3770:1-9-800. Game rule number eight hundred
-
(A) Title and term. Ohio lottery commission game rule number eight hundred "Bingo Boxes" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred.
(B) General design.
(1) Game rule number eight hundred is an instant lottery game within which are contained four separate games referred to as "Card 1" through "Card 4." The player scratches off the covering over the "Caller's Card" to reveal twenty "Caller's Card" numbers, plus five "Bonus Numbers" for a total of twenty-five numbers. The player then scratches off the covering for all corresponding numbers contained on "Card 1" through "Card 4" on each ticket. Each "Card" shall contain twenty-three numbers with one "Free" spaces in the middle and one "Floating Free" space. Prizes may be won if the matched numbers revealed on any one "Card" form the following: a complete horizontal or vertical line of five matched spaces, four matched spaces and the "Free" space in the middle, four matched spaces and the "Floating Free" space or three matched spaces with the "Free" space in the middle and the "Floating Free" space; a diagonal line consisting of four matched spaces and the "Free" space in the middle or three matched spaces with the "Free" space in the middle and the "Floating Free" space; matching numbers in all four corners or matching numbers in three corners with the "Floating Free" space in the fourth corner; two complete diagonal lines forming an "X" including eight matched numbers and the "Free" space in the middle or seven matched numbers with the "Free" space in the middle and the "Floating Free" space; or forming the highlighted "box" pattern on "Card 1", "Card 2", "Card 3" or "Card 4" by matching four numbers or three numbers and the "Floating Free" space. A player may win up to four times on one ticket but may win only once per "Card."
(2) As used in this rule, "prize value" shall mean one of the following monetary figures as they appear for each separate card:
(a) "Card 1" - two dollars, ten dollars, twenty-five dollars, one hundred dollars;
(b) "Card 2" - two dollars, twenty dollars, fifty dollars, five hundred dollars;
(c) "Card 3" - five dollars, fifty dollars, one hundred dollars, one thousand dollars; and
(d) "Card 4" - ten dollars, one hundred dollars, five hundred dollars, ten thousand dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number eight hundred called a "regular prize award."
(2) As used in this rule, the only "prize awards" that can be won in game rule number eight hundred are: two dollars, four dollars, five dollars, seven dollars, nine dollars, ten dollars, fourteen dollars, nineteen dollars, twenty dollars, twenty-five dollars, twenty-seven dollars, forty-two dollars, fifty dollars, sixty-five dollars, one hundred dollars, one hundred twenty-five dollars, two hundred dollars, five hundred dollars, one thousand dollars and ten thousand dollars.
(3) Prize awards shall be distributed in game "Cards 1" through "Cards 4" as follows:
(a) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space or matching the "Caller's Card" to five spaces on "Card 1" for two dollars once shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space or matching the "Caller's Card" to five spaces on "Card 2" for two dollars once shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 1" for two dollars once and on "Card 2" for two dollars once shall win a regular prize award of four dollars;
(d) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once shall win a regular prize award of five dollars;
(e) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 1" for two dollars once and on "Card 3" for five dollars once shall win a regular prize award of seven dollars;
(f) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for two dollars once and on "Card 3" for five dollars once shall win a regular prize award of seven dollars;
(g) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 1" for two dollars once, on "Card 2" for two dollars once and on "Card 3" for five dollars once shall win a regular prize award of nine dollars;
(h) Holder of a valid winning ticket on which a box pattern is formed by matching the "Caller's Card" to the four highlighted spaces on "Card 1" for ten dollars once shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" free space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of ten dollars;
(j) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 1" for two dollars once, on "Card 2" for two dollars once and on "Card 4" for ten dollars once shall win a regular prize award of fourteen dollars;
(k) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 1" for two dollars once, on "Card 2" for two dollars once, on "Card 3" for five dollars once and on "Card 4" for ten dollars once shall win a regular prize award of nineteen dollars;
