3770:1-9-198. Game rule number one hundred ninety-eight
-
(A) Title and term. Ohio lottery commission game rule number one hundred ninety-eight, "Fun 5's," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred ninety-eight.
(B) General design.
(1) Game rule number one hundred ninety-eight includes match games and tic-tac-toe games and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area of "Game 1," "Game 2," "Game 3," and "Game 4." In "Game 1" six symbols and six corresponding prize values are revealed. If "5" symbol is revealed, the player wins the corresponding prize value shown below. In "Game 2" and "Game 3" reveal three "5" symbols in the same vertical, horizontal or diagonal straight line and win the corresponding prize in the "Prize Spot." In "Game 4," if one or more of "Your Numbers" match either of the "Winning Numbers" the player wins the corresponding prize show below your matching number(s). If a "5x" symbol is revealed, the player wins five times the prize shown automatically. If the player matches one of "Your Numbers" to the "Winning Number" and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") for a chance to win a one hundred thousand dollar top prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are eighteen chances to win on each ticket, and a player may win up to eighteen times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number one hundred ninety-eight are: five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand five hundred dollars, five thousand dollars, five thousand five hundred dollars, fifteen thousand dollars and one hundred thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number one hundred ninety-eight shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred ninety-eight shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule number one hundred ninety-eight, a "regular prize award" and a "TPD" prize award.
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values: five dollars, ten dollars, fifteen dollars, twenty dollars, thirty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand five hundred dollars, five thousand dollars, five thousand five hundred dollars, fifteen thousand dollars and one hundred thousand dollars. Each ticket in game rule number one hundred ninety-eight shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five dollars once shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five dollars once shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five dollars once shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for five dollars once shall win a regular prize award of five dollars;
(e) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five dollars once and on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five dollars once shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which two "5" symbols are revealed in "Game 1" for five dollars two times shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" in "Game 4" for five dollars two times shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for ten dollars once shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once shall win a regular prize award of ten dollars;
(j) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once shall win a regular prize award of ten dollars;
(k) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for ten dollars once shall win a regular prize award of ten dollars;
(l) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for fifteen dollars once shall win a regular prize award of fifteen dollars;
(m) Holder of a valid winning ticket on which three "5" symbols are revealed in "Game 1" for five dollars three times shall win a regular prize award of fifteen dollars;
(n) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" in "Game 4" for five dollars three times shall win a regular prize award of fifteen dollars;
(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for fifteen dollars once shall win a regular prize award of fifteen dollars;
(p) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five dollars once and on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for five dollars once shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for ten dollars once and on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once shall win a regular prize award of twenty dollars;
(r) Holder of a valid winning ticket on which two "5" symbols are revealed in "Game 1" for five dollars two times and on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" in "Game 4" for five dollars two times shall win a regular prize award of twenty dollars;
(s) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for twenty dollars once shall win a regular prize award of twenty dollars;
(t) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for twenty dollars once shall win a regular prize award of twenty dollars;
(u) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" in "Game 4" for five dollars four times shall win a regular prize award of twenty dollars;
(v) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once and on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once shall win a regular prize award of twenty dollars;
(w) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" in "Game 4" for ten dollars two times shall win a regular prize award of twenty dollars;
(x) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once and on which a "5X" symbol is revealed in one of the "Your Numbers" play spots in "Game 4" for five dollars time five shall win a regular prize award of thirty-five dollars;
(y) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once and on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for ten dollars once shall win a regular prize award of thirty-five dollars;
(z) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for ten dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once and on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for ten dollars once shall win a regular prize award of thirty-five dollars;
(aa) Holder of a valid winning ticket on which six "5" symbols are revealed in "Game 1" for five dollars six times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once and on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once and on which a "5X" symbol is revealed in one of the "Your Numbers" play spots in "Game 4" for five dollars time five shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which six "5" symbols are revealed in "Game 1" for five dollars six times and on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" in "Game 4" for ten dollars two times shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for fifty dollars once shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for fifty dollars once shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for fifty dollars once shall win a regular prize award of fifty dollars;
(hh) Holder of a valid winning ticket on which five "5" symbols are revealed in "Game 1" for twenty dollars five times shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which a "5X" symbol is revealed in "Game 4" for twenty dollars times five shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket on which two "5" symbols are revealed in "Game 1" for ten dollars two times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five dollars once and on which a "5X" symbol is revealed in "Game 4" for five dollars times five shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once and on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for fifty dollars once shall win a regular prize award of one hundred dollars;
(ll) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(mm) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(nn) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(oo) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(pp) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" in "Game 4" for ten dollars ten times shall win a regular prize award of one hundred dollars;
(qq) Holder of a valid winning ticket on which four "5" symbols are revealed in "Game 1" for ten dollars four times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once and on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" in "Game 4" for twenty dollars two times shall win a regular prize award of one hundred dollars;
(rr) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for twenty dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for ten dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once and on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" in "Game 4" for twenty dollars three times shall win a regular prize award of one hundred dollars;
(ss) Holder of a valid winning ticket on which five "5" symbols are revealed in "Game 1" for five dollars five times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five dollars once and on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" in "Game 4" for five dollars four times shall win a regular prize award of one hundred dollars;
(tt) Holder of a valid winning ticket on which five "5" symbols are revealed in "Game 1" for fifty dollars five times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one hundred dollars once and on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for one hundred dollars once shall win a regular prize award of five hundred dollars;
