3770:1-9-761. Game rule number seven hundred sixty-one
-
(A) Title and term. Ohio lottery commission game rule number seven hundred sixty-one, "Rings of Cash," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred sixty-one.
(B) General design.
(1) Game rule number seven hundred sixty-one is an extended play game and is generally known as an "instant lottery."
(2) Holders of a valid ticket will remove the covering over the "Your Numbers"
play area to reveal eighteen "Your Numbers." Each valid ticket will contain four separate Rings ("Ring 1," "Ring 2," "Ring 3" and "Ring 4"). "Ring 1" has four numbered spaces and a corresponding prize, "Ring 2" has six numbered spaces and a corresponding prize, "Ring 3" has eight numbered spaces and a corresponding prize and "Ring 4" has ten numbered spaces and a corresponding prize. If a player matches all the numbers in a "Ring," the player wins the prize shown for that "Ring." Each "Ring" is played separately.
(3) The only "prize values" which shall appear on a ticket in game rule number seven hundred sixty-one are as follows: "Ring 1" - two dollars, three dollars, five dollars and ten dollars; "Ring 2" - two dollars, three dollars, five dollars, ten dollars and twenty dollars; "Ring 3" - ten dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars and seven thousand five hundred dollars; and "Ring 4" - twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, seven thousand five hundred dollars and fifteen thousand dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred sixty-one shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number seven hundred sixty-one called a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, three dollars, five dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, seven thousand five hundred dollars and fifteen thousand dollars. Each ticket in game rule number seven hundred sixty-one shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for two dollars shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for two dollars shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for three dollars shall win a regular prize award of three dollars;
(d) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for three dollars shall win a regular prize award of three dollars;
(e) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for two dollars and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for three dollars shall win a regular prize award of five dollars;
(f) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for three dollars and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for two dollars shall win a regular prize award of five dollars;
(g) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for five dollars shall win a regular prize award of five dollars;
(h) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for five dollars shall win a regular prize award of five dollars;
(i) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for five dollars and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for five dollars shall win a regular prize award of ten dollars;
(j) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for ten dollars shall win a regular prize award of ten dollars;
(k) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for ten dollars shall win a regular prize award of ten dollars;
(l) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for ten dollars shall win a regular prize award of ten dollars;
(m) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for five dollars, and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for five dollars and on which all eight of the numbers on "Ring 3" are matched by ieight of the "Your Numbers" for ten dollars shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for ten dollars and on which all eight numbers on "Ring 3" are matched by eight of the "Your Numbers" for ten dollars shall win a regular prize award of twenty dollars;
(o) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for twenty dollars shall win a regular prize award of twenty dollars;
(p) Holder of a valid winning ticket on which all eight of the numbers on 'Ring 3" are matched by eight of the "Your Numbers" for twenty dollars shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for ten dollars, and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for ten dollars, and on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for ten dollars and on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for twenty dollars shall win a regular prize award of fifty dollars;
(r) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for five dollars, and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for five dollars, and on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for twenty dollars and on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for twenty dollars shall win a regular prize award of fifty dollars;
(s) Holder of a valid winning ticket on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for ten dollars, and on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for twenty dollars and on which all ten of the numbers on "Ring 3" are matched by ten of the "Your Numbers" for twenty dollars shall win a regular prize award of fifty dollars;
(t) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for fifty dollars shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket on which all four of the numbers on "Ring 1" are matched by four of the "Your Numbers" for ten dollars, and on which all six of the numbers on "Ring 2" are matched by six of the "Your Numbers" for twenty dollars, and on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for twenty dollars and on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for fifty dollars shall win a regular prize award of one hundred dollars;
(v) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for fifty dollars and on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for fifty dollars shall win a regular prize award of one hundred dollars;
