  • (A) Title and term. Ohio lottery commission game rule number four hundred ten "Lucky 7's Bingo" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales gents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred ten.

    (B) General design.

    (1) Game rule number four hundred ten is an instant lottery game within which are contained four separate games referred to as "Card 1" through "Card 4." To win a prize award(s), the player is required to scratch off the covering over the "Caller's Card" to reveal twenty-five bingo numbers. The player then scratches off the overlay for all corresponding numbers contained on Card 1 through Card 4 on each ticket. Each "Card" shall contain twenty-three numbers with a "Free" space in the middle and a second floating "Free" space. Prizes may be won if the matched numbers revealed on any one "Card" form the following: a complete horizontal or vertical line consisting of five matched spaces, four matched spaces with the "Free" space in the middle, four matched spaces with the floating "Free" space or three matched spaces with the "Free" space in the middle and the floating "Free" space; a diagonal line consisting of four matched spaces with the "Free" space in the middle or three matched spaces with the "Free" space in the middle and the floating "Free" space; two complete horizontal and diagonal lines forming a "Seven" pattern (as indicated on each "Card") with a complete horizontal line consisting of five matched spaces or four matched spaces with the floating "Free" space, and a complete diagonal line consisting of four matched spaces with the "Free" space in the middle or three matched spaces with the "Free" space in the middle and the floating "Free" space; matching numbers in all four corners or matching numbers in three corners with the floating "Free" space in the fourth corner; and two complete diagonal lines forming an "X" pattern including eight matched numbers with the "Free" space in the middle or seven matched numbers with the "Free" space in the middle and the floating "Free" space. The prizes available are printed beside each "Card." A player may win up to four times on one ticket but may win only once per "Card."

    (2) As used in this rule, "prize value" shall mean one of the following monetary figures as they appear for each separate card:

    (a) "Card 1" - two dollars, seven dollars, twenty-five dollars and one hundred dollars;

    (b) "Card 2" - two dollars, twenty dollars, fifty dollars and five hundred dollars;

    (c) "Card 3" - five dollars, fifty dollars, one hundred dollars and one thousand dollars; and

    (d) "Card 4" - ten dollars, one hundred dollars, five hundred dollars and ten thousand dollars.

    (C) Price of tickets. The price of a ticket issued by the commission in game rule number four hundred ten shall be two dollars.

    (D) Structure, nature and value of prize awards.

    (1) There shall be one type of prize in game rule number four hundred ten called a "regular prize award." The sum of all prize awards on a ticket constitutes a regular prize.

    (2) As used in this rule, the only "prize awards" that can be won in game rule number four hundred ten are: two dollars, four dollars, five dollars, seven dollars, nine dollars, ten dollars, fourteen dollars, nineteen dollars, twenty dollars, twenty-five dollars, twenty-seven dollars, forty-two dollars, fifty dollars, sixty-five dollars, one hundred dollars, one hundred twenty-five dollars, two hundred dollars, five hundred dollars, one thousand dollars and ten thousand dollars. Each separate "Card," 1 through 4, in instant game rule number four hundred ten shall be imprinted in such a way that prize awards from the set listed above may be won.

    (3) Prize awards shall be distributed in game "Cards" 1 through 4 as follows:

    (a) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 1" shall win a regular prize award of two dollars;

    (b) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 2" shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 1," and two dollars on a horizontal, vertical or diagonal line in "Card 2" shall win a regular prize award of four dollars;

    (d) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of five dollars;

    (e) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 1," and five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of seven dollars;

    (f) Holder of a valid winning ticket winning seven dollars on a "Seven" in "Card 1" shall win a regular prize award of seven dollars;

    (g) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 2," and five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of seven dollars;

    (h) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 1," two dollars on a horizontal, vertical or diagonal line in "Card 2," and five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of nine dollars;

    (i) Holder of a valid winning ticket winning ten on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of ten dollars;

    (j) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 1," two dollars on a horizontal, vertical or diagonal line in "Card 2," and ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of fourteen dollars;

    (k) Holder of a valid winning ticket winning seven dollars on a "Seven" in "Card 1," two dollars on a horizontal, vertical or diagonal line in "Card 2," and five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of fourteen dollars;