(uu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(vv) Holder of a valid winning ticket on which three "5" symbols are revealed in "Game 1" for one hundred dollars three times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for fifty dollars once and on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" in "Game 4" for ten dollars ten times shall win a regular prize award of five hundred dollars;
(ww) Holder of a valid winning ticket on which four "5" symbols are revealed in "Game 1" for ten dollars four times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for ten dollars once and on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" in "Game 4" for one hundred dollars four times shall win a regular prize award of five hundred dollars;
(xx) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(yy) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(zz) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(aaa) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for fifty dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for one hundred dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for fifty dollars once and on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" in "Game 4" for one hundred dollars three times shall win a regular prize award of five hundred dollars;
(bbb) Holder of a valid winning ticket on which two "5" symbols are revealed in "Game 1" for fifty dollars once and one hundred dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for fifty dollars once and on which a "5X" symbols is revealed in "Game 4" for fifty dollars times five shall win a regular prize award of five hundred dollars;
(ccc) Holder of a valid winning ticket on which six "5" symbols are revealed in "Game 1" for fifty dollars six times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for one hundred dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one hundred dollars once and on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" in "Game 4" for one hundred dollars ten times shall win a regular prize award of one thousand five hundred dollars;
(ddd) Holder of a valid winning ticket on which one "5" symbol is revealed in "Game 1" for five hundred dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five hundred dollars once and on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(eee) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for one thousand five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(fff) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for one thousand five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(ggg) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one thousand five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(hhh) Holder of a valid winning ticket on which six "5" symbols are revealed in "Game 1" for one hundred dollars six times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for one hundred dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one hundred dollars once and on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" in "Game 4" for fifty dollars six times and one hundred dollars four times shall win a regular prize award of one thousand five hundred dollars;
(iii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for one thousand five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(jjj) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five thousand dollars once shall win a regular prize award of five thousand dollars;
(kkk) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five thousand dollars once shall win a regular prize award of five thousand dollars;
(lll) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for five thousand dollars once shall win a regular prize award of five thousand dollars;
(mmm) Holder of a valid winning ticket on which three "5" symbols are revealed in "Game 1" for one thousand five hundred dollars three times and on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five hundred dollars once shall win a regular prize award of five thousand dollars;
(nnn) Holder of a valid winning ticket on which six "5" symbols are revealed in "Game 1" for fifty dollars once, one hundred dollars two times and one thousand five hundred dollars three times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one hundred dollars once and on which a "5X" symbols is revealed in "Game 4" for twenty dollars times five shall win a regular prize award of five thousand dollars;
(ooo) Holder of a valid winning ticket on which five "5" symbols are revealed in "Game 1" for twenty dollars five times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for fifty dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one hundred dollars once and on which one or both of the "Winning Numbers" are matched by six of "Your Numbers" in "Game 4" for fifty dollars once, one hundred dollars two times and one thousand five hundred dollars three times shall win a regular prize award of five thousand dollars;
(ppp) Holder of a valid winning ticket on which five "5" symbols are revealed in "Game 1" for one hundred dollars five times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five hundred dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five hundred dollars once and on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" in "Game 4" for five hundred dollars once and one thousand five hundred dollars two times shall win a regular prize award of five thousand dollars;
(qqq) Holder of a valid winning ticket on which a "TPD" symbol is revealed in "Game 4" to win five thousand five hundred dollars and upon the filing of a valid claim at an Ohio lottery commission office, being automatically entered into the Top Prize Drawing for a chance to win a top prize of one hundred thousand dollars;
(rrr) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for five thousand dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five thousand dollars once, and on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for five thousand dollars once shall win a regular prize award of fifteen thousand dollars;
(sss) Holder of a valid winning ticket on which six "5" symbols are revealed in "Game 1" for one thousand five hundred dollars six times, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for five hundred dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for five hundred dollars once and on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" in "Game 4" for five hundred dollars ten times shall win a regular prize award of fifteen thousand dollars;
(ttt) Holder of a valid winning ticket on which two "5" symbols are revealed in "Game 1" for five thousand dollars once and five hundred dollars once, on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 2" for one thousand five hundred dollars once, on which on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for one thousand five hundred dollars once and on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" in "Game 4" for five hundred dollars three times and five thousand dollars once shall win a regular prize award of fifteen thousand dollars;
(uuu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for fifteen thousand dollars once shall win a regular prize award of fifteen thousand dollars;
(vvv) Holder of a valid winning ticket on which three "5" symbols are revealed in the same vertical, horizontal or diagonal straight line in "Game 3" for fifteen thousand dollars once shall win a regular prize award of fifteen thousand dollars;
(www) Holder of a valid winning ticket on which a "5" symbol is revealed in "Game 1" for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars;
(xxx) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" in "Game 4" for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars;
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred ninety-eight will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows;
(a) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(xxx) of this rule to win one hundred thousand dollars;
(b) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(www) of this rule to win one hundred thousand dollars;
(c) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(vvv) of this rule to win fifteen thousand dollars;
(d) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(uuu) of this rule to win fifteen thousand dollars;
(e) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(ttt) of this rule to win fifteen thousand dollars;
(f) Six tickets with the winning prize combination as set forth in paragraph (D)(2)(sss) of this rule to win fifteen thousand dollars;

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number one hundred ninety-eight shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred ninety-eight is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred ninety-eight in which the ticket was sold.
(3) The Top Prize Drawing to award one top prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred ninety-eight void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number one hundred ninety-eight.
(1) The director shall conduct game rule number one hundred ninety-eight and any drawings or promotions associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any drawings or promotions associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred ninety-eight. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred ninety-eight used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred ninety-eight and these elements may be given names or titles chosen by the commission.
