3770:1-9-171. Game rule number one hundred seventy-one
-
(A) Title and term. Ohio lottery commission game rule number one hundred seventy-one, "Twisted," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred seventy-one.
(B) General design.
(1) Game rule number one hundred seventy-one is a matching lines game and is generally known as an "instant lottery."
(2) The holder of a valid winning ticket will remove the entire covering over the "Your Numbers" area to reveal twenty-one numbers. The player will then scratch off each number in the "Your Paths" area that matches the "Your Numbers." The player must match the four numbers along the same colored "Path" to win the corresponding prize at the end of the "Path." There are five chances to win on each ticket, and a player may win up to five times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number one hundred seventy-one are: one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, and forty thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number one hundred seventy-one shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred seventy-one shall be three dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one types of prizes in game rule number one hundred seventy-one, a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values: three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, and forty thousand dollars. Each ticket in game rule number one hundred seventy-one shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in three "Paths" for one dollar three times shall win a regular prize award of three dollars;
(b) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for one dollar once and two dollars once shall win a regular prize award of three dollars;
(c) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for three dollars once shall win a regular prize award of three dollars;
(d) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for one dollar five times shall win a regular prize award of five dollars;
(e) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for four dollars once and one dollar once shall win a regular prize award of five dollars;
(f) Holder of a valid wining ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in three "Paths" for one dollar once and two dollars two times shall win a regular prize award of five dollars;
(g) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for five dollars once shall win a regular prize award of five dollars;
(h) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for two dollars five times shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in four "Paths" for one dollar once and three dollars three times shall win a regular prize award of ten dollars;
(j) Holder of a valid wining ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for five dollars two times shall win a regular prize award of ten dollars;
(k) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for ten dollars once shall win a regular prize award of ten dollars;
(l) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for two dollars three times, four dollars once, and five dollars once shall win a regular prize award of fifteen dollars;
(m) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in three "Paths" for five dollars three times shall win a regular prize award of fifteen dollars;
(n) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for five dollars once and ten dollars once shall win a regular prize award of fifteen dollars;
(o) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for fifteen dollars once shall win a regular prize award of fifteen dollars;
(p) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for four dollars five times shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in four "Paths" for five dollars four times shall win a regular prize award of twenty dollars;
(r) Holder of a valid wining ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for ten dollars two times shall win a regular prize award of twenty dollars;
(s) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for twenty dollars once shall win a regular prize award of twenty dollars;
(t) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for ten dollars five times shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in four "Paths" for five dollars two times and twenty dollars two times shall win a regular prize award of fifty dollars;
(v) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in four "Paths" for ten dollars two times and fifteen dollars two times shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in three "Paths" for ten dollars once and twenty dollars two times shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for fifty dollars once shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for twenty dollars five times shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in four "Paths" for ten dollars once, twenty dollars two times, and fifty dollars once shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in four "Paths" for fifteen dollars two times, twenty dollars once, and fifty dollars once shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for fifty dollars two times shall win a regular prize award of one hundred dollars;
(cc) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in all five "Paths" for one hundred dollars five times shall win a regular prize award of five hundred dollars;
(ee) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(ff) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in two "Paths" for five hundred dollars two times shall win a regular prize award of one thousand dollars;
(gg) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for one thousand dollars once shall win a regular prize award of one thousand dollars; and
(hh) Holder of a valid winning ticket on which four of "Your Numbers" match four of the "Your Paths" numbers in one "Path" for forty thousand dollars once shall win a regular prize award of forty thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred seventy-one will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Twenty-five tickets with the winning prize combination as set forth in paragraph (D)(2)(hh) of this rule to win forty thousand dollars;
(b) Sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(gg) of this rule to win one thousand dollars;
(c) Sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(ff) of this rule to win one thousand dollars;
(d) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(ee) of this rule to win five hundred dollars;
(e) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(dd) of this rule to win five hundred dollars;
(f) One hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(cc) of this rule to win one hundred dollars;
(g) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(bb) of this rule to win one hundred dollars;
(h) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(aa) of this rule to win one hundred dollars;
(i) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(z) of this rule to win one hundred dollars;
(j) Two thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(y) of this rule to win one hundred dollars;
(k) One thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(x) of this rule to win fifty dollars;
(l) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(w) of this rule to win fifty dollars;
(m) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(v) of this rule to win fifty dollars;
(n) Three thousand seven hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(u) of this rule to win fifty dollars;
(o) Three thousand seven hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(t) of this rule to win fifty dollars;
(p) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(s) of this rule to win twenty dollars;
(q) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(r) of this rule to win twenty dollars;
(r) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(q) of this rule to win twenty dollars;
(s) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(p) of this rule to win twenty dollars;
(t) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(o) of this rule to win fifteen dollars;
(u) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(n) of this rule to win fifteen dollars;
(v) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(m) of this rule to win fifteen dollars;
(w) Forty-five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(l) of this rule to win fifteen dollars;
(x) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(k) of this rule to win ten dollars;
(y) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(j) of this rule to win ten dollars;
(z) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(i) of this rule to win ten dollars;
(aa) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(h) of this rule to win ten dollars;
(bb) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(g) of this rule to win five dollars;
(cc) Ninety thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(f) of this rule to win five dollars;
(dd) Ninety thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(e) of this rule to win five dollars;
(ee) One hundred eighty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(d) of this rule to win five dollars;
(ff) One hundred eighty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(c) of this rule to win three dollars;
(gg) Three hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(b) of this rule to win three dollars; and
(hh) Three hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(a) of this rule to win three dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number one hundred seventy-one shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred seventy-one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred seventy-one in which the ticket was sold.
(3) The Top Prize Drawing to award one top prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred seventy-one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number one hundred seventy-one.
(1) The director shall conduct game rule number one hundred seventy-one and any drawings or promotions associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any drawings or promotions associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred seventy-one. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred seventy-one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred seventy-one and these elements may be given names or titles chosen by the commission.
