3770:1-9-806. Game rule number eight hundred six
-
(A) Title and term. Ohio lottery commission game rule number eight hundred six, "Cash In" shall be conducted at such times and for such periods as the commission may determine. For the purposes of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred six.
(B) General design.
(1) Game rule number eight hundred six is an instant lottery game within which are contained six separate games. The holder of a valid ticket is required to scratch off the covering of each game. Each game contains one "Lucky Number," three "Your Numbers" columns: column "1X," column "2X," and column "3X," and a corresponding prize. If "Your Number" in the "1X" column matches the "Lucky Number" in the same game, you win the corresponding prize. If "Your Number" in the "2X" column matches the "Lucky Number" in the same game, you win double the corresponding prize. If "Your Number" in the "3X" column matches the "Lucky Number" in the same game, you win triple the corresponding prize. If "Your Number" in any of the "1X" columns matches the "Lucky Number" and the winning prize revealed is the "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing for a chance to win one hundred fifty thousand dollars. There are six chances to win on each ticket, and a player may win up to six times on one ticket.
(2) The only "prize values" which shall appear on a ticket in game rule number eight hundred six: one dollar, two dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and one hundred fifty thousand dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred six shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule eight hundred six, a "regular prize award" and a "TPD" prize award.
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and one hundred fifty thousand dollars. Each ticket in game rule number eight hundred six shall be imprinted in such a way that prize awards from the set listed above may be won.
(3) Numbers, prize values and play symbols appearing on any ticket in game rule number eight hundred six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(a) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for one dollar tripled and in column "2X" for one dollar doubled shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for two dollars doubled and in column "1X" for one dollar once shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for five dollars once shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for five dollars doubled shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for one dollar tripled, in column "2X" for one dollar doubled and in column "1X" for two dollars two times and one dollar once shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for one dollar once and five dollars once, and in column "2X" for two dollars doubled shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for one dollar tripled, in column "2X" for two dollars doubled and in column "1X" for two dollars once and one dollar once shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for ten dollars once shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for five dollars tripled shall win a regular prize award of fifteen dollars;
(j) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for one dollar tripled, in column "2X" for five dollars doubled and in column "1X" for one dollar two times shall win a regular prize award of fifteen dollars;
(k) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for ten dollars once and for five dollars once shall win a regular prize award of fifteen dollars;
(l) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for fifteen dollars once shall win a regular prize award of fifteen dollars;
(m) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for five dollars four times shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for ten dollars doubled shall win a regular prize award of twenty dollars;
(o) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for two dollars tripled, in column "2X" for five dollars doubled and in column "1X" for two dollars two times shall win a regular prize award of twenty dollars;
(p) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for five dollars tripled and in column "1X" for five dollars once shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for twenty dollars once shall win a regular prize award of twenty dollars;
(r) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for ten dollars tripled, in column "2X" for five dollars doubled and in column "1X" for five dollars two times shall win a regular prize award of fifty dollars;
(s) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for ten dollars doubled and in column "1X" for ten dollars once and twenty dollars once shall win a regular prize award of fifty dollars;
(t) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for fifteen dollars tripled and in column "1X" for five dollars once shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for twenty dollars doubled and in column "1X" for five dollars two times shall win a regular prize award of fifty dollars;
(v) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for ten dollars five times shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for twenty dollars doubled and in column "1X" for ten dollars once shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for ten dollars tripled and in column "2X" for ten dollars doubled shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for fifty dollars once shall win a regular prize award of fifty dollars;
(z) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for twenty dollars five times shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(cc) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for twenty dollars tripled, in column "2X" for ten dollars doubled and in column "1X" for five dollars four times shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for ten dollars tripled, in column "2X" for ten dollars doubled and in column "1X" for twenty dollars two times and ten dollars once shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for ten dollars five times and for fifty dollars once shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for twenty dollars tripled and in column "1X" for ten dollars four times shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(hh) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for one hundred dollars five times shall win a regular prize award of five hundred dollars;
(ii) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for one hundred dollars tripled and in column "2X" for one hundred dollars doubled shall win a regular prize award of five hundred dollars;
(jj) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for five hundred dollars doubled shall win a regular prize award of one thousand dollars;
(kk) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for one thousand dollars once shall win a regular prize award of one thousand dollars;
