3770:1-9-786. Game rule number seven hundred eighty-six
-
(A) Title and term. Ohio lottery commission game rule number seven hundred eighty-six, "$100,000 Bonus" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred eighty-six.
(B) General design.
(1) Game rule number seven hundred eighty-six is a key number match game which is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal two "Winning Numbers," fifteen "Your Numbers" and fifteen corresponding prize values. If any one or more of "Your Numbers(s)" matches one or more of the "Winning Numbers(s)," the player wins the corresponding prize values shown below the matching "Your Number(s)." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value shown. If the player reveals a "Bonus" symbol in any of the "Your Numbers" play spots, the player wins ten times the corresponding prize value shown automatically. If the player reveals a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and upon filing a valid claim at an Ohio lottery commission office, shall automatically be entered in a Top Prize Drawing ("TPD") for a chance to win a one hundred thousand dollar prize. There are fifteen chances to win on each ticket, and a player may win up to fifteen times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number seven hundred eighty-six are: two dollars, three dollars, four dollars, five dollars, ten dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and one hundred thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number seven hundred eighty-six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred eighty-six shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule number seven hundred eighty-six, a "regular prize award" and a "TPD" prize award.
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and one hundred thousand dollars. Each ticket in game rule number seven hundred eighty-six shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for two dollars once and three dollars once shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket on which one of the "Winning Numbers"is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which one of the "Winning Numbers"is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" plat spots for ten dollars once shall win a regular prize award of ten dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars two times shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for two dollars five times shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which one of the "Winning Numbers"is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for five dollars four times shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for two dollars times ten shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots for five dollars once and twenty dollars once shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars once and ten dollars two times shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for five dollars five times shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for three dollars times ten shall win a regular prize award of thirty dollars;
(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for thirty dollars once shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for three dollars ten times shall win a regular prize award of thirty dollars;
(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars once and twenty-five dollars once shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for two dollars fifteen times shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for five dollars four times and ten dollars once shall win a regular prize award of thirty dollars;
(t) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for forty dollars once shall win a regular prize award of forty dollars;
(u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for two dollars seven times, three dollars seven times and five dollars once shall win a regular prize award of forty dollars;
(v) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for four dollars ten times shall win a regular prize award of forty dollars;
(w) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for ten dollars four times shall win a regular prize award of forty dollars;
(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers or "Star" symbols are revealed for five dollars eight times shall win a regular prize award of forty dollars;
(y) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for four dollars times ten shall win a regular prize award of forty dollars;
(z) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for twenty-five dollars two times shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for two dollars five times, three dollars five times and five dollars five times shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars once, twenty dollars once and twenty-five dollars once shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five dollars ten times shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for fifty dollars two times shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for ten dollars ten times shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for two dollars five times, five dollars six times, ten dollars two times and twenty dollars two times shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for twenty-five dollars four times shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of "Your Numbers" play spots for ten dollars times ten shall win a regular prize award of one hundred dollars;
(ll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for five dollars five times, ten dollars six times, twenty-five dollars three times and forty dollars once shall win a regular prize award of two hundred dollars;
(mm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two hundred dollars once shall win a regular prize award of two hundred dollars;
(nn) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars times ten shall win a regular prize award of two hundred dollars;
(oo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for five dollars once, ten dollars two times, twenty-five dollars once, fifty dollars once and one hundred dollars once shall win a regular prize award of two hundred dollars;
(pp) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed for five hundred dollars once shall win a regular prize award of five hundred dollars;
(qq) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for five dollars two times, ten dollars five times, twenty dollars two times, fifty dollars four times and one hundred dollars two times shall win a regular prize award of five hundred dollars;
(rr) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of "Your Numbers" play spots for fifty dollars times ten shall win a regular prize award of five hundred dollars;
(ss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for ten dollars ten times, fifty dollars two times and one hundred dollars three times shall win a regular prize award of five hundred dollars;
(tt) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once shall win a regular prize award of one thousand dollars;
(uu) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for five dollars two times, twenty dollars five times, twenty-five dollars two times, forty dollars once, fifty dollars two times, one hundred dollars two times and five hundred dollars once shall win a regular prize award of one thousand dollars;
(vv) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five hundred dollars two times shall win a regular prize award of one thousand dollars;
(ww) Holder of a valid winning ticket on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars times ten shall win a regular prize award of one thousand dollars;
(xx) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots to reveal a "TPD" symbol shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollars;
(yy) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(zz) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fourteen of "Your Numbers" or a "Star" symbol is revealed in fourteen of the "Your Numbers" play spots, or any combination of fourteen matched numbers or "Star" symbols are revealed for two hundred dollars two times, five hundred dollars five times and one thousand dollars seven times, and on which a "Bonus" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times ten shall win a regular prize award of ten thousand dollars;
(aaa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty thousand dollars once shall win a regular prize award of fifty thousand dollars;
