3770:1-9-286. Game rule number two hundred eighty-six
-
(A) Title and term. Ohio lottery commission game rule number two hundred eighty-six, "Holiday Bingo!," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number two hundred eighty-six.
(B) General design.
(1) Game rule number two hundred eighty-six is an extended play game and is generally known as an "instant lottery."
(2) Each valid ticket will consist of a "Bonus Section" with five prize symbols and five corresponding prize values. The valid ticket will also contain four separate "Cards" ("Card 1", "Card 2," "Card 3," and "Card 4") and each card will have twenty-four numbered spaces and one "Free" space in the center. The numbers and "Free" space will be contained within five columns under the letters "B," "I," "N," "G" and "O." The "Free" space will be located in the center of the bingo card under the "N" column. The player will remove the covering over the "Start Here" section to reveal a "Bingo Number." The player will then scratch the corresponding number in the same "Card" to reveal the next "Bingo Number." The player will continue to play until an "End" symbol is revealed. The player will then repeat the process for the remaining three "Cards." The player wins if any of uncovered number spaces form the following: a horizontal, vertical or diagonal line including five matched numbers, four matched numbers with the "Free" space, two complete diagonal lines forming an "X" pattern including eight matched numbers and the "Free" space in the middle, or matching numbers in all four corners. The player may also win by revealing a "Star" symbol in the bonus area to win the corresponding prize. Each card on each ticket is played separately. The player may win a prize for each of the four cards on a ticket and the "Bonus" section. The player may only win the highest winning prize on each card.
(3) As used in this rule, "prize value" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: three dollars, five dollars, ten dollars, twenty-five dollars, thirty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, one hundred fifty dollars, two hundred dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars, one thousand five hundred dollars and fifty thousand dollars. Each ticket in game rule number two hundred eighty-six shall be imprinted in such a way that prize awards from the set listed above may be won.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number two hundred eighty-six shall be three dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number two hundred eighty-six called a "regular prize award."
(2) The only "prize award" which shall appear on a ticket in game rule number two hundred eighty-six are as follows: three dollars, five dollars, ten dollars, thirteen dollars, twenty-five dollars, thirty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, one hundred fifty dollars, two hundred dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars, one thousand five hundred and fifty thousand dollars.
(a) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for three dollars once shall win a regular prize award of three dollars;
(b) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 1" for three dollars once shall win a regular prize award of three dollars;
(c) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for five dollars once shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket on which two "Star" symbols are revealed in the "Bonus" area for five dollars two times shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for ten dollars once shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 1" for three dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of thirteen dollars;
(h) Holder of a valid winning ticket on which three "Star" symbols are revealed in the "Bonus" area for three dollars once and five dollars two times shall win a regular prize award of thirteen dollars;
(i) Holder of a valid winning ticket on which two "Star" symbols are revealed in the "Bonus" area for three dollars once and ten dollars once shall win a regular prize award of thirteen dollars;
(j) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(k) Holder of a valid winning ticket on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for three dollars five times and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which three "Star" symbols are revealed in the "Bonus" area for five dollars three times and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for five dollars five times shall win a regular prize award of twenty-five dollars;
(p) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for thirty-five dollars once shall win a regular prize award of thirty-five dollars;
(q) Holder of a valid winning ticket on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of thirty-five dollars;
(r) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of thirty-five dollars;
(s) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for five dollars five times and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of thirty-five dollars;
(t) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of thirty-five dollars;
(u) Holder of a valid winning ticket on which two "Star" symbols are revealed in the "Bonus" area for five dollars two times and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of thirty-five dollars;
(v) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for fifty dollars once shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for five dollars five times and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of fifty dollars;
(z) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for five dollars five times and on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for three dollars five times, on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for three dollars five times, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 2" for ten dollars once shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for seventy-five dollars once shall win a regular prize award of seventy-five dollars;
(dd) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for five dollars five times, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of seventy-five dollars;
(ee) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of seventy-five dollars;
(ff) Holder of a valid winning ticket on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of seventy-five dollars;
(gg) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for twenty-five dollars once, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of seventy-five dollars;
(hh) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for one hundred dollars once shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once, on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for ten dollars five times, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for ten dollars five times and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of one hundred dollars;
(ll) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for one hundred fifty dollars once shall win a regular prize award of one hundred fifty dollars;
(mm) Holder of a valid winning ticket on which three "Star" symbols are revealed in the "Bonus" area for fifty dollars three times shall win a regular prize award of one hundred fifty dollars;
(nn) Holder of a valid winning ticket on which four "Star" symbols are revealed in the "Bonus" area for twenty-five dollars five times, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of one hundred fifty dollars;
(oo) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for fifty dollars once,on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once, on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of one hundred fifty dollars;
(pp) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for ten dollars five times, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once, on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of one hundred fifty dollars;
