3770:1-9-257. Game rule number two hundred fifty-seven
-
(A) Title and term. Ohio lottery commission game rule number two hundred fifty-seven, "$200,000 Match," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number two hundred fifty-seven.
(B) General design.
(1) Game rule number two hundred fifty-seven is a key number match game with a "multiplier" feature, and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal three "Winning Numbers," fifteen "Your Numbers" and fifteen corresponding prize values. If any one or more of "Your Number" matches one or all of the "Winning Number," the player wins the corresponding prize values shown below the matching "Your Number." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value shown automatically. If the player reveals a "10X" symbol in any of the "Your Numbers" play spots, the player wins ten times the corresponding prize value shown automatically. If the player reveals a "20X" symbol in any of the "Your Numbers" play spots, the player wins twenty times the corresponding prize value shown automatically. If the player reveals a "Coins" symbol in a "Bonus" area, the player wins twenty-five dollars automatically. If the player reveals a "Stack of Money" symbol in a "Bonus" area, the player wins fifty dollars instantly. If the player reveals a "Gold Bar" symbol in a "Bonus" area, the player wins one hundred dollars automatically. If the player reveals a "Diamond" symbol in a "Bonus" area, the player wins five hundred dollars automatically. There are nineteen chances to win on each ticket, and a player may win up to nineteen times on one ticket. If the player matches any of "Your Numbers" to one of the "Winning Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing ("TPD") for a chance to win a two hundred thousand dollar prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director.
(3) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and two hundred thousand dollars. Each ticket in game rule number two hundred fifty-seven shall be imprinted in such a way that prize awards from the set listed above may be won.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number two hundred fifty-seven shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule number two hundred fifty-seven, a "regular prize award" and a "TPD" prize award.
(2) The only "prize values" which shall appear on a ticket in game rule number two hundred fifty-seven are: two dollars, three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and two hundred thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number two hundred fifty-seven shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for three dollars once and two dollars once shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of ten dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for five dollars two times shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for two dollars five times shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for fifteen dollars once and five dollars once shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for ten dollars two times shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for five dollars four times shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(k) Holder of a valid winning ticket on which a "Coin" symbol is revealed in one of the "Bonus" sections for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for ten dollars two times and five dollars once shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for five dollars five times shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for twenty dollars once and five dollars once shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for thirty dollars once shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning ticket on which a "Coin" symbol is revealed in one of the "Bonus" sections for twenty-five dollars once and on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once shall win a regular prize award of thirty dollars;
(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for ten dollars once and twenty dollars once shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for twenty-five dollars once and five dollars once shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for three dollars times ten shall win a regular prize award of thirty dollars;
(t) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination thereof, for five dollars six times shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for ten dollars three times shall win a regular prize award of thirty dollars;
(v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for forty dollars once shall win a regular prize award of forty dollars;
(w) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination thereof, for five dollars eight times shall win a regular prize award of forty dollars;
(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for twenty dollars two times shall win a regular prize award of forty dollars;
(y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for twenty-five dollars once, ten dollars once and five dollars once shall win a regular prize award of forty dollars;
(z) Holder of a valid winning ticket on which a "Coin" symbol is revealed in one of the "Bonus" sections for twenty-five dollars once and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for ten dollars once and five dollars once shall win a regular prize award of forty dollars;
(aa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for ten dollars four times shall win a regular prize award of forty dollars;
(bb) Holder of a valid winning ticket on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for two dollars times twenty shall win a regular prize award of forty dollars;
(cc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fourteen of "Your Numbers" or a "Star" symbol is revealed in fourteen of the "Your Numbers" play spots, or any combination thereof, for two dollars ten times, five dollars two times and ten dollars two times shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which a "Stack of Money" symbol is revealed in one of the "Bonus" sections for fifty dollars once shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination thereof, for five dollars six times and ten dollars two times shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for thirty dollars once and twenty dollars once shall win a regular prize award of fifty dollars;
(hh) Holder of a valid winning ticket on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for two dollars times twenty and on which one of the "Winning Numbers" are matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of fifty dollars;
(ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for five dollars once, twenty dollars once and twenty-five dollars once shall win a regular prize award of fifty dollars;
(jj) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten shall win a regular prize award of fifty dollars;
(kk) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for five dollars ten times shall win a regular prize award of fifty dollars;
(ll) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;
(mm) Holder of a valid winning ticket on which a "Gold Bar" symbol is revealed in one of the "Bonus" sections for one hundred dollars once shall win a regular prize award of one hundred dollars;
(nn) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for fifty dollars two times shall win a regular prize award of one hundred dollars;
(oo) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for five dollars ten times and on which a "Stack of Money" symbol is revealed in one of the "Bonus" sections for fifty dollars once shall win a regular prize award of one hundred dollars;
(pp) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times ten shall win a regular prize award of one hundred dollars;
