3770:1-9-751. Game rule number seven hundred fifty-one
-
(A) Title and term. Ohio lottery commission game rule number seven hundred fifty-one, "Kings & Queens" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred fifty-one.
(B) General design.
(1) Game rule number seven hundred fifty-one is generally known as an "instant lottery."
(2) In each game, there are fifteen "Your Cards" and three "Winning Cards." Holders of valid tickets will remove the covering off the entire play area to reveal three "Winning Cards" and fifteen "Your Cards." If any one of "Your Cards" match either of the "Winning Cards," the player wins the corresponding prize values shown below the matching "Your Cards." If the player reveals a "Q" symbol, the player wins double the corresponding prize value automatically. If the player reveals a "K" symbol, the player wins five times the corresponding prize value automatically. If the player reveals a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and upon filing a valid claim at an Ohio lottery commission office, shall automatically be entered in a Top Prize Drawing ("TPD") to win a one hundred thousand dollar prize. The Top Prize Drawing shall be conducted in accordance with Ohio Lottery rules and procedures established and approved by the director.
(3) The only "prize values" which shall appear on a ticket in game rule number seven hundred fifty-one are: one dollar, two dollars, three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, forty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars and one hundred thousand dollars. Card values, prize values and play symbols appearing on any ticket in game rule number seven hundred fifty-one shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying card values, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred fifty-one shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number seven hundred fifty-one called a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, fifteen dollars, twenty dollars, forty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, five thousand five hundred dollars, ten thousand dollars and one hundred thousand dollars.
(a) Holder of a valid winning ticket on which a "K" symbol is revealed in one of "Your Cards" play spots for one dollar times five shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket on which one of "Winning Cards" is matched by one of "Your Cards" for five dollars once shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which a "Q" symbol is revealed in one of "Your Cards" play spots for five dollars doubled shall win a regular prize award of ten dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by four of "Your Cards" for one dollar once, two dollars two times and five dollars once shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by ten of "Your Cards" for one dollar ten times shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for ten dollars once shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by three of "Your Cards" for five dollars three times shall win a regular prize award of fifteen dollars;
(h) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by fifteen of "Your Cards" for one dollar fifteen times shall win a regular prize award of fifteen dollars;
(i) Holder of a valid winning ticket on which a "K" symbol is revealed in one of "Your Cards" play spots for three dollars times five shall win a regular prize award of fifteen dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for fifteen dollars once shall win a regular prize award of fifteen dollars;
(k) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by four of "Your Cards" for five dollars four times shall win a regular prize award of twenty dollars;
(l) Holder of a valid winning ticket on which a "Q" symbol is revealed in one of "Your Cards" play spots for ten dollars doubled shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by ten of "Your Cards" for one dollar ten times and on which a "K" symbol is revealed in one of "Your Cards" play spots for two dollars times five shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for twenty dollars once shall win a regular prize award of twenty dollars;
(o) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by ten of "Your Cards" for three dollars ten times and on which a "Q" symbol is revealed in one of "Your Cards" play spots for five dollars doubled shall win a regular prize award of forty dollars;
(p) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by fifteen of "Your Cards" for five dollars six times, one dollar eight times and two dollars once shall win a regular prize award of forty dollars;
(q) Holder of a valid winning ticket on which a "Q" symbol is revealed in one of "Your Cards" play spots for twenty dollars doubled shall win a regular prize award of forty dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by eight of "Your Cards" for five dollars eight times shall win a regular prize award of forty dollars;
(s) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by five of "Your Cards" for five dollars four times and twenty dollars once shall win a regular prize award of forty dollars;
(t) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched eleven of "Your Cards" for ten dollars once and three dollars ten times shall win a regular prize award of forty dollars;
(u) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by thirteen of "Your Cards" for five dollars four times, two dollars eight times and four dollars once shall win a regular prize award of forty dollars;
(v) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for forty dollars once shall win a regular prize award of forty dollars;
(w) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by ten of "Your Cards" for ten dollars ten times shall win a regular prize award of one hundred dollars;
(x) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket on which a "Q" symbol is revealed in one of "Your Cards" play spots for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by seven of "Your Cards" for five dollars four times, ten dollars once, twenty dollars once and fifty dollars once shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket on which a "Q" symbol is revealed in one of "Your Cards" play spots for five dollars doubled and on which one or more of the "Winning Cards" are matched by thirteen of "Your Cards" for two dollars ten times, ten dollars two times and fifty dollars once shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(cc) Holder of a valid winning ticket on which a "K" symbol is revealed in one of "Your Cards" play spots for one hundred dollars times five shall win a regular prize award of five hundred dollars;