(bbb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for five hundred dollars two times, one thousand dollars nine times and ten thousand dollars four times shall win a regular prize award of fifty thousand dollars;
(ccc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars; and
(ddd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for fifty thousand dollars two times shall win a regular prize award of one hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred eighty-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance;
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Two tickets matching numbers or revealing "Star" symbols for fifty thousand dollars two times to win one hundred thousand dollars;
(b) Two tickets matching numbers or revealing a "Star" symbol for one hundred thousand dollars once to win one hundred thousand dollars;
(c) Four tickets matching numbers for five hundred dollars two times, one thousand dollars nine times and ten thousand dollars four times to win fifty thousand dollars;
(d) Four tickets matching numbers for fifty thousand dollars once to win fifty thousand dollars;
(e) Four tickets matching numbers for two hundred dollars two times, five hundred dollars five times and one thousand dollars seven times and revealing a "Bonus" symbol for ten dollars times ten to win ten thousand dollars;
(f) Four tickets matching numbers for ten thousand dollars once to win ten thousand dollars;
(g) Twenty-five tickets matching numbers to reveal a "TPD" symbol to win five thousand five hundred dollars and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollars;
(h) Ten tickets revealing a "Bonus" symbol for one hundred dollars times ten to win one thousand dollars;
(i) Ten tickets matching numbers for five hundred dollars two times to win one thousand dollars;
(j) Ten tickets matching numbers for five dollars two times, twenty dollars five times, twenty-five dollars two times, forty dollars once, fifty dollars two times, one hundred dollars two times and five hundred dollars once to win one thousand dollars;
(k) Ten tickets matching numbers for one thousand dollars once to win one thousand dollars;
(l) One hundred tickets matching numbers for ten dollars ten times, fifty dollars two times and one hundred dollars three times to win five hundred dollars;
(m) Two hundred tickets revealing a "Bonus" symbol for fifty dollars times ten to win five hundred dollars;
(n) Two hundred tickets matching numbers for five dollars two times, ten dollars five times, twenty dollars two times, fifty dollars four times and one hundred dollars two times to win five hundred dollars; and
(o) Two hundred tickets matching numbers for five hundred dollars once to win five hundred dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:
(a) Fifteen tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once, ten dollars two times, twenty-five dollars once, fifty dollars once and one hundred dollars once to win two hundred dollars;
(b) Fifty tickets revealing a "Bonus" symbol for twenty dollars times ten to win two hundred dollars;
(c) Fifty tickets matching numbers or revealing a "Star" symbol for two hundred dollars once to win two hundred dollars;
(d) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars five times, ten dollars six times, twenty-five dollars three times and forty dollars once to two hundred dollars;
(e) Five hundred tickets revealing a "Bonus" symbol for ten dollars times ten to win one hundred dollars;
(f) One hundred tickets matching numbers, or revealing "Star" symbols, or any combination thereof, for twenty-five dollars four times to win one hundred dollars;
(g) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars five times, five dollars six times, ten dollars two times and twenty dollars two times to win one hundred dollars;
(h) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars ten times to win one hundred dollars;
(i) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for fifty dollars two times to win one hundred dollars;
(j) One hundred tickets matching numbers or revealing a "Star" symbol for one hundred dollars once to win one hundred dollars;
(k) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars ten times to win fifty dollars;
(l) One thousand five hundred tickets revealing a "Bonus" symbol for five dollars times ten to win fifty dollars;
(m) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once, twenty dollars once and twenty-five dollars once to win fifty dollars;
(n) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars five times, three dollars five times and five dollars five times to win fifty dollars;
(o) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars two times to win fifty dollars;
(p) Three hundred tickets matching numbers or revealing a "Star" symbol for fifty dollars once to win fifty dollars;
(q) One thousand five hundred tickets revealing a "Bonus" symbol for four dollars times ten to win forty dollars;
(r) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars eight times to win forty dollars;
(s) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars four times to win forty dollars;
(t) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for four dollars ten times to win forty dollars;
(u) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars seven times, three dollars seven times and five dollars once to win forty dollars;
(v) Three hundred tickets matching numbers or revealing a "Star" symbol for forty dollars once to win forty dollars;
(w) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars four times and ten dollars once to win thirty dollars;
(x) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars fifteen times to win thirty dollars;
(y) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and twenty-five dollars once to win thirty dollars;
(z) Three hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for three dollars ten times to win thirty dollars;
(aa) Three hundred tickets matching numbers or revealing a "Star" symbol for thirty dollars once to win thirty dollars;
(bb) One thousand five hundred tickets revealing a "Bonus" symbol for three dollars times ten to win thirty dollars;
(cc) Three thousand five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars five times to win twenty-five dollars;
(dd) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and ten dollars two times to win twenty-five dollars;
(ee) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and twenty dollars once to win twenty-five dollars;
(ff) One thousand tickets matching numbers or revealing a "Star" symbol for twenty-five dollars once to win twenty-five dollars;
(gg) Four thousand tickets revealing a "Bonus" symbol for two dollars times ten to win twenty dollars;
(hh) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars four times to win twenty dollars;
(ii) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars two times to win twenty dollars;
(jj) Two thousand tickets matching numbers or revealing a "Star" symbol for twenty dollars once to win twenty dollars;
(kk) Twenty-four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars five times to win ten dollars;
(ll) Twelve thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars two times to win ten dollars;
(mm) Twelve thousand tickets matching numbers or revealing a "Star" symbol for ten dollars once to win ten dollars;
(nn) Twenty-six thousand tickets matching numbers or revealing a "Star" symbol for five dollars once to win five dollars; and
(oo) Twenty-eight thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars once and three dollars once to win five dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred eighty-six shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred eighty-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred eighty-six in which the ticket was sold;.
(3) The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing"Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing"Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred eighty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price. Participation in game number seven hundred eighty-six including any promotions or drawings conducted in connection therewith is void where prohibited by law.
(J) Director's conduct of game rule number seven hundred eighty-six.
(1) The director shall conduct game rule number seven hundred eighty-six and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any promotions or drawings associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred eighty-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number seven hundred eighty-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred eighty-six and these elements may be given names or titles chosen by the commission.
