3770:1-9-748. Game rule number seven hundred forty-eight
-
(A) Title and term. Ohio lottery commission game rule number seven hundred forty-eight "Bingo Tripler" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred forty-eight.
(B) General design.
(1) Game rule number seven hundred forty-eight is an instant lottery game within which are contained six separate games referred to as "Card 1" through "Card 6." The player scratches off the covering over the "Caller's Card" to reveal twenty-five bingo numbers, plus "5 Bonus Numbers" for a total of thirty bingo numbers. The player then scratches off the covering for all corresponding numbers contained on "Card 1" through "Card 6" on each ticket. Each "Card" shall contain twenty-three numbers with a "Free" space in the middle and a space containing a "Tripler" play symbol which shall also be designated as a "Free" space with a prize tripling feature. Prizes may be won if the matched numbers revealed on any one "Card" form the following: a complete horizontal or vertical line of five matched spaces or four matched spaces and the "Free" space in the middle, or three matched spaces with the "Free" space in the middle and the "Tripler" free space; a diagonal line consisting of four matched spaces and the "Free" space in the middle or three matched spaces with the "Free" space in the middle and the "Tripler" free space; matching numbers in all four corners or matching numbers in three corners with the "Tripler" free space in the fourth corner; two complete diagonal lines forming an "X" including eight matched numbers and the "Free" space in the middle or seven matched numbers with the "Free" space in the middle and the "Tripler" free space. A player may win up to six times on one ticket but may win only once per "Card."
(2) As used in this rule, "prize value" shall mean one of the following monetary figures as they appear for each separate card:
(a) "Card 1" - three dollars, ten dollars, fifty dollars;
(b) "Card 2" - five dollars, ten dollars, fifty dollars;
(c) "Card 3" - five dollars, one hundred dollars, five hundred dollars;
(d) "Card 4" - ten dollars, one hundred dollars, five hundred dollars;
(e) "Card 5" - twenty dollars, one thousand dollars, ten thousand dollars; and
(f) "Card 6" - fifty dollars, one thousand dollars, ten thousand dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred forty-eight shall be three dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number seven hundred forty-eight called a "regular prize award."
(2) As used in this rule, the only "prize awards" that can be won in game rule number seven hundred forty-eight are: three dollars, five dollars, nine dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, thirty-five dollars, forty dollars, forty-five dollars, fifty dollars, fifty-five dollars, sixty dollars, seventy-five dollars, one hundred dollars, one hundred fifty dollars, two hundred dollars, three hundred dollars, five hundred dollars, one thousand dollars, one thousand five hundred dollars, three thousand dollars, ten thousand dollars and thirty thousand dollars.
(3) Prize awards shall be distributed in game "Cards 1" through "Cards 6" as follows:
(a) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 1" for three dollars once shall win a regular prize award of three dollars;
(b) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Tripler" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Tripler" free space on "Card 1" for three dollars tripled shall win a regular prize award of nine dollars;
(e) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for ten dollars once, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for ten dollars once shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of fifteen dollars;
(i) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Tripler" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Tripler" free space on "Card 2" for five dollars tripled shall win a regular prize award of fifteen dollars;
(j) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Tripler" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Tripler" free space on "Card 3" for five dollars tripled shall win a regular prize award of fifteen dollars;
(k) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of fifteen dollars;
(l) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for ten dollars once, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of twenty dollars;
(o) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of twenty-five dollars;
(p) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of twenty-five dollars;
(q) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for ten dollars once, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to three spaces and a "Tripler" free space for ten dollars tripled, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to three spaces and a "Tripler" free space for ten dollars tripled shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of thirty dollars;
(t) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Tripler" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Tripler" free space on "Card 4" for ten dollars tripled shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of thirty-five dollars;
(v) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for ten dollars once, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of thirty-five dollars;
(w) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of forty dollars;
(x) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for ten dollars once, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of forty dollars;
(y) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for ten dollars once, or on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once shall win a regular prize award of forty-five dollars;
(z) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 1" for fifty dollars once, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 2" for fifty dollars once shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of fifty-five dollars;
(cc) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of fifty-five dollars;
(dd) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 1" for fifty dollars once, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 2" for fifty dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of sixty dollars;
(ee) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of sixty dollars;
(ff) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Tripler" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Tripler" free space on "Card 5" for twenty dollars tripled shall win a regular prize award of sixty dollars;
(gg) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 5" for twenty dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of seventy-five dollars;
(hh) Holder of a valid winning ticket on which the four corners of "Card 3" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once, or on which the four corners of "Card 4" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 1", or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 2" for fifty dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket on which the four corners of "Card 3" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once, or on which the four corners of "Card 4" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of one hundred fifty dollars;