(dd) Holder of a valid winning ticket on one or more of the "Winning Cards" are matched by fifteen of "Your Cards" for twenty dollars ten times, fifty dollars four times and one hundred dollars once shall win a regular prize award of five hundred dollars;
(ee) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by ten of "Your Cards" for one hundred dollars ten times shall win a regular prize award of one thousand dollars;
(ff) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for one thousand dollars once shall win a regular prize award of one thousand dollars;
(gg) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by four of "Your Numbers" for five hundred dollars four times shall win a regular prize award of two thousand dollars;
(hh) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for two thousand dollars once shall win a regular prize award of two thousand dollars;
(ii) Holder of a valid winning ticket on which a "K" symbol is revealed in one of "Your Cards" play spots for one thousand dollars times five shall win a regular prize award of five thousand dollars;
(jj) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for five thousand dollars once shall win a regular prize award of five thousand dollars;
(kk) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" to reveal a "TPD" symbol shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollar;
(ll) Holder of a valid winning ticket on which a "Q" symbol is revealed in one of "Your Cards" play spots for five thousand dollars doubled shall win a regular prize award of ten thousand dollars;
(mm) Holder of a valid winning ticket on which one of the "Winning Cards" is matched by one of "Your Cards" for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(nn) Holder of a valid winning ticket on which one or more of the "Winning Cards" are matched by ten of "Your Cards" for ten thousand dollars ten times shall win a regular prize award of one hundred thousand dollars; and
(oo) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred fifty-one will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Two tickets winning one hundred thousand dollars once to win one hundred thousand dollars;
(b) Two tickets winning ten thousand dollars ten times to win one hundred thousand dollars;
(c) Four tickets winning ten thousand dollars once to win ten thousand dollars:
(d) Four tickets winning five thousand dollars doubled to win ten thousand dollars;
(e) Thirty tickets revealing the "TPD" prize symbol to win a prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollars;.
(f) One hundred tickets winning five thousand dollars once to win five thousand dollars;
(g) One hundred tickets winning one thousand dollars times five to win five thousand dollars;
(h) One hundred tickets winning two thousand dollars once to win two thousand dollars;
(i) One hundred tickets winning five hundred dollars four times to win two thousand dollars;
(j) One hundred tickets winning one thousand dollars once to win one thousand dollars;
(k) One hundred tickets winning one hundred dollars ten times to win one thousand dollars;
(l) Four hundred tickets winning twenty dollars ten times, fifty dollars four times and one hundred dollars once to win five hundred dollars;
(m) Four hundred tickets winning one hundred dollars times five to win five hundred dollars; and (n) Four hundred tickets winning five hundred dollars once to win five hundred dollars;
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:
(a) Two hundred tickets winning two dollars ten times, ten dollars two times, fifty dollars once and five dollars doubled to win one hundred dollars;
(b) Two hundred tickets winning five dollars four times, ten dollars once, twenty dollars once and fifty dollars once to win one hundred dollars;
(c) Two hundred tickets winning fifty dollars doubled to win one hundred dollars;
(d) Two hundred tickets winning one hundred dollars once to win one hundred dollars;
(e) Two hundred tickets winning ten dollars ten times to win one hundred dollars;
(f) One hundred tickets winning forty dollars once to win forty dollars;
(g) One hundred tickets winning five dollars four times, two dollars eight times and four dollars once to win forty dollars;
(h) One hundred tickets winning ten dollars once and three dollars ten times to win forty dollars;
(i) One hundred tickets winning five dollars four times and twenty dollars once to win forty dollars;
(j) One hundred tickets winning five dollars eight times to win forty dollars;
(k) One hundred tickets winning twenty dollars doubled to win forty dollars;
(l) One hundred tickets winning five dollars six times, one dollar eight times and two dollars once to win forty dollars;
(m) One hundred tickets winning three dollars ten times and five dollars doubled to win forty dollars;
(n) Two thousand tickets winning twenty dollars once to win twenty dollars;
(o) Two thousand tickets winning one dollar ten times and two dollars times five to win twenty dollars;
(p) Two thousand tickets winning ten dollars doubled to win twenty dollars;
(q) Two thousand tickets winning five dollars four times to win twenty dollars;
(r) Two thousand tickets winning fifteen dollars once to win fifteen dollars;
(s) Two thousand tickets winning three dollars times five to win fifteen dollars;
(t) Two thousand tickets winning one dollar fifteen times to win fifteen dollars;
(u) Two thousand tickets winning five dollars three times to win fifteen dollars;
(v) One thousand tickets winning ten dollars once to win ten dollars;
(w) One thousand tickets winning one dollar ten times to win ten dollars;
(x) Two thousand tickets winning one dollar once, two dollars two times and five dollars once to win ten dollars;
(y) Two thousand tickets winning five dollars doubled to win ten dollars;
(z) Twelve thousand tickets winning five dollars once to win five dollars; and
(aa) Twelve thousand tickets winning one dollar times five to win five dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred fifty-one shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred fifty-one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred fifty-one in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred fifty-one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number seven hundred fifty-one.
(1) The director shall conduct game rule number seven hundred fifty-one and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred fifty-one. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number seven hundred fifty-one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred fifty-one and these elements may be given names or titles chosen by the commission.
