ten thousand dollars five times shall win a regular prize award of fifty thousand dollars;
(mmmm) Holder of a valid winning ticket on which one of the "Winning Numbers" are matched by one of "Your Numbers" for two hundred fifty thousand dollars shall win a regular prize award of two hundred fifty thousand dollars;
(nnnn) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two thousand five hundred dollars with a "100X" multiplier symbol or any combination of multipliers for "100X" shall win a regular prize award of two hundred fifty thousand dollars;
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred twenty-eight will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per three million tickets sold in the following prize categories should be as follows:
(a) Three tickets with the winning prize combination as set forth in (D)(2)(nnnn) to win two hundred fifty thousand dollars;
(b) Two tickets with the winning prize combination as set forth in (D)(2)(mmmm) to win two hundred fifty thousand dollars;
(c) Six tickets with the winning prize combination as set forth in (D)(2)(llll) to win fifty thousand dollars;
(d) Four tickets with the winning prize combination as set forth in (D)(2)(kkkk) to win fifty thousand dollars;
(e) Four tickets with the winning prize combination as set forth in (D)(2)(jjjj) to win fifty thousand dollars;
(f) Four tickets with the winning prize combination as set forth in (D)(2)(iiii) to win fifty thousand dollars;
(g) Eighteen tickets with the winning prize combination as set forth in (D)(2)(hhhh) to win ten thousand dollars;
(h) Eighteen tickets with the winning prize combination as set forth in (D)(2)(gggg) to win ten thousand dollars;
(i) Eighteen tickets with the winning prize combination as set forth in (D)(2)(ffff) to win ten thousand dollars;
(j) Eighteen tickets with the winning prize combination as set forth in (D)(2)(eeee) to win ten thousand dollars;
(k) Fifteen tickets revealing the "TPD" symbol for five thousand five hundred dollars once, and upon the filing of a valid claim at an Ohio lottery commission office, shall be automatically entered into the Top Prize Drawing for a chance to win two hundred fifty thousand dollars;
(l) Sixty tickets with the winning prize combination as set forth in (D)(2)(cccc) of this rule to win two thousand five hundred dollars;
(m) Sixty tickets with the winning prize combination as set forth in (D)(2)(bbbb) of this rule to win two thousand five hundred dollars;
(n) Sixty tickets with the winning prize combination as set forth in (D)(2)(aaaa) of this rule to win two thousand five hundred dollars;
(o) Sixty tickets with the winning prize combination as set forth in (D)(2)(zzz) of this rule win two thousand five hundred dollars;

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number one hundred twenty-eight shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred twenty-eight is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred twenty-eight in which the ticket was sold.
(3) The Top Prize Drawing to award one top prize of two hundred fifty thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize Drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred twenty-eight void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number eight hundred twenty-eight.
(1) The director shall conduct game rule number one hundred twenty-eight and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred twenty-eight. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred twenty-eight used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred twenty-eight and these elements may be given names or titles chosen by the commission.