(kk) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to seven spaces, a "Free" space and a "Tripler" free space on "Card 1" for fifty dollars tripled, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to seven spaces, a "Free" space and a "Tripler" free space on "Card 2" for fifty dollars tripled shall win a regular prize award of one hundred fifty dollars;
(ll) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Tripler" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Tripler" free space on "Card 6" for fifty dollars tripled shall win a regular prize award of one hundred fifty dollars;
(mm) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 1" for fifty dollars once, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 2" for fifty dollars once, and on which the four corners of "Card 3" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once, or on which the four corners of "Card 4" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to five spaces on "Card 6" for fifty dollars once shall win a regular prize award of two hundred dollars;
(nn) Holder of a valid winning ticket on which the four corners of "Card 3" are matched by matching the "Caller's Card" to three spaces and a "Tripler" free space for one hundred dollars tripled, or on which the four corners of "Card 4" are matched by matching the "Caller's Card" to three spaces and a "Tripler" free space for one hundred dollars tripled shall win a regular prize award of three hundred dollars;
(oo) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 3" for five hundred dollars once, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 4" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(pp) Holder of a valid winning ticket on which the four corners of "Card 5" are matched by matching the "Caller's Card" to four spaces for one thousand dollars once, or on which the four corners of "Card 6" are matched by matching the "Caller's Card" to four spaces for one thousand dollars once shall win a regular prize award of one thousand dollars;
(qq) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to seven spaces, a "Free" space and a "Tripler" free space on "Card 3" for five hundred dollars tripled, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to seven spaces, a "Free" space and a "Tripler" free space on "Card 4" for five hundred dollars tripled shall win a regular prize award of one thousand five hundred dollars;
(rr) Holder of a valid winning ticket on which the four corners of "Card 5" are matched by matching the "Caller's Card" to three spaces and a "Tripler" free space for one thousand dollars tripled, or on which the four corners of "Card 6" are matched by matching the "Caller's Card" to three spaces and a "Tripler" free space for one thousand dollars tripled shall win a regular prize award of three thousand dollars;
(ss) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 5" for ten thousand dollars once, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space on "Card 6" for ten thousand dollars once shall win a regular prize award of ten thousand dollars; and
(tt) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to seven spaces, a "Free" space and a "Tripler" free space on "Card 5" for thirty thousand dollars once, or on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to seven spaces, a "Free" space and a "Tripler" free space on "Card 6" for ten thousand dollars tripled shall win a regular prize award of thirty thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred forty-eight will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Twenty-four tickets winning ten thousand dollars tripled on either "Card 5" or "Card 6" to win thirty thousand dollars;
(b) Six tickets winning ten thousand dollars once on either "Card 5" or "Card 6" to win ten thousand dollars;
(c) Nine tickets winning one thousand dollars tripled on either "Card 5" or "Card 6" to win three thousand dollars;
(d) Twelve tickets winning five hundred dollars tripled on either "Card 3" or "Card 4" to win one thousand five hundred dollars;
(e) Twenty-four tickets winning one thousand dollars once on either "Card 5" or "Card 6" to win one thousand dollars;
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:
(a) Two tickets winning five hundred dollars once on either "Card 3" or "Card 4" to win five hundred dollars;
(b) Three tickets winning one hundred dollars tripled on either "Card 3" or "Card 4" to win three hundred dollars;
(c) Four tickets winning fifty dollars once on either "Card 1" or "Card 2," one hundred dollars once on either "Card 3" or "Card 4" and fifty dollars once on "Card 6" to win two hundred dollars;
(d) Five tickets winning fifty dollars tripled on "Card 6" to win one hundred fifty dollars;
(e) Five tickets winning fifty dollars tripled on either "Card 1" or "Card 2" to win one hundred fifty dollars;
(f) Five tickets winning one hundred dollars once on either "Card 3" or "Card 4" and fifty dollars once on "Card 6" to win one hundred fifty dollars;
(g) Seventy tickets winning fifty dollars once on either "Card 1" or "Card 2" and fifty dollars once on "Card 6" to win one hundred dollars;
(h) Seventy tickets winning one hundred dollars once on either "Card 3" or "Card 4" to win one hundred dollars;
(i) Five tickets winning five dollars once on "Card 3," twenty dollars once on "Card 5" and fifty dollars once on "Card 6" to win seventy-five dollars;
(j) Five tickets winning twenty dollars tripled on "Card 5" to win sixty dollars;
(k) Five tickets winning five dollars once on "Card 2," five dollars once on "Card 3" and fifty dollars once on "Card 6" to win sixty dollars;
(l) Five tickets winning fifty dollars once on either "Card 1" or "Card 2" and ten dollars once on "Card 4" to win sixty dollars;
(m) Five tickets winning five dollars once on "Card 3" and fifty dollars once on "Card 6" to win fifty-five dollars;

(nn) Twenty-three thousand seven hundred fifty tickets winning five dollars once on "Card 2" to win five dollars; and
(oo) Forty-five thousand tickets winning three dollars once on "Card 1" to win three dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred forty-eight shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred forty-eight is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred forty-eight in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred forty-eight void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price
(J) Director's conduct of game rule number seven hundred forty-eight.
(1) The director shall conduct game rule number seven hundred forty-eight and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred forty-eight. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number seven hundred forty-eight used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred forty-eight and these elements may be given names or titles chosen by the commission.
