3770:1-9-140. Game rule number one hundred forty
-
(A) Title and term. Ohio lottery commission game rule number one hundred forty, "Lucky Lines," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred forty.
(B) General design.
(1) Game rule number one hundred forty is a "Line Game" type lottery game with a "Bonus" feature, and is generally known as an "instant lottery."
(2) The player is required to scratch off the covering in the "Your Symbols" play area to reveal eighteen symbols. The player will then scratch off the corresponding symbols in "Game #1," "Game #2," and "Game #3" that match the symbols in the "Your Symbols" play area. Each symbol may be used more than once. If the player uncovers a horizontal, vertical, or diagonal line in any one game, the player wins the corresponding prize. If the player then scratches off the covering over the "Bonus" play box area and reveals a prize, the player wins the corresponding prize automatically.
(3) The only "prize values" which shall appear on a ticket in game rule number one hundred forty are: three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, seventy five dollars, one hundred dollars, five hundred dollars, one thousand dollars and thirty thousand dollars. Prize values, play symbols and prize levels appearing on any ticket in game rule number one hundred forty shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values, play symbols and prize levels.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred forty shall be three dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number one hundred forty called a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, seventy five dollars, one hundred dollars, five hundred dollars, one thousand dollars and thirty thousand dollars. Each ticket in game rule number one hundred forty shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for three dollars shall win a regular prize award of three dollars;
(b) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #2" for three dollars shall win a regular prize award of three dollars;
(c) Holder of a valid winning ticket on which a "$3" symbol is revealed in the "Bonus" play box for three dollars shall win a regular prize award of three dollars;
(d) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars shall win a regular prize award of five dollars;
(e) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #2" for five dollars shall win a regular prize award of five dollars;
(f) Holder of a valid winning ticket on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of five dollars;
(g) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars and three symbols are matched in a vertical or horizontal straight line in "Game #2" for five dollars shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #2" for five dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of ten dollars;
(j) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars shall win a regular prize award of ten dollars;
(k) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #2" for ten dollars shall win a regular prize award of ten dollars;
(l) Holder of a valid winning ticket on which a "$10" symbol is revealed in the "Bonus" play box for ten dollars shall win a regular prize award of ten dollars;
(m) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars, three symbols are matched in a vertical or horizontal straight line in "Game #2" for five dollars once and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of fifteen dollars;
(n) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #2" for ten dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of fifteen dollars;
(o) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of fifteen dollars;
(p) Holder of a valid winning ticket on which three symbols are matched in a vertical straight line in "Game #1" for fifteen dollars shall win a regular prize award of fifteen dollars;
(q) Holder of a valid winning ticket on which three symbols are matched in a vertical straight line in "Game #2" for fifteen dollars shall win a regular prize award of fifteen dollars;
(r) Holder of a valid winning ticket on which five symbols are matched in a vertical straight line in "Game #3" for fifteen dollars shall win a regular prize award of fifteen dollars;
(s) Holder of a valid winning ticket on which a "$15" symbol is revealed in the "Bonus" play box for ten dollars shall win a regular prize award of fifteen dollars;
(t) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars, three symbols are matched in a vertical or horizontal straight line in "Game #2" for five dollars and on which a "$10" symbol is revealed in the "Bonus" play box for ten dollars shall win a regular prize award of twenty dollars;
(u) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars, three symbols are matched in a vertical or horizontal straight line in "Game #2" for five dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of twenty dollars;
(v) Holder of a valid winning ticket on which three symbols are matched in a horizontal line in "Game #1" for five dollars, three symbols are matched in a horizontal straight line in "Game #2" for ten dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of twenty dollars;
(w) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars and three symbols are matched in a horizontal straight line in "Game #2" for ten dollars shall win a regular prize award of twenty dollars;
(x) Holder of a valid winning ticket on which five symbols are matched in a vertical straight line in "Game #3" for fifteen dollars and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of twenty dollars;
(y) Holder of a valid winning ticket on which five symbols are matched in a vertical straight line in "Game #3" for twenty dollars shall win a regular prize award of twenty dollars;
(z) Holder of a valid winning ticket on which a "$20" symbol is revealed in the "Bonus" play box for twenty dollars shall win a regular prize award of twenty dollars;
