3770:1-9-153. Game rule number one hundred fifty three
-
(A) Title and term. Ohio lottery commission game rule number one hundred fifty three, "Lucky 7s Playbook," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to playbooks allocated to them during the period in game rule number one hundred fifty three.
(B) General design.
(1) Game rule number one hundred fifty three consists of six games: "Red Hot 7s," "Cool 7s," "Super 7s," "Electric 7s," "Wild 7s," and "Extreme 7s" and is generally known as an "instant lottery."
(2) Holders of valid playbooks will remove the covering off each of the six games to reveal play symbols and corresponding prize values. If the player reveals a "7" symbol in any of the play areas in either game, the player wins the prize shown for that symbol automatically. In "Red Hot 7s", if the player reveals a "20X" symbol the player wins twenty times the prize shown, if the player reveals any prize amount in the "Bonus" play area, the player wins that prize amount automatically or if the player reveals a "Moneybag" symbol in the "Fast $50" play area, the player wins fifty dollars instantly. In "Cool 7s", if the player reveals a "Double Dollar Sign" symbol in any play area, the player wins double the prize shown automatically. In "Super 7s", if any one or more of "Your Numbers" match any of the "Winning Numbers," the player wins the prize shown below your matching numbers. The player then removes the covering off the "Multiplier Box" to reveal a "Bonus Number" and then multiplies the total winning prize amount by that number. In "Electric 7s", if the player reveals a "10X" symbol the player wins ten times the prize shown or if the player reveals any prize amount in the "Bonus" play area, the player wins that prize amount automatically, In "Wild 7s", if a "Star" symbol is revealed in any play area, the player wins the prize shown automatically, if the player reveals a "7" symbol in the "Fast $100" play area, the player wins one hundred dollars automatically. If a "5X" symbol is revealed, the player wins five times the prize shown automatically. "Extreme 7s" contains three separate games. In "Game 1", if the player reveals three "7s" in the same vertical, horizontal or diagonal line, the player wins the prize amount shown. In "Game 2", reveal two "2" identical prize amounts and win the prize amount shown. In "Game 3", if any one or more of "Your Numbers" match any of the "Winning Numbers", the player wins the prize shown below the matching numbers. If a "Star" symbol is revealed, the player wins the prize shown automatically; if a "WINALL" symbol is revealed, the player wins all twenty prizes automatically.
(3) The only "prize values" which shall appear on a playbook in game rule number one hundred fifty three are: five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and two hundred fifty thousand dollars. Numbers, prize values and play symbols appearing on any playbook in game rule number one hundred fifty three shall be concealed by an opaque covering which may be scratched off by the holder of the playbook to reveal the underlying numbers, prize values and play symbols.
(C) Price of playbooks. The price of a playbook issued by the commission in game rule number one hundred fifty three shall be twenty dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule one hundred fifty three, a "regular prize award" and a "TPD" prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the playbook: twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and two hundred fifty thousand dollars. Each ticket in game rule number one hundred fifty three shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars two times and ten dollars once shall win a regular prize award of twenty dollars;
(b) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars four times shall win a regular prize award of twenty dollars;
(c) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for fifteen dollars once and five dollars once shall win a regular prize award of twenty dollars;
(d) Holder of a valid winning ticket on which a "DBL" symbol is revealed for ten dollars doubled shall win a regular prize award of twenty dollars;
(e) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbol for twenty dollars once shall win a regular prize award of twenty dollars;
(f) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbol for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(g) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for ten dollars two times and five dollars once shall win a regular prize award of twenty-five dollars;
(h) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for fifteen dollars once and ten dollars once shall win a regular prize award of twenty-five dollars;
(i) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for twenty dollars once and five dollars once shall win a regular prize award of twenty-five dollars;
(j) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars five times shall win a regular prize award of twenty-five dollars;
(k) Holder of a valid winning ticket matching numbers or revealing the number "7" or a "Star" symbol is revealed for thirty dollars once shall win a regular prize award of thirty dollars;
(l) Holder of a valid winning ticket on which a "DBL" symbol is revealed for fifteen dollars doubled shall win a regular prize award of thirty dollars;
(m) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for ten dollars three times shall win a regular prize award of thirty dollars;
(n) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for twenty dollars once and ten dollars once shall win a regular prize of thirty dollars;
(o) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars six times shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning ticket matching numbers or revealing the number "7" or a "Star" symbol for five dollars once and revealing a "5X" symbol for five dollars times five shall win a regular prize award of thirty dollars;
