3770:1-9-797. Game rule number seven hundred ninety-seven
-
(A) Title and term. Ohio lottery commission game rule number seven hundred ninety-seven, "Ruby Red Slingo," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred ninety-seven.
(B) General design.
(1) Game rule number seven hundred ninety-seven is an instant lottery game with an additional instant win feature. The player is required to scratch off the covering over the following play area: (1) the "Your Slingo Numbers" play area to reveal a total of forty "Your Slingo Numbers" with five "Your Slingo Numbers" per horizontal "Spin" line ("Spin 1" through "Spin 8");
(2) the "Slingo Grid" containing twenty-one numbers and four floating "Free Spaces" consisting of the "Joker" symbols. Prizes may be won if the matched numbers revealed in the "Slingo Grid" form a complete horizontal, vertical or diagonal straight line of matched numbers and/or "Joker" symbols. The prizes available are printed in the "Slingo Legend." If the player reveals a " Gold Coin" symbol in any of the "Your Slingo Numbers" for any "Spin," the player wins five dollars automatically.
(2) The only "prize values" which shall appear on a ticket in game rule number seven hundred ninety-seven are: three dollars, five dollars, ten dollars, twelve dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, three thousand dollars and thirty thousand dollars. Numbers and play symbols shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred ninety-seven shall be three dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number seven hundred ninety-seven, a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary amounts which is the total of all winning prize values appearing on the ticket: three dollars, five dollars, eight dollars, ten dollars, twelve dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, three thousand dollars and thirty thousand dollars. Each ticket in game rule number seven hundred ninety-seven shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket winning three dollars on one horizontal, vertical or diagonal line shall win a regular prize award of three dollars;
(b) Holder of a valid winning ticket winning five dollars on two horizontal, vertical or diagonal lines shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which a " Gold Coin" symbol is revealed in one of the "Your Slingo Numbers" play spots for five dollars once shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket winning three dollars on one horizontal, vertical or diagonal line, and on which a " Gold Coin" symbol is revealed in one of the "Your Slingo Numbers" play spots for five dollars once shall win a regular prize award of eight dollars;
(e) Holder of a valid winning ticket winning five dollars on two horizontal, vertical or diagonal lines, and on which a " Gold Coin" symbol is revealed in one of the "Your Slingo Numbers" play spots for five dollars once shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which a " Gold Coin" symbol is revealed in two of the "Your Slingo Numbers" play spots for five dollars two times shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket winning ten dollars on three horizontal, vertical or diagonal lines shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket winning twelve dollars on four horizontal, vertical or diagonal lines shall win a regular prize award of twelve dollars;
(i) Holder of a valid winning ticket winning ten dollars on three horizontal, vertical or diagonal lines, and on which a " Gold Coin" symbol is revealed in one of the "Your Slingo Numbers" play spots for five dollars once shall win a regular prize award of fifteen dollars;
(j) Holder of a valid winning ticket on which a " Gold Coin" symbol is revealed in three of the "Your Slingo Numbers" play spots for five dollars three times shall win a regular prize award of fifteen dollars;
(k) Holder of a valid winning ticket on which a " Gold Coin" symbol is revealed in four of the "Your Slingo Numbers" play spots for five dollars four times shall win a regular prize award of twenty dollars;
(l) Holder of a valid winning ticket winning ten dollars on three horizontal, vertical or diagonal lines, and on which a " Gold Coin" symbol is revealed in two of the "Your Slingo Numbers" play spots for five dollars two times shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket winning twenty dollars on five horizontal, vertical or diagonal lines shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket winning twenty dollars on five horizontal, vertical or diagonal lines, and on which a " Gold Coin" symbol is revealed in six of the "Your Slingo Numbers" play spots for five dollars six times shall win a regular prize award of fifty dollars;
(o) Holder of a valid winning ticket on which a " Gold Coin" symbol is revealed in ten of the "Your Slingo Numbers" play spots for five dollars ten times shall win a regular prize award of fifty dollars;