(w) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for one hundred dollars shall win a regular prize award of one hundred dollars;
(x) Holder of a valid winning ticket on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for one hundred dollars shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for five hundred dollars shall win a regular prize award of five hundred dollars;
(z) Holder of a valid winning ticket on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for five hundred dollars shall win a regular prize award of five hundred dollars;
(aa) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for one thousand dollars shall win a regular prize award of one thousand dollars;
(bb) Holder of a valid winning ticket on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for one thousand dollars shall win a regular prize award of one thousand dollars;
(cc) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for five hundred dollars and on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for five hundred dollars shall win a regular prize award of one thousand dollars;
(dd) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for seven thousand five hundred dollars shall win a regular prize award of seven thousand five hundred dollars;
(ee) Holder of a valid winning ticket on which all eight of the numbers on "Ring 3" are matched by eight of the "Your Numbers" for seven thousand five hundred dollars and on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for seven thousand five hundred dollars shall win a regular prize award of fifteen thousand dollars; and
(ff) Holder of a valid winning ticket on which all ten of the numbers on "Ring 4" are matched by ten of the "Your Numbers" for fifteen thousand dollars shall win a regular prize award of fifteen thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred sixty-one will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows
(a) Fifteen tickets winning fifteen thousand dollars on "Ring 4" to win fifteen thousand dollars;
(b) Fifteen tickets winning seven thousand five hundred dollars on "Ring 3" and winning seven thousand five hundred dollars on "Ring 4" to win fifteen thousand dollars;
(c) Twelve tickets winning seven thousand five hundred dollars on "Ring 3" to win seven thousand five hundred dollars;
(d) Forty tickets winning five hundred dollars on "Ring 3" and winning five hundred dollars on "Ring 4" to win one thousand dollars;
(e) Forty tickets winning one thousand dollars on "Ring 4" to win one thousand dollars; and
(f) Forty tickets winning one thousand dollars on "Ring 3" to win one thousand dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:
(a) Twenty tickets winning five hundred dollars on "Ring 4" to win five hundred dollars;
(b) Twenty tickets winning five hundred dollars on "Ring 3" to win five hundred dollars;
(c) Thirty tickets winning one hundred dollars on "Ring 4" to win one hundred dollars;
(d) Thirty tickets winning one hundred dollars on "Ring 3" to win one hundred dollars;
(e) Sixty tickets winning fifty dollars on "Ring 3" and winning fifty dollars on "Ring 4" to win one hundred dollars;
(f) Sixty tickets winning ten dollars on "Ring 1," and winning twenty dollars on "Ring 2," and winning twenty dollars on "Ring 3" and winning fifty dollars on "Ring 4" to win one hundred dollars;
(g) Seventy tickets winning fifty dollars on "Ring 3" to win fifty dollars;
(h) Seventy tickets winning ten dollars on "Ring 2," and winning twenty dollars on "Ring 3" and winning twenty dollars on "Ring 4" to win fifty dollars;
(i) Seventy tickets winning five dollars on "Ring 1," and winning five dollars on "Ring 2" and winning twenty dollars on "Ring 3" and winning twenty dollars on "Ring 4" to win fifty dollars;
(j) Seventy tickets winning ten dollars on "Ring 1," and winning ten dollars on "Ring 2" and winning ten dollars on "Ring 3" and winning twenty dollars on "Ring 4" to win fifty dollars;
(k) Five hundred tickets winning twenty dollars on "Ring 3" to win twenty dollars;
(l) Five hundred tickets winning twenty dollars on "Ring 2" to win twenty dollars;
(m) Five hundred tickets winning ten dollars on "Ring 2" and winning ten dollars on "Ring 3" to win twenty dollars;
(n) Five hundred tickets winning five dollars on "Ring 1," and winning five dollars on "Ring 2" and winning ten dollars on "Ring 3" to win twenty dollars;
(o) One thousand tickets winning ten dollars on "Ring 3" to win ten dollars;
(p) One thousand tickets winning ten dollars on "Ring 2" to win ten dollars;
(q) One thousand tickets winning ten dollars on "Ring 1" to win ten dollars;
(r) One thousand tickets winning five dollars on "Ring 1" and winning five dollars on "Ring 2" to win ten dollars;
(s) One thousand tickets winning five dollars on "Ring 1" to win five dollars;
(t) One thousand tickets winning five dollars on "Ring 2" to win five dollars;
(u) Two thousand tickets winning three dollars on "Ring 1" and winning two dollars on "Ring 2" to win five dollars;
(v) Two thousand tickets winning two dollars on "Ring 1" and winning three dollars on "Ring 2" to win five dollars;
(w) Eight thousand tickets winning three dollars on "Ring 2" to win three dollars;
(x) Eight thousand tickets winning three dollars on "Ring 1" to win three dollars;
(y) Six thousand tickets winning two dollars on "Ring 1" to win two dollars; and
(z) Eight thousand tickets winning two dollars on "Ring 2" to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred sixty-one shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred sixty-one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred sixty-one in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred sixty-one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number seven hundred sixty-one.
(1) The director shall conduct game rule number seven hundred sixty-one and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred sixty-one. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number seven hundred sixty-one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred sixty-one and these elements may be given names or titles chosen by the commission.