(q) Holder of a valid winning ticket matching numbers or revealing the number "7" or a "Star" symbol for fifty dollars once shall win a regular prize award of fifty dollars;
(r) Holder of a valid winning ticket revealing a "5X" symbol for ten dollars times five shall win a regular prize award of fifty dollars;
(s) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for twenty dollars once and ten dollars three times shall win a regular prize award of fifty dollars;
(t) Holder of a valid winning ticket on which a "DBL" symbol is revealed for twenty-five dollars doubled shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket revealing a "10X" symbol for five dollars times ten shall win a regular prize award of fifty dollars;
(v) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars ten times shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket matching numbers or revealing the number "7" or a "Star" symbol for one hundred dollars once shall win a regular prize award of one hundred dollars;
(x) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for twenty dollars five times shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket revealing a "WINALL" symbol for all twenty prizes of five dollars twenty times shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for ten dollars seven times and five dollars six times shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket revealing a "20X" symbol for five dollars times twenty shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket revealing a "10X" symbol for ten dollars times ten shall win a regular prize award of one hundred dollars;
(cc) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars two times, ten dollars two times, twenty dollars once and fifty dollars once shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for ten dollars ten times shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket revealing a "DBL" symbol for one hundred dollars doubled shall win a regular prize award of two hundred dollars;
(ff) Holder of a valid winning ticket revealing a "DBL" symbol for twenty-five dollars doubled, and matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for thirty dollars five times shall win a regular prize award of two hundred dollars;
(gg) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars five times, twenty dollars five times, twenty-five dollars once, and revealing a "5X" symbol for ten dollars times five shall win a regular prize award of two hundred dollars;
(hh) Holder of a valid winning ticket revealing a "WINALL" symbol for all twenty prizes of ten dollars twenty times shall win a regular prize award of two hundred dollars;
(ii) Holder of a valid winning ticket matching numbers or revealing the number "7" or "Star" symbols, or any combination thereof, for five dollars twenty times and revealing a "20X" symbol for five dollars times twenty shall win a regular prize award of two hundred dollars;
(jj) Holder of a valid winning ticket matching numbers or revealing the number "7" or a "Star" symbol for two hundred dollars once shall win a regular prize award of two hundred dollars;
(kk) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for five dollars ten times and one hundred dollars once, and revealing a "10X" symbol for five dollars times ten shall win a regular prize award of two hundred dollars;
(ll) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbol, or any combination thereof, for fifty dollars once and one hundred dollars once, and revealing a "DBL" symbol for twenty-five dollars doubled shall win a regular prize award of two hundred dollars;
(mm) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbol for five hundred dollars once shall win a regular prize award of five hundred dollars;
(nn) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for five dollars seven times, ten dollars two times, twenty dollars three times, twenty-five dollars five times, thirty dollars two times, fifty dollars two times and one hundred dollars once shall win a regular prize award of five hundred dollars;
(oo) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for twenty-five dollars four times, fifty dollars six times and one hundred dollars once shall win a regular prize award of five hundred dollars;
(pp) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for ten dollars fifteen times, revealing a "DBL" symbol for twenty-five dollars doubled and revealing a "10X" symbol for thirty dollars times ten shall win a regular prize award of five hundred dollars;
(qq) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for twenty-five dollars four times and fifty dollars four times, and revealing a "DBL" symbol for one hundred dollars doubled shall win a regular prize award of five hundred dollars;
(rr) Holder of a valid winning ticket revealing a "WINALL" symbol for all twenty prizes of twenty-five dollars twenty times shall win a regular prize award of five hundred dollars;
(ss) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for one hundred dollars three times and revealing a "20X" symbol for ten dollars times twenty shall win a regular prize award of five hundred dollars;
(tt) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbol for one thousand dollars once shall win a regular prize award of one thousand dollars;
(uu) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for ten dollars seven times, twenty dollars five times, thirty dollars once, fifty dollars three times, one hundred dollars two times, two hundred dollars two times, and revealing a "DBL" symbol for twenty-five dollars doubled shall win a regular prize award of one thousand dollars;
(vv) Holder of a valid winning ticket revealing a "10X" symbol for one hundred dollars times ten shall win a regular prize award of one thousand dollars;
