3770:1-9-766. Game rule number seven hundred sixty-six
-
(A) Title and term. Ohio lottery commission game rule number seven hundred sixty-six, "It's A Wonderful Life" For Life shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred sixty-six.
(B) General design.
(1) Game rule number seven hundred sixty-six is a key number match game with a "doubler" feature, and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal two "Winning Numbers," ten "Your Numbers" and ten corresponding prize values. If any one or more of "Your Number(s)" matches one or both of the "Winning Number(s)," the player wins the corresponding prize values shown below the matching "Your Number(s)." If the player reveals a "Snowflake" symbol in any of the "Your Numbers" play spots, the player wins the prize shown automatically. If the player reveals a "Bell" symbol in any of the "Your Numbers" play spots, the player wins double the corresponding prize value shown automatically. If the player matches one of the "Winning Numbers" to one of "Your Numbers" or reveals a "Snowflake" symbol and reveals a "Life" symbol in the corresponding prize value, the player wins the "Life Prize Award" (which is ten thousand dollars per year for life (before taxes) until a minimum of three hundred thousand dollars (before taxes) is reached, or for the life span of the original prize winner, whichever is greater) or the "Elected Cash-Option Prize Award" of approximately one hundred fifty thousand dollars (before taxes) in lieu of the "Life Prize Award." The duration of the "Life Prize Award" shall be determined by the original prize winner's life span. If there is more than one prize winner of the "Life Prize Award," then all claimants shall only be entitled to the share cash-option prize award. Should the life span of the originally designated winner be less than thirty years, then the prize winner's beneficiary(ies) shall be entitled to continue receiving annual payments of ten thousand dollars a year (before taxes) until three hundred thousand is reached. Should the "Life Prize Award" be claimed by any "person" other than an individual (e.g., a corporation, limited liability company, business trust, estate, trust, partnership or association, etc.) such claimant(s) shall only be entitled to the cash-option prize award. Any claimant under eighteen years of age shall only be entitled to the cash-option award. There are ten chances to win on each ticket, and a player may win up to ten times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number seven hundred sixty-six are: one dollar, two dollars, four dollars, five dollars, eight dollars, ten dollars, twenty dollars, forty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars and a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately one hundred fifty thousand dollars (before taxes) in lieu of the "Life Prize Award." Numbers, prize values and play symbols appearing on any ticket in game rule number seven hundred sixty-six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred sixty-six shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number seven hundred sixty-six called a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, four dollars, five dollars, eight dollars, ten dollars, twenty dollars, forty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, and a "Life" prize corresponding to a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately one hundred fifty thousand dollars (before taxes) in lieu of the "Life Prize Award." Each ticket in game rule number seven hundred sixty-six shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for one dollar doubled shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" or a "Snowflake" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Snowflake" symbols are revealed for one dollar two times shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for two dollars once shall win a regular prize award of two dollars;
(d) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for two dollars doubled shall win a regular prize award of four dollars;
(e) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" or a "Snowflake" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Snowflake" symbols are revealed for two dollars two times shall win a regular prize award of four dollars;
(f) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for four dollars once shall win a regular prize award of four dollars;
(g) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" or a "Snowflake" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Snowflake" symbols are revealed for one dollar two times and two dollars once shall win a regular prize award of four dollars;
(h) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for one dollar once, and on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for two dollars doubled shall win a regular prize award of five dollars;
(i) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for five dollars once shall win a regular prize award of five dollars;
(j) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" or a "Snowflake" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Snowflake" symbols are revealed for one dollar three times and two dollars once shall win a regular prize award of five dollars;
(k) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" or a "Snowflake" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Snowflake" symbols are revealed for one dollar five times shall win a regular prize award of five dollars;
(l) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for eight dollars once shall win a regular prize award of eight dollars;
(m) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" or a "Snowflake" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Snowflake" symbols are revealed for two dollars four times shall win a regular prize award of eight dollars;
