3770:1-9-212. Game rule number two hundred twelve
-
(A) Title and term. Ohio lottery commission game rule number two hundred twelve, "Lucky Playbook," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to playbooks allocated to them during the period in game rule number two hundred twelve.
(B) General design.
(1) Game rule number two hundred twelve consists of six games: "Lucky 7 Celebration," "Lucky Shamrock Tripler," "Lucky Numbers," "Lucky Pot of Gold," "Lucky Horseshoes," and "Ladybug Luck" and is generally known as an "instant lottery."
(2) Holders of valid playbooks will remove the covering off each of the six games to reveal play symbols and corresponding prize values. In the game "Lucky 7 Celebration," if the player reveals a "Star" symbol, the player wins the corresponding prize automatically. If a "Seven" symbol is revealed, the player wins ten times the corresponding prize automatically. In the game "Lucky Shamrock Tripler," the player must match any of "Your Symbols" to any of the "Lucky Symbols" to win the corresponding prize. If a "Shamrock" symbol is revealed, the player wins triple the corresponding prize. In the game "Lucky Numbers," the player must reveal two like numbers in the same "Game" to win the corresponding prize. If two "7" symbols are revealed in one "Game" the player wins twenty times the corresponding prize. In the game "Lucky Pot of Gold," of any one or more of "Your Numbers" match any of the "Lucky Numbers," the player wins the corresponding prize automatically. If a "Star" symbol is revealed in one of the "Your Numbers" play spots, the player wins the corresponding prize automatically. If the player reveals a "Pot of Gold" symbol, the player wins five times the corresponding prize automatically. In the game "Lucky Horseshoes," the player will remove the covering off of the "Your Numbers" section to reveal eighteen numbers. The player will then remove the covering off each number on the "Horseshoes" that match the numbers revealed in "Your Numbers." If all of the numbers on a "Horseshoe" are revealed, the player will win the corresponding prize for that "Horseshoe." Each "Horseshoe" is played separately. In the game "Ladybug Luck," the player will remove the covering off of all four "Games." In "Game 1," if a "$" symbol is revealed, the player wins the corresponding prize. If two "$" symbols are revealed, the player wins double the corresponding prize. If three "$" symbols are revealed, the player wins triple the corresponding prize. In "Game 2," if three "X" symbols are revealed in any vertical, horizontal, or diagonal straight line or three "O" symbols are revealed in any vertical, horizontal, or diagonal straight line, the player wins the corresponding prize in the "Prize Box." In "Game 3," if any two or more "Star" symbols are revealed in the "Money Bag Play Area," the player wins the corresponding prize in the "Prize Legend." Only the highest prize will be paid in "Game 3." In "Game 4," if any one of the "Lucky Prize Amounts" match any one of the "Lucky Prize Amounts," the player wins the corresponding prize. If the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing ("TPD") for a chance to win a five hundred thousand dollar prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director.
(3) The only "prize values" which shall appear on a playbook in game rule number two hundred twelve are: five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and five hundred thousand dollars. Numbers, prize values and play symbols appearing on any playbook in game rule number two hundred twelve shall be concealed by an opaque covering which may be scratched off by the holder of the playbook to reveal the underlying numbers, prize values and play symbols.
(C) Price of playbooks. The price of a playbook issued by the commission in game rule number two hundred twelve shall be twenty dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule two hundred twelve, a "regular prize award" and a "TPD" prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the playbook: twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand five hundred dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and five hundred thousand dollars. Each ticket in game rule number two hundred twelve shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars two times and ten dollars once shall win a regular prize award of twenty dollars;
(b) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars four times shall win a regular prize award of twenty dollars;
(c) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifteen dollars once and five dollars once shall win a regular prize award of twenty dollars;
(d) Holder of a valid winning ticket on which a triple symbol is revealed for five dollars tripled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars once shall win a regular prize award of twenty dollars;
(e) Holder of a valid winning ticket on which a double symbol is revealed for ten dollars doubled shall win a regular prize award of twenty dollars;
(f) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty dollars once shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(h) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars two times and five dollars once shall win a regular prize award of twenty-five dollars;
(i) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifteen dollars once and ten dollars once shall win a regular prize award of twenty-five dollars;
(j) Holder of a valid winning ticket on which a five times symbol is revealed for five dollars times five shall win a regular prize award of twenty-five dollars;
(k) Holder of a valid winning ticket on which a triple symbol is revealed for five dollars tripled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars two times shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which a double symbol is revealed for ten dollars doubled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars once shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty dollars once and five dollars once shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars five times shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for thirty dollars once shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning ticket on which a triple symbol is revealed for ten dollars tripled shall win a regular prize award of thirty dollars;
(q) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars three times shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket on which a double symbol is revealed for five dollars doubled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars two times and ten dollars once shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty dollars once and ten dollars once shall win a regular prize of thirty dollars;
(t) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars six times shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars once and revealing a five times symbol for five dollars times five shall win a regular prize award of thirty dollars;
(v) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty dollars once shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket revealing a five times symbol for ten dollars times five shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty dollars once and ten dollars three times shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket revealing a five times symbol for five dollars times five and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars two times and five dollars once shall win a regular prize award of fifty dollars;