(ll) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for one thousand dollars tripled and in column "2X" for one thousand dollars doubled shall win a regular prize award of five thousand dollars;
(mm) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for five thousand dollars once shall win a regular prize award of five thousand dollars;
(nn) Holder of a valid winning ticket on which the "TPD" symbol is revealed in any of the "Your Number" "1X" columns shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one hundred fifty thousand dollars;
(oo) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "2X" for five thousand dollars doubled shall win a regular prize award of ten thousand dollars;
(pp) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(qq) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for ten thousand dollars tripled and in column "2X" for ten thousand dollars doubled shall win a regular prize award of fifty thousand dollars;
(rr) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for fifty thousand dollars once shall win a regular prize award of fifty thousand dollars;
(ss) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "3X" for fifty thousand dollars tripled shall win a regular prize award of one hundred fifty thousand dollars; and
(tt) Holder of a valid winning ticket on which the "Lucky Number" matches "Your Number" in column "1X" for one hundred fifty thousand dollars once shall win a regular prize award of one hundred fifty thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per four million tickets sold in the following prize categories should be as follows:
(a) One ticket winning one hundred fifty thousand dollars once to win one hundred fifty thousand dollars;
(b) Two tickets winning fifty thousand dollars tripled to win one hundred fifty thousand dollars;
(c) One ticket winning fifty thousand dollars once to win fifty thousand dollars;
(d) Two tickets winning ten thousand dollars tripled and ten thousand dollars doubled to win fifty thousand dollars;
(e) Two tickets winning ten thousand dollars once to win ten thousand dollars;
(f) Two tickets winning five thousand dollars doubled to win ten thousand dollars;
(g) Twenty tickets revealing the "TPD" symbol to win five thousand five hundred dollars;
(h) Fifty tickets winning five thousand dollars once to win five thousand dollars;
(i) Fifty tickets winning one thousand dollars tripled and one thousand dollars doubled to win five thousand dollars;
(j) One hundred tickets winning one thousand dollars once to win one thousand dollars;
(k) One hundred tickets winning five hundred dollars doubled to win one thousand dollars;
(l) Three hundred tickets winning one hundred dollars tripled and one hundred dollars doubled to win five hundred dollars;
(m) Three hundred fifty tickets winning one hundred dollars five times to win five hundred dollars; and
(n) Three hundred fifty tickets winning five hundred dollars once to win five hundred dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:
(a) One hundred tickets winning twenty dollars tripled and ten dollars four times to win one hundred dollars;
(b) Fifty tickets winning ten dollars five times and fifty dollars once to win one hundred dollars;
(c) One hundred tickets winning ten dollars tripled, ten dollars doubled, twenty dollars two times and ten dollars once to win one hundred dollars;
(d) One hundred fifty tickets winning twenty dollars tripled, ten dollars doubled and five dollars four times to win one hundred dollars;
(e) One hundred tickets winning one hundred dollars once to win one hundred dollars;
(f) One hundred fifty tickets winning twenty dollars five times to win one hundred dollars;
(g) One hundred fifty tickets winning fifty dollars doubled to win one hundred dollars;
(h) One hundred tickets winning fifty dollars once to win fifty dollars;
(i) One hundred fifty tickets winning ten dollars tripled and ten dollars doubled to win fifty dollars;
(j) One hundred fifty tickets winning twenty dollars doubled and ten dollars once to win fifty dollars;
(k) One hundred fifty tickets winning ten dollars five times to win fifty dollars;
(l) One hundred eighty-four tickets winning twenty dollars doubled and five dollars two times to win fifty dollars;
(m) Two hundred tickets winning fifteen dollars tripled and five dollars once to win fifty dollars;
(n) Two hundred tickets winning ten dollars doubled, ten dollars once and twenty dollars once to win fifty dollars;
(o) Two hundred tickets winning ten dollars tripled, five dollars doubled and five dollars two times to win fifty dollars;
(p) One thousand tickets winning twenty dollars once to win twenty dollars;
(q) Two thousand tickets winning five dollars tripled and five dollars once to win twenty dollars;
(r) Two thousand tickets winning two dollars tripled, five dollars doubled and two dollars two times to win twenty dollars;
(s) Two thousand tickets winning ten dollars doubled to win twenty dollars;
(t) One thousand tickets winning five dollars four times to win twenty dollars;
(u) One thousand tickets winning fifteen dollars once to win fifteen dollars;
(v) One thousand tickets winning ten dollars once and five dollars once to win fifteen dollars;
(w) One thousand tickets winning one dollar tripled, five dollars doubled and one dollar two times to win fifteen dollars;
(x) One thousand tickets winning five dollars tripled to win fifteen dollars;
(y) Two thousand tickets winning ten dollars once to win ten dollars;
(z) Two thousand tickets winning one dollar tripled, two dollars doubled, two dollars once and one dollar once to win ten dollars;
(aa) Two thousand tickets winning one dollar once, two dollars doubled and five dollars once to win ten dollars;
(bb) Two thousand tickets winning one dollar tripled, one dollar doubled, two dollars two times and one dollar once to win ten dollars;
(cc) Two thousand tickets winning five dollars doubled to win ten dollars;
(dd) Four thousand tickets winning five dollars once to win five dollars;
(ee) Eight thousand tickets winning two dollars doubled and one dollar once to win five dollars; and
(ff) Twelve thousand tickets winning one dollar tripled and one dollar doubled to win five dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred six shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number eight hundred six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred six in which the ticket was sold.
(3) The Top Prize Drawing to award one grand prize of one hundred fifty thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing"Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing"Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of Tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number eight hundred six.
(1) The director shall conduct game rule number eight hundred six and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any promotions or drawings associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability
(2) Names and definitions of elements of game rule eight hundred six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred six and these elements may be given names or titles chosen by the commission.