(aa) Holder of a valid winning ticket on which three symbols are matched in a vertical straight line in "Game #1" for fifteen dollars, three symbols are matched in a vertical straight line in "Game #2" for fifteen dollars, and on which a "$20" symbol is revealed in the "Bonus" play box for twenty dollars shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which three symbols are matched in a vertical straight line in "Game #2" for fifteen dollars, five symbols are matched in a vertical straight line in "Game #3" for twenty dollars, and on which a "$15" symbol is revealed in the "Bonus" play box for fifteen dollars shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars, three symbols are matched in a horizontal straight line in "Game #2" for ten dollars, five symbols are matched in a vertical straight line in "Game #3" for fifteen dollars, and on which a "$15" symbol is revealed in the "Bonus" play box for fifteen dollars shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars, three symbols are matched in a horizontal straight line in "Game #2" for ten dollars, five symbols are matched in a vertical straight line in "Game #3" for fifteen dollars, and on which a "$20" symbol is revealed in the "Bonus" play box for twenty dollars shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which five symbols are matched in a vertical or horizontal straight line in "Game #3" for fifty dollars shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which a "$50" symbol is revealed in the "Bonus" play box for fifty dollars shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars, three symbols are matched in a horizontal straight line in "Game #2" for ten dollars, five symbols are matched in a vertical or horizontal straight line in "Game #3" for fifty dollars, and on which a "$5" symbol is revealed in the "Bonus" play box for five dollars shall win a regular prize award of seventy five dollars;
(hh) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #1" for five dollars, three symbols are matched in a horizontal straight line in "Game #2" for ten dollars, five symbols are matched in a vertical or horizontal straight line in "Game #3" for fifty dollars, and on which a "$10" symbol is revealed in the "Bonus" play box for ten dollars shall win a regular prize award of seventy five dollars;
(ii) Holder of a valid winning ticket on which five symbols are matched in a vertical or horizontal straight line in "Game #3" for seventy five dollars shall win a regular prize award of seventy five dollars;
(jj) Holder of a valid winning ticket on which a "$75" symbol is revealed in the "Bonus" play box for seventy five dollars shall win a regular prize award of seventy five dollars;
(kk) Holder of a valid winning ticket on which five symbols are matched in a vertical or horizontal straight line in "Game #3" for fifty dollars and on which a "$50" symbol is revealed in the "Bonus" play box for fifty dollars shall win a regular prize award of one hundred dollars;
(ll) Holder of a valid winning ticket on which three symbols are matched in a vertical or horizontal straight line in "Game #1" for ten dollars, three symbols are matched in a vertical straight line in "Game #2" for fifteen dollars, and five symbols are matched in a vertical or horizontal straight line in "Game #3" for seventy five dollars shall win a regular prize award of one hundred dollars;
(mm) Holder of a valid winning ticket on which three symbols are matched in a horizontal straight line in "Game #2" for ten dollars, five symbols are matched in a vertical straight line in "Game #3" for fifteen dollars, and on which a "$75" symbol is revealed in the "Bonus" play box for seventy five dollars shall win a regular prize award of one hundred dollars;
(nn) Holder of a valid winning ticket on which three symbols are matched in a vertical straight line in "Game #1" for fifteen dollars, three symbols are matched in a vertical straight line in "Game #2" for fifteen dollars, five symbols are matched in a vertical straight line in "Game #3" for twenty dollars, and on which a "$50" symbol is revealed in the "Bonus" play box for fifty dollars shall win a regular prize award of one hundred dollars;
(oo) Holder of a valid winning ticket on which three symbols are matched in a vertical straight line in "Game #1" for fifteen dollars, three symbols are matched in a vertical straight line in "Game #2" for fifteen dollars, five symbols are matched in a vertical or horizontal straight line in "Game #3" for fifty dollars, and on which a "$20" symbol is revealed in the "Bonus" play box for twenty dollars shall win a regular prize award of one hundred dollars;
(pp) Holder of a valid winning ticket on which three symbols are matched in a diagonal straight line in "Game #1" for one hundred dollars shall win a regular prize award of one hundred dollars;
(qq) Holder of a valid winning ticket on which three symbols are matched in a diagonal straight line in "Game #2" for one hundred dollars shall win a regular prize award of one hundred dollars;
(rr) Holder of a valid winning ticket on which five symbols are matched in a vertical straight line in "Game #3" for one hundred dollars shall win a regular prize award of one hundred dollars;
(ss) Holder of a valid winning ticket on which a "$100" symbol is revealed in the "Bonus" play box for one hundred dollars shall win a regular prize award of one hundred dollars;
(tt) Holder of a valid winning ticket on which three symbols are matched in a diagonal straight line in "Game #1" for five hundred dollars shall win a regular prize award of five hundred dollars;
(uu) Holder of a valid winning ticket on which five symbols are matched in a horizontal straight line in "Game #3" for five hundred dollars shall win a regular prize award of five hundred dollars;