(p) Holder of a valid winning ticket winning fifty dollars on six horizontal, vertical or diagonal lines shall win a regular prize award of fifty dollars;
(q) Holder of a valid winning ticket winning one hundred dollars on seven horizontal, vertical or diagonal lines shall win a regular prize award of one hundred dollars;
(r) Holder of a valid winning ticket winning five hundred dollars on eight horizontal, vertical or diagonal lines shall win a regular prize award of five hundred dollars;
(s) Holder of a valid winning ticket winning one thousand dollars on nine horizontal, vertical or diagonal lines shall win a regular prize award of one thousand dollars;
(t) Holder of a valid winning ticket winning three thousand dollars on ten horizontal, vertical or diagonal lines shall win a regular prize award of three thousand dollars; and
(u) Holder of a valid winning ticket winning thirty thousand dollars on all twelve horizontal, vertical or diagonal lines shall win a regular prize award of thirty thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred ninety-seven will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per five million tickets sold in the following prize categories should be as follows:
(a) Twenty-five tickets winning thirty thousand dollars once on all twelve horizontal, vertical or diagonal lines to win thirty thousand dollars;
(b) Fifteen tickets winning three thousand dollars once on ten horizontal, vertical or diagonal lines to win three thousand dollars;
(c) Ten tickets winning one thousand dollars once on nine horizontal, vertical or diagonal lines to win one thousand dollars; and
(d) Forty tickets winning five hundred dollars once on eight horizontal, vertical or diagonal lines to win five hundred dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:
(a) One hundred tickets winning one hundred dollars once on seven horizontal, vertical or diagonal lines to win one hundred dollars;
(b) Twenty-five tickets winning fifty dollars once on six horizontal, vertical or diagonal lines to win fifty dollars;
(c) Twenty-five tickets revealing ten "Gold Coin" symbols for five dollars ten times to win fifty dollars;
(d) Fifty tickets winning twenty dollars once on five horizontal, vertical or diagonal lines and revealing six "Gold Coin" symbols for five dollars six times to win fifty dollars;
(e) Five hundred tickets winning twenty dollars once on five horizontal, vertical or diagonal lines to win twenty dollars;
(f) One thousand tickets winning ten dollars once on three horizontal, vertical or diagonal lines and revealing two "Gold Coin" symbols for five dollars two times to win twenty dollars;
(g) One thousand tickets revealing four "Gold Coin" symbols for five dollars four times to win twenty dollars;
(h) One thousand tickets revealing three "Gold Coin" symbols for five dollars three times to win fifteen dollars;
(i) Two thousand tickets winning ten dollars once on three horizontal, vertical or diagonal lines and revealing one "Gold Coin" symbol for five dollars once to win fifteen dollars;
(j) Two thousand tickets winning twelve dollars once on four horizontal, vertical or diagonal lines to win twelve dollars;
(k) Two thousand tickets winning ten dollars once on three horizontal, vertical or diagonal lines to win ten dollars;
(l) Two thousand tickets revealing two "Gold Coin" symbols for five dollars two times to win ten dollars;
(m) Four thousand tickets winning five dollars once on two horizontal, vertical or diagonal lines and revealing one "Gold Coin" symbol for five dollars once to win ten dollars;
(n) Three thousand five hundred tickets winning three dollars once on one horizontal, vertical or diagonal line and revealing one "Gold Coin" symbol for five dollars once to win eight dollars;
(o) Five thousand tickets revealing one "Gold Coin" symbol for five dollars once to win five dollars;
(p) Twelve thousand tickets winning five dollars once on two horizontal, vertical or diagonal lines to win five dollars; and
(q) Twelve thousand tickets winning three dollars once on one horizontal, vertical or diagonal line to win three dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule seven hundred ninety-seven shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred ninety-seven is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number seven hundred ninety-seven in which the ticket is sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred ninety-seven void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct in game rule seven hundred ninety-seven.
(1) The director shall conduct game rule number seven hundred ninety-seven and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred ninety-seven. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number seven hundred ninety-seven used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred ninety-seven and these elements may be given names or titles chosen by the commission.