(n) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for four dollars doubled shall win a regular prize award of eight dollars;
(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of ten dollars;
(p) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for five dollars doubled shall win a regular prize award of ten dollars;
(q) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Snowflake" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Snowflake" symbols are revealed for one dollar ten times shall win a regular prize award of ten dollars;
(r) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for two dollars once, and on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for four dollars doubled shall win a regular prize award of ten dollars;
(s) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of twenty dollars;
(t) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by four of "Your Numbers" or a "Snowflake" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Snowflake" symbols are revealed for five dollars four times shall win a regular prize award of twenty dollars;
(u) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for ten dollars doubled shall win a regular prize award of twenty dollars;
(v) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for five dollars doubled, and on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of twenty dollars;
(w) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars doubled shall win a regular prize award of forty dollars;
(x) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Snowflake" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers or "Snowflake" symbols are revealed for five dollars eight times shall win a regular prize award of forty dollars;
(y) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by two of "Your Numbers" or a Snowflake" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Snowflake" symbols are revealed for twenty dollars two times shall win a regular prize award of forty dollars;
(z) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for forty dollars once shall win a regular prize award of forty dollars;
(aa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Snowflake"
symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Snowflake" symbols are revealed for five dollars ten times shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" or a "Snowflake" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Snowflake" symbols are revealed for ten dollars five times shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once, and on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars doubled shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by three of "Your Numbers" or a "Snowflake" symbol is revealed in three of the "Your Numbers" play spots, or any combination of matched numbers or "Snowflake" symbols are revealed for twenty dollars three times and on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars doubled shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once, and on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for forty dollars doubled shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once shall win a regular prize award of five hundred dollars;
(jj) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Snowflake" symbol is revealed in nine of the "Your Numbers" play spots, or any combination of nine matched numbers or "Snowflake" symbols are revealed for twenty dollars five times and fifty dollars four times, and on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars doubled shall win a regular prize award of five hundred dollars;
(kk) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by five of "Your Numbers" or a "Snowflake" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Snowflake" symbols are revealed for one hundred dollars five times shall win a regular prize award of five hundred dollars;
(ll) Holder of a valid winning ticket on which one or both of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Snowflake" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Snowflake" symbols are revealed for forty dollars five times, fifty dollars four times and one hundred dollars once shall win a regular prize award of five hundred dollars;
(mm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once shall win a regular prize award of one thousand dollars;
(nn) Holder of a valid winning ticket on which a "Bell" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars doubled shall win a regular prize award of one thousand dollars; and
(oo) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Snowflake" symbol is revealed in one of the "Your Numbers" play spots to reveal a "Life" symbol shall win a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately one hundred fifty thousand dollars (before taxes) in lieu of the "Life Prize Award.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred sixty-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance;
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Ten tickets matching numbers for a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately one hundred fifty thousand dollars (before taxes) in lieu of the "Life Prize Award;"
(b) Twelve tickets revealing a "Bell" symbol for five hundred dollars doubled to win one thousand dollars; and (c) Twelve tickets matching numbers or revealing a "Snowflake" symbol for one thousand dollars once to win one thousand dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:
(a) Three tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for forty dollars five times, fifty dollars four times and one hundred dollars once to win five hundred dollars;