(z) Holder of a valid winning ticket on which a double symbol is revealed for twenty-five dollars doubled shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket revealing a ten times symbol for five dollars times ten shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars ten times shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one hundred dollars once shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty dollars five times shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket on which a triple symbol is revealed for thirty dollars tripled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars once shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars seven times and five dollars six times shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket revealing a twenty times symbol for five dollars times twenty shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket revealing a ten times symbol for ten dollars times ten shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty dollars once, twenty dollars once, ten dollars two times and for five dollars two times shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars ten times shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket revealing a double symbol for one hundred dollars doubled shall win a regular prize award of two hundred dollars;
(ll) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for thirty dollars five times and revealing a double symbol for twenty-five dollars doubled shall win a regular prize award of two hundred dollars;
(mm) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars five times, twenty dollars five times, twenty-five dollars once, and revealing a five times symbol for ten dollars times five shall win a regular prize award of two hundred dollars;
(nn) Holder of a valid winning ticket on which a triple symbol is revealed for twenty dollars tripled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for twenty-five dollars two times, twenty dollars two times and fifty dollars once shall win a regular prize award of two hundred dollars;
(oo) Holder of a valid winning ticket revealing a twenty times symbol for five dollars times twenty and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars twenty times shall win a regular prize award of two hundred dollars;
(pp) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for two hundred dollars once shall win a regular prize award of two hundred dollars;
(qq) Holder of a valid winning ticket revealing a ten times symbol for five dollars times ten and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five dollars ten times and one hundred dollars once shall win a regular prize award of two hundred dollars;
(rr) Holder of a valid winning ticket revealing a "DBL" symbol for twenty-five dollars doubled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty dollars once and one hundred dollars once shall win a regular prize award of two hundred dollars;
(ss) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five hundred dollars once shall win a regular prize award of five hundred dollars;
(tt) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one hundred dollars once, fifty dollars two times, thirty dollars two times, twenty-fie dollars five times, twenty dollars three times, ten dollars two times and five dollars seven times shall win a regular prize award of five hundred dollars;
(uu) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one hundred dollars once, thirty dollars ten times and twenty-five dollars four times shall win a regular prize award of five hundred dollars;
(vv) Holder of a valid winning ticket revealing a ten times symbol for thirty dollars times ten, matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten dollars fifteen times and revealing a five times symbol for ten dollars times five shall win a regular prize award of five hundred dollars;
(ww) Holder of a valid winning ticket revealing a double symbol for one hundred dollars doubled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty dollars four times and twenty-five dollars four times shall win a regular prize award of five hundred dollars;
(xx) Holder of a valid winning ticket revealing a twenty times symbol for ten dollars times twenty and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty dollars six times shall win a regular prize award of five hundred dollars;
(yy) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one thousand dollars once shall win a regular prize award of one thousand dollars;
(zz) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for two hundred dollars two times, one hundred dollars two times, thirty dollars once, twenty dollars five times, and ten dollars seven times, revealing a triple symbol for fifty dollars tripled and revealing a double symbol for twenty-five dollars doubled shall win a regular prize award of one thousand dollars;
(aaa) Holder of a valid winning ticket revealing a ten times symbol for one hundred dollars times ten shall win a regular prize award of one thousand dollars;
(bbb) Holder of a valid winning ticket revealing a triple symbol for one hundred dollars tripled, matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty dollars six times and revealing a double symbol for two hundred dollars doubled shall win a regular prize award of one thousand dollars;
(ccc) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five hundred dollars once, one hundred dollars two times, fifty dollars two times, thirty dollars once and five dollars four times, revealing a double symbol for twenty-five dollars doubled and revealing a five times symbol for twenty dollars times five shall win a regular prize award of one thousand dollars;
(ddd) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five hundred dollars once, one hundred dollars once, fifty dollars six times and twenty dollars five times shall win a regular prize award of one thousand dollars;
(eee) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one hundred dollars eight times, fifty dollars three times and twenty-five dollars two times shall win a regular prize award of one thousand dollars;
(fff) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for two thousand five hundred dollars once shall win a regular prize award of two thousand five hundred dollars;
(ggg) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one hundred dollars fifteen times and fifty dollars twenty times shall win a regular prize award of two thousand five hundred dollars;
(hhh) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, and a "TPD" prize symbol is revealed for five thousand five hundred dollars shall win a regular prize of five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing for a chance to win five hundred thousand dollars;
(iii) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(jjj) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one thousand dollars eights times, five hundred dollars two times, one hundred dollars four times, fifty dollars two times and twenty-five dollars four times and revealing a double symbol for two hundred dollars doubled shall win a regular prize award of ten thousand dollars;