(vv) Holder of a valid winning ticket on which a "$500" symbol is revealed in the "Bonus" play box for five hundred dollars shall win a regular prize award of five hundred dollars;
(ww) Holder of a valid winning ticket on which three symbols are matched in a diagonal straight line in "Game #1" for five hundred dollars and five symbols are matched in a horizontal line in "Game #3" for five hundred dollars shall win a regular prize award of one thousand dollars;
(xx) Holder of a valid winning ticket on which three symbols are matched in a diagonal straight line in "Game #1" for five hundred dollars and on which a "$500" symbol is revealed in the "Bonus" play box for five hundred dollars shall win a regular prize award of one thousand;
(yy) Holder of a valid winning ticket on which five symbols are matched in a horizontal straight line in "Game #3" for one thousand dollars shall win a regular prize award of one thousand dollars;
(zz) Holder of a valid winning ticket on which three symbols are matched in a diagonal straight line in "Game #2" for one thousand dollars shall win a regular prize award of one thousand dollars;
(aaa) Holder of a valid winning ticket on which a "$1,000" symbol is revealed in the "Bonus" play box for one thousand dollars shall win a regular prize award of one thousand dollars; and
(bbb) Holder of a valid winning ticket on which five symbols are matched in a diagonal straight line in "Game #3" for thirty thousand dollars shall win a regular prize award of thirty thousand dollars;
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred forty will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per six million tickets sold should be as follows:
(a) Thirty tickets with the winning prize combination as set forth in paragraph (D)(2)(bbb) of this rule to win thirty thousand dollars;
(b) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(aaa) of this rule to win one thousand dollars;
(c) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(zz) of this rule to win one thousand dollars;
(d) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(yy) of this rule to win one thousand dollars;
(e) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(xx) of this rule to win one thousand dollars;
(f) Ten tickets with the winning prize combination as set forth in paragraph (D)(2)(ww) of this rule to win one thousand dollars;
(g) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(vv) of this rule to win five hundred dollars;
(h) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(uu) of this rule to win five hundred dollars;
(i) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(tt) of this rule to win five hundred dollars;
(j) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(ss) of this rule to win one hundred dollars;
(k) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(rr) of this rule to win one hundred dollars;
(l) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(qq) of this rule to win one hundred dollars;

(t) Six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ii) of this rule to win seventy five dollars;
(u) Two thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(hh) of this rule to win seventy five dollars;
(v) Two thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(gg) of this rule to win seventy five dollars;
(w) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(ff) of this rule to win fifty dollars;
(x) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(ee) of this rule to win fifty dollars;
(y) Six thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(dd) of this rule to win fifty dollars;
(z) Six thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(cc) of this rule to win fifty dollars;
(aa) Six thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(bb) of this rule to win fifty dollars;

(qq) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(l) of this rule to win ten dollars;
(rr) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(k) of this rule to win ten dollars;
(ss) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(j) of this rule to win ten dollars;
(tt) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(i) of this rule to win ten dollars;
(uu) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(h) of this rule to win ten dollars;
(vv) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(g) of this rule to win ten dollars;
(ww) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(f) of this rule to win five dollars;
(xx) One hundred twenty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(e) of this rule to win five dollars;
(yy) One hundred twenty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(d) of this rule to win five dollars;
(zz) One hundred twenty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(c) of this rule to win three dollars;
(aaa) Three hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(b) of this rule to win three dollars;
(bbb) Three hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(a) of this rule to win three dollars;
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number one hundred forty shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred forty is sold or deemed sold in accordance with this rule and the covering material over any of the prize values, play symbols and prize levels has been removed, the holder shall be deemed to have drawn the prize values, play symbols and prize levels on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred forty in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred forty void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number one hundred forty.
(1) The director shall conduct game rule number one hundred forty in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred forty. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred forty used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred forty and these elements may be given names or titles chosen by the commission.