(qq) Holder of a valid winning ticket on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once shall win a regular prize award of one hundred fifty dollars;
(rr) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for two hundred dollars once shall win a regular prize award of two hundred dollars;
(ss) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for one hundred dollars once and on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once shall win a regular prize award of two hundred dollars;
(tt) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for ten dollars five times, on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of two hundred dollars;
(uu) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for one hundred dollars once, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once, on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of two hundred dollars;
(vv) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for two hundred fifty dollars once shall win a regular prize award of two hundred fifty dollars;
(ww) Holder of a valid winning ticket on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once shall win a regular prize award of two hundred fifty dollars;
(xx) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for fifty dollars five times shall win a regular prize award of two hundred fifty dollars;
(yy) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for twenty-five dollars five times, on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once shall win a regular prize award of two fifty hundred dollars;
(zz) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once and on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once shall win a regular prize award of two hundred fifty dollars;
(aaa) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for five hundred dollars once shall win a regular prize award of five hundred dollars;
(bbb) Holder of a valid winning ticket on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once shall win a regular prize award of five hundred dollars;
(ccc) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 2" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(ddd) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for two hundred fifty dollars once and on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once shall win a regular prize award of five hundred dollars;
(eee) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for two hundred fifty dollars once, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once, on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once, on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 3" for twenty-five dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of five hundred dollars;
(fff) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for five dollars five times, on which the four corner spaces of "Card 1" are uncovered for twenty-five dollars once, on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once, on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once and on which a horizontal, vertical or diagonal line is formed by uncovering four spaces and the "Free" space, or uncovering five spaces on "Card 4" for fifty dollars once shall win a regular prize award of five hundred dollars;
(ggg) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for one hundred dollars five times shall win a regular prize award of five hundred dollars;
(hhh) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for one thousand dollars once shall win a regular prize award of one thousand dollars;
(iii) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 3" for one thousand dollars once shall win a regular prize award of one thousand dollars;
(jjj) Holder of a valid winning ticket on which two "Star" symbols are revealed in the "Bonus" area for five hundred dollars two times shall win a regular prize award of one thousand dollars;
(kkk) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once, on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once. on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once, and on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once shall win a regular prize award of one thousand dollars;
(lll) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for one hundred dollars five times, on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once, on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once and on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once shall win a regular prize award of one thousand dollars;
(mmm) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for fifty dollars five times, on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once and on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once shall win a regular prize award of one thousand dollars;
(nnn) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for one thousand five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(ooo) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 3" for one thousand dollars once and on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(ppp) Holder of a valid winning ticket on which a "Star" symbol is revealed in the "Bonus" area for five hundred dollars once, on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 2" for five hundred dollars once and on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;
(qqq) Holder of a valid winning ticket on which five "Star" symbols are revealed in the "Bonus" area for one hundred dollars five times, on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 1" for one hundred dollars once, on which the four corner spaces of "Card 2" are uncovered for one hundred fifty dollars once, on which the four corner spaces of "Card 3" are uncovered for two hundred fifty dollars once, on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once and on which the four corner spaces of "Card 4" are uncovered for five hundred dollars once shall win a regular prize award of one thousand five hundred dollars; and
(rrr) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by uncovering eight spaces and the "Free" space on "Card 4" for fifty thousand dollars once shall win a regular prize award of fifty thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number two hundred eighty-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per four million tickets sold in the following prize categories should be as follows:
(a) Seven tickets with the winning prize combination as set forth in paragraph (D)(2)(rrr) of this rule to win fifty thousand dollars;
(b) Ten tickets with the winning prize combination as set forth in paragraph (D)(2)(qqq) of this rule to win one thousand five hundred dollars;
(c) Ten tickets with the winning prize combination as set forth in paragraph (D)(2)(ppp) of this rule to win one thousand five hundred dollars;
(d) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(ooo) of this rule to win one thousand five hundred dollars;
(e) Twenty tickets with the winning prize combination as set forth in paragraph (D)(2)(nnn) of this rule to win one thousand five hundred dollars;
(f) Twenty-five tickets with the winning prize combination as set forth in paragraph (D)(2)(mmm) of this rule to win one thousand dollars;

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number two hundred eighty-six shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number two hundred eighty-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number two hundred eighty-six in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number two hundred eighty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number two hundred eighty-six.
(1) The director shall conduct game rule number two hundred eighty-six in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number two hundred eighty-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number two hundred eighty-six used in this rule are to be used solely for purposes of this rule. In actual operation, game rule number two hundred eighty-six and these elements may be given names or titles chosen by the commission.