    (l) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in "Card 1," two dollars on a horizontal, vertical or diagonal line in "Card 2," five dollars on a horizontal, vertical or diagonal line in "Card 3," and ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of nineteen dollars;

    (m) Holder of a valid winning ticket winning twenty dollars on a "Seven" in "Card 2" shall win a regular prize award of twenty dollars;

    (n) Holder of a valid winning ticket winning twenty-five dollars on four corners in "Card 1" shall win a regular prize award of twenty-five dollars;

    (o) Holder of a valid winning ticket winning twenty dollars on a "Seven" in Card 2," and five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of twenty-five dollars;

    (p) Holder of a valid winning ticket winning twenty-five dollars on four corners in "Card 1," and two dollars on a horizontal, vertical or diagonal line in "Card 2" shall win a regular prize award of twenty-seven dollars;

    (q) Holder of a valid winning ticket winning twenty-five dollars on four corners in "Card 1," two dollars on a horizontal, vertical or diagonal line in "Card 2," five dollars on a horizontal, vertical or diagonal line in "Card 3," and ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of forty-two dollars;

    (r) Holder of a valid winning ticket winning twenty-five dollars on four corners in "Card 1," twenty dollars on a "Seven" in "Card 2," and five dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of fifty dollars;

    (s) Holder of a valid winning ticket winning fifty dollars on a "Seven" in "Card 3" shall win a regular prize award of fifty dollars;

    (t) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2" shall win a regular prize award of fifty dollars;

    (u) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2," five dollars on a horizontal, vertical or diagonal line in "Card 3," and ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of sixty-five dollars;

    (v) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 3" shall win a regular prize award of one hundred dollars;

    (w) Holder of a valid winning ticket winning one hundred dollars on an "X" in "Card 1" shall win a regular prize award of one hundred dollars;

    (x) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2," and fifty dollars on a "Seven" in Card 3" shall win a regular prize award of one hundred dollars;

    (y) Holder of a valid winning ticket one hundred dollars on a "Seven" in "Card 4" shall win a regular prize award of one hundred dollars;

    (z) Holder of a valid winning ticket winning twenty-five dollars on four corners in "Card 1," fifty dollars on four corners in "Card 2," and fifty dollars on a "Seven" in Card 3" shall win a regular prize award of one hundred twenty-five dollars;

    (aa) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 3," and one hundred dollars on a "Seven" in "Card 4" shall win a regular prize award of two hundred dollars;

    (bb) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2," fifty dollars on a "Seven" in "Card 3," and one hundred dollars on a "Seven" in "Card 4" shall win a regular prize award of two hundred dollars;

    (cc) Holder of a valid winning ticket winning five hundred dollars on four corners in "Card 4" shall win a regular prize award of five hundred dollars;

    (dd) Holder of a valid winning ticket winning five hundred dollars on an "X" in "Card 2" shall win a regular prize award of five hundred dollars;

    (ee) Holder of a valid winning ticket winning five hundred dollars on an "X" in "Card 2," and five hundred dollars on four corners in "Card 4" shall win a regular prize award of one thousand dollars;

    (ff) Holder of a valid winning ticket winning one thousand dollars on an "X" in "Card 3" shall win a regular prize award of one thousand dollars; and

    (gg) Holder of a valid winning ticket winning ten thousand dollars on an "X" in Card 4" shall win a regular prize award of ten thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred ten will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets per fifteen million tickets sold in the following prize categories should be as follows:

    (a) Twenty-four tickets winning ten thousand dollars in "Card 4" to win ten thousand dollars;

    (b) Eighteen tickets winning one thousand dollars in "Card 3" to win one thousand dollars; and

    (c) Eighteen tickets winning five hundred dollars in "Card 2" and five hundred dollars in "Card 4" to win one thousand dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:

    (a) Two tickets winning five hundred dollars in "Card 2" to win five hundred dollars;

    (b) Two tickets winning five hundred dollars in "Card 4" to win five hundred dollars;

    (c) Four tickets winning fifty dollars in "Card 2," fifty dollars in "Card 3" and one hundred dollars in "Card 4" to win two hundred dollars;