(kkk) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one thousand dollars seven times, five hundred dollars five times and one hundred dollars five times shall win a regular prize award of ten thousand dollars;
(lll) Holder of a valid winning ticket revealing a triple symbol for one thousand dollars tripled and matching numbers or symbols, revealing autowin symbols, or any combination thereof, for one thousand dollars four times, five hundred dollars five times, two hundred dollars two ties and one hundred dollars once shall win a regular prize award of ten thousand dollars;
(mmm) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for fifty thousand dollars once shall win a regular prize award of fifty thousand dollars;
(nnn) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten thousand dollars three times and five hundred dollars twenty times and revealing a ten times symbol for one thousand dollars times ten shall win a regular prize award of fifty thousand dollars;
(ooo) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for ten thousand dollars five times shall win a regular prize award fifty thousand dollars; and
(ppp) Holder of a valid winning ticket matching numbers or symbols, revealing autowin symbols, or any combination thereof, for five hundred thousand dollars once shall win a regular prize award of five hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number two hundred twelve will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per three million tickets sold in the following prize categories should be as follows:
(a) Three tickets with the winning prize combination as set forth in paragraph (D)(2)(ppp) of this rule to win five hundred thousand dollars;
(b) Six tickets with the winning prize combination as set forth in paragraph (D)(2)(ooo) of this rule to win fifty thousand dollars;
(c) Six tickets with the winning prize combination as set forth in paragraph (D)(2)(nnn) of this rule to win fifty thousand dollars;
(d) Three tickets with the winning prize combination as set forth in paragraph (D)(2)(mmm) of this rule to win fifty thousand dollars;
(e) Twelve tickets with the winning prize combination as set forth in paragraph (D)(2)(lll) of this rule to win ten thousand dollars;
(f) Twelve tickets with the winning prize combination as set forth in paragraph (D)(2)(kkk) of this rule to win ten thousand dollars;
(g) Eighteen tickets with the winning prize combination as set forth in paragraph (D)(2)(jjj) of this rule to win ten thousand dollars;
(h) Twelve tickets with the winning prize combination as set forth in paragraph (D)(2)(iii) of this rule to win ten thousand dollars;
(i) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(hhh) of this rule to win five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, shall be automatically entered into the Top Prize Drawing for a chance to win five hundred thousand dollars;
(j) One hundred eighty tickets with the winning prize combination as set forth in paragraph (D)(2)(ggg) of this rule to win two thousand five hundred dollars;
(k) One hundred twenty tickets with the winning prize combination as set forth in paragraph (D)(2)(fff) of this rule to win two thousand five hundred dollars;
(l) Three hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(eee) of this rule to win one thousand dollars;
(m) Three hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(ddd) of this rule to win one thousand dollars;
(n) Three hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(ccc) of this rule to win one thousand dollars;
(o) Four hundred twenty tickets with the winning prize combination as set forth in paragraph (D)(2)(bbb) of this rule to win one thousand dollars;
(p) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(aaa) of this rule to win one thousand dollars;
(q) Three hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(zz) of this rule to win one thousand dollars;
(r) Two hundred forty tickets with the winning prize combination as set forth in paragraph (D)(2)(yy) of this rule to win one thousand dollars;
(s) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(xx) of this rule to win five hundred dollars;
(t) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ww) of this rule to win five hundred dollars;
(u) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(vv) of this rule to win five hundred dollars;
(v) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(uu) of this rule to win five hundred dollars;
(w) Two thousand seven hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(tt) of this rule to win five hundred dollars;
(x) Three hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ss) of this rule to win five hundred dollars;
(y) Two thousand four hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(rr) of this rule to win two hundred dollars;
(z) Two thousand six hundred ten tickets with the winning prize combination as set forth in paragraph (D)(2)(qq) of this rule to win two hundred dollars;
(aa) Six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(pp) of this rule to win two hundred dollars;
(bb) Three thousand six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(oo) of this rule to win two hundred dollars;
(cc) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(nn) of this rule to win two hundred dollars;
(dd) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(mm) of this rule to win two hundred dollars;
(ee) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(ll) of this rule to win two hundred dollars;
(ff) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(kk) of this rule to win two hundred dollars;
(gg) Twelve thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(jj) of this rule to win one hundred dollars;
(hh) Twelve thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(ii) of this rule to win one hundred dollars;
(ii) Six thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(hh) of this rule to win one hundred dollars;
(jj) Six thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(gg) of this rule to win one hundred dollars;
(kk) Nine thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(ff) of this rule to win one hundred dollars;
(ll) Six thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(ee) of this rule to win one hundred dollars;

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number two hundred twelve shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number two hundred twelve is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number two hundred twelve in which the ticket was sold.
(3) The Top Prize Drawing to award one top prize of five hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize Drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number two hundred twelve void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number two hundred twelve.
(1) The director shall conduct game rule number two hundred twelve and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number two hundred twelve. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number two hundred twelve used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number two hundred twelve and these elements may be given names or titles chosen by the commission.