(qq) Holder of a valid winning ticket on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times twenty shall win a regular prize award of one hundred dollars;
(rr) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for five dollars five times, on which a "Coin" symbol is revealed in one of the "Bonus" sections for twenty-five dollars once and on which a "Stack of Money" symbol is revealed in one of the "Bonus" sections for fifty dollars once shall win a regular prize award of one hundred dollars;
(ss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for twenty-five dollars four times shall win a regular prize award of one hundred dollars;
(tt) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for ten dollars five times and on which a "Stack of Money" symbol is revealed in one of the "Bonus" sections for fifty dollars once shall win a regular prize award of one hundred dollars;
(uu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two hundred dollars once shall win a regular prize award of two hundred dollars;
(vv) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars times ten shall win a regular prize award of two hundred dollars;
(ww) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination thereof, for twenty-five dollars eight times shall win a regular prize award of two hundred dollars;
(xx) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for one hundred dollars two times shall win a regular prize award of two hundred dollars;
(yy) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for fifty dollars four times shall win a regular prize award of two hundred dollars;
(zz) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once, on which a "Coin" symbol is revealed in one of the "Bonus" sections for twenty-five dollars once, on which a "Stack of Money" symbol is revealed in one of the "Bonus" sections for fifty dollars once and on which a "Gold Bar" symbol is revealed in one of the "Bonus" sections for one hundred dollars once shall win a regular prize award of two hundred dollars;
(aaa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for fifty dollars two times and one hundred dollars once shall win a regular prize award of two hundred dollars;
(bbb) Holder of a valid winning ticket on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times twenty shall win a regular prize award of two hundred dollars;
(ccc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once shall win a regular prize award of five hundred dollars;
(ddd) Holder of a valid winning ticket on which a "Diamond" symbol is revealed in one of the "Bonus" sections for five hundred dollars once shall win a regular prize award of five hundred dollars;
(eee) Holder of a valid winning ticket on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times twenty, on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times ten, on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, any combination thereof, for twenty-five dollars eight times, and on which a "Gold Bar" symbol is revealed in one of the "Bonus" sections for one hundred dollars once shall win a regular prize award of five hundred dollars;
(fff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for fifty dollars ten times shall win a regular prize award of five hundred dollars;
(ggg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for one hundred dollars five times shall win a regular prize award of five hundred dollars;
(hhh) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars times ten shall win a regular prize award of five hundred dollars;
(iii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once shall win a regular prize award of one thousand dollars;
(jjj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination thereof, for fifty dollars twelve times and one hundred dollars three times and one which a "Gold Bar" symbol is revealed in one of the "Bonus" sections for one hundred dollars once shall win a regular prize award of one thousand dollars;
(kkk) Holder of a valid winning ticket on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars times twenty and on which a "Diamond" symbol is revealed in one of the "Bonus" sections for five hundred dollars once shall win a regular prize award of one thousand dollars;
(lll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for five hundred dollars two times shall win a regular prize award of one thousand dollars;
(mmm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" prize symbol is revealed for five thousand five hundred dollars shall win a regular prize of five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing for a chance to win two hundred thousand dollars;
(nnn) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(ooo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination thereof, for twenty-five dollars once, two hundred dollars three times, one hundred dollars two times, five hundred dollars once and one thousand dollars eight times, on which a "Coin" symbol is revealed in one of the "Bonus" sections for twenty-five dollars once, on which a "Stack of Money" symbol is revealed in one of the "Bonus" sections for fifty dollars once, on which a "Gold Bar" symbol is revealed in one of the "Bonus" sections for one hundred dollars once and on which a "Diamond" symbol is revealed in one of the "Bonus" sections for five hundred dollars once shall win a regular prize award of ten thousand dollars;
(ppp) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty thousand dollars once shall win a regular prize award of fifty thousand dollars;
(qqq) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination thereof, for five hundred dollars four times, one thousand dollars eight times and ten thousand dollars two times and on which a "20X" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars times twenty shall win a regular prize award of fifty thousand dollars;
(rrr) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two hundred thousand dollars once shall win a regular prize award of two hundred thousand dollars; and
(sss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for fifty thousand dollars four times shall win a regular prize award of two hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number two hundred fifty-seven will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per six million tickets sold should be as follows:
(a) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(sss) of this rule to win two hundred thousand dollars;
(b) Two tickets with the winning prize combination as set forth in paragraph (D)(2)(rrr) of this rule to win two hundred thousand dollars;
(c) Three tickets with the winning prize combination as set forth in paragraph (D)(2)(qqq) of this rule to win fifty thousand dollars;
(d) Three tickets with the winning prize combination as set forth in paragraph (D)(2)(ppp) of this rule to win fifty thousand dollars;
(e) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(ooo) of this rule to win ten thousand dollars;

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number two hundred fifty-seven shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number two hundred fifty-seven is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number two hundred fifty-seven in which the ticket was sold.
(3) The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize Drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number two hundred fifty-seven void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number two hundred fifty-seven.
(1) The director shall conduct game rule number two hundred fifty-seven in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number two hundred fifty-seven. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number two hundred fifty-seven used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number two hundred fifty-seven and these elements may be given names or titles chosen by the commission.