(b) Three tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for one hundred dollars five times to win five hundred dollars;
(c) Seven tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for twenty dollars five times and fifty dollars four times, and revealing a "Bell" symbol for one hundred dollars doubled to win five hundred dollars;
(d) Three tickets matching numbers or revealing a "Snowflake" symbol for five hundred dollars once to win five hundred dollars;
(e) Fifty tickets matching numbers or revealing a "Snowflake" symbol for twenty dollars once, and revealing a "Bell" symbol for forty dollars doubled to win one hundred dollars;
(f) Fifty tickets revealing a "Bell" symbol for fifty dollars doubled to win one hundred dollars;
(g) Fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for twenty dollars three times, and revealing a "Bell" symbol for twenty dollars doubled to win one hundred dollars;
(h) Fifty tickets matching numbers or revealing a "Snowflake" symbol for one hundred dollars once to win one hundred dollars;
(i) One hundred tickets matching numbers or revealing a "Snowflake" symbol for ten dollars once, and revealing a "Bell" symbol for twenty dollars doubled to win fifty dollars;
(j) Seventy-five tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for ten dollars five times to win fifty dollars;
(k) One hundred tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for five dollars ten times to win fifty dollars;
(l) Seventy-five tickets matching numbers or revealing a "Snowflake" symbol for fifty dollars once to win fifty dollars;
(m) One hundred tickets matching numbers or revealing a "Snowflake" symbol for forty dollars once to win forty dollars;
(n) One hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for twenty dollars two times to win forty dollars;
(o) One hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for five dollars eight times to win forty dollars;
(p) Two hundred tickets revealing a "Bell" symbol for twenty dollars doubled to win forty dollars;
(q) One thousand two hundred fifty tickets revealing a "Bell" symbol for five dollars doubled and matching numbers or revealing a "Snowflake" symbol for ten dollars once to win twenty dollars;
(r) One thousand two hundred fifty tickets revealing a "Bell" symbol for ten dollars doubled to win twenty dollars;
(s) One thousand two hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for five dollars four times to win twenty dollars;
(t) One thousand two hundred fifty tickets matching numbers or revealing a "Snowflake" symbol for twenty dollars once to win twenty dollars;
(u) One thousand two hundred fifty tickets matching numbers or revealing a "Snowflake" symbol for two dollars once and revealing a "Bell" symbol for four dollars doubled to win ten dollars;
(v) One thousand two hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for one dollar ten times to win ten dollars;
(w) One thousand two hundred fifty tickets revealing a "Bell" symbol for five dollars doubled to win ten dollars;
(x) One thousand two hundred fifty tickets matching numbers or revealing a "Snowflake" symbol for ten dollars once to win ten dollars;
(y) Five thousand tickets revealing a "Bell" symbol for four dollars doubled to win eight dollars;
(z) Two thousand five hundred tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for two dollars four times to win eight dollars;
(aa) Two thousand five hundred tickets matching numbers, or revealing a "Snowflake" symbol for eight dollars once to win eight dollars;
(bb) Five thousand tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for one dollar five times to win five dollars;
(cc) Three thousand seven hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for one dollar three times and two dollars once to win five dollars;
(dd) Three thousand seven hundred fifty tickets matching numbers or revealing a "Snowflake" symbol for five dollars once to win five dollars;
(ee) Five thousand tickets matching numbers or revealing a "Snowflake" symbol for one dollar once and revealing a "Bell" symbol for two dollars doubled to win five dollars;
(ff) Five thousand tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for one dollar two times and two dollars once to win four dollars;
(gg) Two thousand five hundred tickets matching numbers or revealing a "Snowflake" symbol for four dollars once to win four dollars;
(hh) Three thousand seven hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for two dollars two times to win four dollars;
(ii) Six thousand two hundred fifty tickets revealing a "Bell" symbol for two dollars doubled to win four dollars;
(jj) Seventeen thousand five hundred tickets matching numbers or revealing a "Snowflake" symbol for two dollars once to win two dollars;
(kk) Sixteen thousand two hundred fifty tickets matching numbers or revealing a "Snowflake" symbol, or any combination thereof, for one dollar two times to win two dollars; and (ll) Twenty thousand tickets revealing a "Bell" symbol for one dollar doubled to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred sixty-six shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred sixty-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred sixty-six in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred sixty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number seven hundred sixty-six.
(1) The director shall conduct game rule number seven hundred sixty-six and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any promotions or drawings associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred sixty-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number seven hundred sixty-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred sixty-six and these elements may be given names or titles chosen by the commission.