    (d) Four tickets winning one hundred dollars in "Card 3" and one hundred dollars in "Card 4" to win two hundred dollars;

    (e) Ten tickets winning twenty-five dollars in "Card 1," fifty dollars in "Card 2" and fifty dollars in "Card 3" to win one hundred twenty-five dollars;

    (f) Five tickets winning one hundred dollars in "Card 4" to win one hundred dollars;

    (g) Five tickets winning fifty dollars in "Card 2" and fifty dollars in "Card 3" to win one hundred dollars;

    (h) Five tickets winning one hundred dollars in "Card 1" to win one hundred dollars;

    (i) Five tickets winning one hundred dollars in "Card 3" to win one hundred dollars;

    (j) Fifty tickets winning fifty dollars in "Card 2," five dollars in "Card 3" and ten dollars in "Card 4" to win sixty-five dollars;

    (k) Forty-seven tickets winning fifty dollars in "Card 2" to win fifty dollars;

    (l) Forty-seven tickets winning fifty dollars in "Card 3" to win fifty dollars;

    (m) Forty-seven tickets winning twenty-five dollars in "Card 1," twenty dollars in "Card 2" and five dollars in "Card 3" to win fifty dollars;

    (n) One hundred tickets winning twenty-five dollars in "Card 1," two dollars in "Card 2," five dollars in "Card 3" and ten dollars in "Card 4" to win forty-two dollars;

    (o) One hundred tickets winning twenty-five dollars in "Card 1" and two dollars in "Card 2" to win twenty-seven dollars;

    (p) Eight hundred thirty-five tickets winning twenty dollars in "Card 2" and five dollars in "Card 3" to win twenty-five dollars;

    (q) Eight hundred thirty-five tickets winning twenty-five dollars in "Card 1" to win twenty-five dollars;

    (r) Two thousand five hundred tickets winning twenty dollars in "Card 2" to win twenty dollars;

    (s) Two thousand five hundred tickets winning two dollars in "Card 1," two dollars in "Card 2," five dollars in "Card 3" and ten dollars in "Card 4" to win nineteen dollars;

    (t) Three thousand seven hundred fifty tickets winning seven dollars in "Card 1," two dollars in "Card 2" and five dollars in "Card 3" to win fourteen dollars;

    (u) One thousand two hundred fifty tickets winning two dollars in "Card 1," two dollars in "Card 2" and ten dollars in "Card 4" to win fourteen dollars;

    (v) Five thousand tickets winning ten dollars in "Card 4" to win ten dollars;

    (w) Five thousand tickets winning two dollars in "Card 1," two dollars in "Card 2" and five dollars in "Card 3" to win nine dollars;

    (x) Five thousand tickets winning two dollars in "Card 2" and five dollars in "Card 3" to win seven dollars;

    (y) Two thousand five hundred tickets winning seven dollars in "Card 1" to win seven dollars;

    (z) Two thousand five hundred tickets winning two dollars in "Card 1" and five dollars in "Card 3" to win seven dollars;

    (aa) Ten thousand tickets winning five dollars in "Card 3" to win five dollars;

    (bb) Sixteen thousand two hundred fifty tickets winning two dollars in "Card 1" and two dollars in "Card 2" to win four dollars;

    (cc) Twenty-seven thousand five hundred tickets winning two dollars in "Card 2" to win two dollars; and

    (dd) Twenty-six thousand two hundred fifty tickets winning two dollars in "Card 1" to win two dollars.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G) Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number four hundred ten shall be accomplished in a manner which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number four hundred ten is sold or deemed sold in accordance with this rule and the covering material over any of the numbers and play symbols has been removed, the holder shall be deemed to have drawn the number and play symbol on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number four hundred ten in which the ticket was sold.

    (H) Special claim, entry. Receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I) Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words of other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not mechanically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price, or a replacement ticket of equal price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred ten void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of equal price.

    (J) Director's conduct of game rule number four hundred ten.

    (1) The director shall conduct game rule number four hundred ten in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred ten. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number four hundred ten used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number four hundred ten and these elements may be given names or titles chosen by the commission.