(ww) Holder of a valid winning ticket revealing a "WINALL" symbol for all twenty prizes of fifty dollars twenty times shall win a regular prize award of one thousand dollars;
(xx) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbol, or any combination thereof, for five dollars four times, thirty dollars once, fifty dollars two times, one hundred dollars two times and five hundred dollars once, revealing a "5X" symbol for twenty dollars times five and revealing a "DBL" symbol for twenty-five dollars doubled shall win a regular prize award of one thousand dollars;
(yy) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbols, or any combination thereof, for twenty dollars five times, fifty dollars six times, one hundred dollars once and five hundred dollars once shall win a regular prize award of one thousand dollars;
(zz) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for twenty-five dollars two times, fifty dollars three times and one hundred dollars eight times shall win a regular prize award of one thousand dollars;
(aaa) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbol for two thousand five hundred dollars once shall win a regular prize award of two thousand five hundred dollars;
(bbb) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbol, or any combination thereof, for fifty dollars twenty times and one hundred dollars fifteen times shall win a regular prize award of two thousand five hundred dollars;
(ccc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" prize symbol is revealed for five thousand five hundred dollars shall win a regular prize of five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing for a chance to win two hundred fifty thousand dollars;
(ddd) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbol for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(eee) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for twenty-five dollars four times, fifty dollars two times, one hundred dollars four times, five hundred dollars two times and one thousand dollars eight times, and revealing the "DBL" symbol for two hundred dollars doubled shall win a regular prize award of ten thousand dollars;
(fff) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for one hundred dollars five times, five hundred dollars five times and one thousand dollars seven times shall win a regular prize award of ten thousand dollars;
(ggg) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for one hundred dollars once, two hundred dollars two times, five hundred dollars five times and one thousand dollars seven times shall win a regular prize award of ten thousand dollars;
(hhh) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbol for fifty thousand dollars once shall win a regular prize award of fifty thousand dollars;
(iii) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for five hundred dollars twenty times and ten thousand dollars three times, and revealing a "10X" symbol for one thousand dollars times ten shall win a regular prize award of fifty thousand dollars;
(jjj) Holder of a valid winning ticket matching numbers or revealing a number "7" or "Star" symbols, or any combination thereof, for ten thousand dollars five times shall win a regular prize award fifty thousand dollars; and
(kkk) Holder of a valid winning ticket matching numbers or revealing a number "7" or a "Star" symbol for two hundred fifty thousand dollars once shall win a regular prize award of two hundred fifty thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred fifty three will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per three million tickets sold in the following prize categories should be as follows:
(a) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(kkk) of this rule to win two hundred fifty thousand dollars;
(b) Six tickets with the winning prize combination as set forth in paragraph (D)(2)(jjj) of this rule to win fifty thousand dollars;
(c) Six tickets with the winning prize combination as set forth in paragraph (D)(2)(iii) of this rule to win fifty thousand dollars;
(d) Six tickets with the winning prize combination as set forth in paragraph (D)(2)(hhh) of this rule to win fifty thousand dollars;
(e) Eighteen tickets with the winning prize combination as set forth in paragraph (D)(2)(ggg) of this rule to win ten thousand dollars;
(f) Eighteen tickets with the winning prize combination as set forth in paragraph (D)(2)(fff) of this rule to win ten thousand dollars;
(g) Eighteen tickets with the winning prize combination as set forth in paragraph (D)(2)(eee) of this rule to win ten thousand dollars;
(h) Eighteen tickets with the winning prize combination as set forth in paragraph (D)(2)(ddd) of this rule to win ten thousand dollars;
(i) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(ccc) of this rule to win five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, shall be automatically entered into the Top Prize Drawing for a chance to win two hundred fifty thousand dollars;
(j) One hundred eighty tickets with the winning prize combination as set forth in paragraph (D)(2)(bbb) of this rule to win two thousand five hundred dollars;
(k) Sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(aaa) of this rule to win two thousand five hundred dollars;
(l) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(zz) of this rule to win one thousand dollars;
(m) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(yy) of this rule to win one thousand dollars;
(n) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(xx) of this rule to win one thousand dollars;
(o) Three hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(ww) of this rule to win one thousand dollars;
(p) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(vv) of this rule to win one thousand dollars;
(q) Three hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(uu) of this rule to win one thousand dollars;