(l) Holder of a valid winning ticket on which a box pattern is formed by matching the "Caller's Card" to the four highlighted spaces on "Card 2" for twenty dollars once shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket on which a box pattern is formed by matching the "Caller's Card" to the four highlighted spaces on "Card 1" for ten dollars once and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 2" for twenty dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once shall win a regular prize award of twenty-five dollars;
(p) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for twenty-five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for two dollars once shall win a regular prize award of twenty-seven dollars;
(q) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for twenty-five dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 2" for two dollars once, on "Card 3" for five dollars once, and on "Card 4" for ten dollars once shall win a regular prize award of forty-two dollars;
(r) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for twenty-five dollars once, and on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 2" for twenty dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once shall win a regular prize award of fifty dollars;
(s) Holder of a valid winning ticket on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 3" for fifty dollars once shall win a regular prize award of fifty dollars;
(t) Holder of a valid winning ticket on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for fifty dollars once shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for fifty dollars once, and on which a horizontal, vertical or diagonal line is formed by matching the "Caller's Card" to four spaces and a "Free" space, or matching the "Caller's Card" to three spaces, a "Free" space and a "Floating Free" space, or matching the "Caller's Card" to five spaces on "Card 3" for five dollars once, and on "Card 4"for ten dollars once shall win a regular prize award of sixty-five dollars;
(v) Holder of a valid winning ticket on which the four corners of "Card 3" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once shall win a regular prize award of one hundred dollars;
(w) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space, or matching the "Caller's Card" to seven spaces, a "Free" space and a "Floating Free" space on "Card 1" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(x) Holder of a valid winning ticket on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for fifty dollars once, and on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 3" for fifty dollars once shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 4" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Caller's Card" to four spaces for twenty-five dollars once, and on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for fifty dollars once, and on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 3" for fifty dollars once shall win a regular prize award of one hundred twenty-five dollars;
(aa) Holder of a valid winning ticket on which the four corners of "Card 3" are matched by matching the "Caller's Card" to four spaces for one hundred dollars once, and on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 4" for one hundred once shall win a regular prize award of two hundred dollars;
(bb) Holder of a valid winning ticket on which the four corners of "Card 2" are matched by matching the "Caller's Card" to four spaces for fifty dollars once, and on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 3" for fifty dollars once, and on which a box pattern is formed by matching the "Caller's Card" to four highlighted spaces on "Card 4" for one hundred dollars once shall win a regular prize award of two hundred dollars;
(cc) Holder of a valid winning ticket on which the four corners of "Card 4" are matched by matching the "Caller's Card" to four spaces for five hundred once shall win a regular prize award of five hundred dollars;
(dd) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space, or matching the "Caller's Card" to seven spaces, a "Free" space and a "Floating Free" space on "Card 2" for five hundred once shall win a regular prize award of five hundred dollars;
(ee) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space, or matching the "Caller's Card" to seven spaces, a "Free" space and a "Floating Free" on "Card 2" for five hundred dollars once, and on which the four corners of "Card 4" are matched by matching the "Caller's Card" to four spaces for five hundred dollars once shall win a regular prize award of one thousand dollars;
(ff) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space, or matching the "Caller's Card" to seven spaces, a "Free" space and a "Floating Free" space on "Card 3" for one thousand dollars once shall win a regular prize award of one thousand dollars; and
(gg) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Caller's Card" to eight spaces and a "Free" space, or matching the "Caller's Card" to sevens spaces, a "Free" space and a "Floating Free" space on "Card 4" for ten thousand dollars once shall win a regular prize award of ten thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per ten million tickets sold in the following prize categories should be as follows:
(a) Twenty tickets winning ten thousand dollars once on "Card 4" to win ten thousand dollars;
(b) Fifteen tickets winning one thousand dollars once on "Card 3" to win one thousand dollars; and
(c) Fifteen tickets winning five hundred dollars once on "Card 2" and winning five hundred dollars once on "Card 4" to win one thousand dollars;
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:
(a) Five tickets winning five hundred dollars once on "Card 2" to win five hundred dollars;
(b) Five tickets winning five hundred dollars once on "Card 4" to win five hundred dollars;
(c) Seven tickets winning fifty dollars once on "Card 2," winning fifty dollars once on "Card 3" and winning one hundred dollars once on "Card 4" to win two hundred dollars;
(d) Eight tickets winning one hundred dollars once on "Card 3" and winning one hundred dollars once on "Card 4" to win two hundred dollars;
(e) Twelve tickets winning twenty-five dollars once on "Card 1," winning fifty dollars once on "Card 2" and winning fifty dollars once on "Card 3" to win one hundred twenty-five dollars;
(f) Ten tickets winning one hundred dollars once on "Card 4" to win one hundred dollars;
(g) Ten tickets winning fifty dollars once on "Card 2" and winning fifty dollars once on "Card 3" to win one hundred dollars;
(h) Fifteen tickets winning one hundred dollars once on "Card 1" to win one hundred dollars;
(i) Fifteen tickets winning one hundred dollars once on "Card 3" to win one hundred dollars;
(j) Seventy-five tickets winning fifty dollars once on "Card 2," winning five dollars once on "Card 3" and winning ten dollars once on "Card 4" to win sixty-five dollars;
(k) Seventy-five tickets winning fifty dollars once on "Card 2" to win fifty dollars;
(l) Seventy-five tickets winning fifty dollars once on "Card 3" to win fifty dollars;
(m) Seventy-five tickets winning twenty-five dollars once on "Card 1," winning twenty dollars once on "Card 2" and winning five dollars once on "Card 3" to win fifty dollars;
(n) One hundred fifty tickets winning twenty-five dollars once on "Card 1," winning two dollars once on "Card 2," winning five dollars once on "Card 3," and winning ten dollars once on "Card 4" to win forty-two dollars;
(o) One hundred fifty tickets winning twenty-five dollars once on "Card 1"and winning two dollars once on "Card 2" to win twenty-seven dollars;
(p) Eight hundred fifty tickets winning twenty dollars once on "Card 2" and winning five dollars once on "Card 3" to win twenty-five dollars;
(q) Eight hundred fifty tickets winning twenty-five dollars once on "Card 1" to win twenty-five dollars;
(r) One thousand two hundred fifty tickets winning ten dollars once on "Card 1" and winning ten dollars once on "Card 4" to win twenty dollars;
(s) One thousand two hundred fifty tickets winning twenty dollars once on "Card 2" to win twenty dollars;
(t) Two thousand five hundred tickets winning two dollars once on "Card 1," wining two dollars once on "Card 2," winning five dollars once on "Card 3" and winning ten dollars once on "Card 4" to win nineteen dollars;
(u) Five thousand tickets winning two dollars once on "Card 1," winning two dollars once on "Card 2" and winning ten dollars once on "Card 4" to win fourteen dollars;
(v) Two thousand five hundred tickets winning ten dollars once on "Card 4" to win ten dollars;
(w) Two thousand five hundred tickets winning ten dollars once on "Card 1" to win ten dollars;
(x) Five thousand tickets winning two dollars once on "Card 1," winning two dollars once on "Card 2" and winning five dollars once on "Card 3" to win nine dollars;
(y) Six thousand two hundred fifty tickets winning two dollars once on "Card 2" and winning five dollars once on "Card 3" to win seven dollars;
(z) Three thousand seven hundred fifty tickets winning two dollars once on "Card 1" and winning five dollars once on "Card 3" to win seven dollars;
(aa) Ten thousand tickets winning five dollars once on "Card 3" to win five dollars;
(bb) Sixteen thousand two hundred fifty tickets winning two dollars once on "Card 1" and winning two dollars once on "Card 2" to win four dollars;
(cc) Twenty-seven thousand five hundred tickets winning two dollars once on "Card 1" to win two dollars; and
(dd) Twenty-six thousand two hundred fifty tickets winning two dollars once on "Card 2" to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number eight hundred is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price
(J) Director's conduct of game rule number eight hundred.
(1) The director shall conduct game rule number eight hundred and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any promotions or drawings associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number eight hundred used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred and these elements may be given names or titles chosen by the commission.