(r) Two hundred forty tickets with the winning prize combination as set forth in paragraph (D)(2)(tt) of this rule to win one thousand dollars;
(s) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ss) of this rule to win five hundred dollars;
(t) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(rr) of this rule to win five hundred dollars;
(u) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(qq) of this rule to win five hundred dollars;
(v) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(pp) of this rule to win five hundred dollars;
(w) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(oo) of this rule to win five hundred dollars;
(x) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(nn) of this rule to win five hundred dollars;
(y) Six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(mm) of this rule to win five hundred dollars;
(z) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ll) of this rule to win two hundred dollars;
(aa) Two thousand four hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(kk) of this rule to win two hundred dollars;
(bb) Six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(jj) of this rule to win two hundred dollars;
(cc) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(ii) of this rule to win two hundred dollars;
(dd) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(hh) of this rule to win two hundred dollars;
(ee) Two thousand four hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(gg) of this rule to win two hundred dollars;
(ff) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ff) of this rule to win two hundred dollars;
(gg) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ee) of this rule to win two hundred dollars;
(hh) Twelve thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(dd) of this rule to win one hundred dollars;
(ii) Twelve thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(cc) of this rule to win one hundred dollars;
(jj) Nine thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(bb) of this rule to win one hundred dollars;
(kk) Nine thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(aa) of this rule to win one hundred dollars;
(ll) Ten thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(z) of this rule to win one hundred dollars;
(mm) Twelve thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(y) of this rule to win one hundred dollars;
(nn) Seven thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(x) of this rule to win one hundred dollars;
(oo) Six thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(w) of this rule to win one hundred dollars;
(pp) Twenty-five thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(v) of this rule to win fifty dollars;
(qq) Twenty-one thousand six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(u) of this rule to win fifty dollars;
(rr) Twenty thousand four hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(t) of this rule to win fifty dollars;
(ss) Twenty-one thousand six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(s) of this rule to win fifty dollars;
(tt) Eighteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(r) of this rule to win fifty dollars;
(uu) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(q) of this rule to win fifty dollars;
(vv) Eighteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(p) of this rule to win thirty dollars;
(ww) Twenty-eight thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(o) of this rule to win thirty dollars;
(xx) Eighteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(n) of this rule to win thirty dollars;
(yy) Twenty-seven thousand six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(m) of this rule to win thirty dollars;
(zz) Eighteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(l) of this rule to win thirty dollars;
(aaa) Thirteen thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(k) of this rule to win thirty dollars;
(bbb) Ninety thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(j) of this rule to win twenty-five dollars;
(ccc) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(i) of this rule to win twenty-five dollars;
(ddd) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(h) of this rule to win twenty-five dollars;
(eee) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(g) of this rule to win twenty-five dollars;
(fff) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(f) of this rule to win twenty-five dollars;
(ggg) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(e) of this rule to win twenty dollars;
(hhh) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(d) of this rule to win twenty dollars;
(iii) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(c) of this rule to win twenty dollars;
(jjj) One hundred twenty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(b) of this rule to win twenty dollars; and
(kkk) One hundred twenty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(a) of this rule to win twenty dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number one hundred fifty three shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred fifty three is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred fifty three in which the ticket was sold.
(3) The Top Prize Drawing to award one top prize of two hundred fifty thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize Drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred fifty three void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number one hundred fifty three.
(1) The director shall conduct game rule number one hundred fifty three and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred fifty three. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred fifty three used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred fifty three and these elements may be given names or titles chosen by the commission.
