  • (A) Title and term. Ohio lottery commission game rule number eight hundred eighteen, "One For The Money, Two For The Dough," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred eighteen.

    (B) General design.

    (1) Game rule number eight hundred eighteen is an instant lottery game within which is contained two separate scratch-off games.

    (a) "Game 1" - The player reveals one "Winning Number," one "Bonus Box," four "Your Numbers" and four corresponding prize values. The player must match any one or more of "Your Numbers" to the "Winning Number" to win the corresponding prize value revealed beneath the matching "Your Number(s)." The player then removes the covering off the "Bonus Box" in "Game 1," if a "One" symbol is revealed in the "Bonus Box," the player wins ten dollars automatically.

    (b) "Game 2" - Game 2 consists of four "Rows": "Row 1," "Row 2," "Row 3," and "Row 4." Each "Row" consists of one "Your Number," one "Their Number" and one corresponding "Prize" value. If "Your Number" is higher than "Their Number" in the same "Row" across, the player wins the prize for that "Row." The player then removes the covering off the "Bonus Box" in "Game 2," if a "Two" symbol is revealed in the "Bonus Box," the player wins ten dollars automatically.

    (2) The only "prize values" which shall appear on a ticket in game rule number eight hundred eighteen are one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, one thousand dollars and ten thousand dollars.

    (C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred eighteen shall be two dollars.

    (D) Structure, nature and value of prize awards.

    (1) There shall be one type of prize in game rule number eight hundred eighteen called a "regular prize award."

    (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, three dollars, four dollars, five dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, one thousand dollars and ten thousand dollars.

    (3) Numbers, prize values and play symbols appearing on any ticket in game rule number eight hundred eighteen shall be concealed by an opaque covering or tab covering which may be scratched off or removed by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

    (a) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for one dollar two times shall win a regular prize award of two dollars;

    (b) Holder of a valid winning ticket on which one winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for two dollars once shall win a regular prize award of two dollars;

    (c) Holder of a valid winning ticket on which one winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for three dollars once shall win a regular prize award of three dollars;

    (d) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for two dollars once and for one dollar once shall win a regular prize award of three dollars;

    (e) Holder of a valid winning ticket on which three winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for one dollar three times shall win a regular prize award of three dollars;

    (f) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for two dollars two times shall win a regular prize award of four dollars;

    (g) Holder of a valid winning ticket on which four winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for one dollar four times shall win a regular prize award of four dollars;

    (h) Holder of a valid winning ticket on which one winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for four dollars once shall win a regular prize award of four dollars;

    (i) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for one dollar once and four dollars once shall win a regular prize award of five dollars;

    (j) Holder of a valid winning ticket on which three winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for two dollars two times and one dollar once shall win a regular prize award of five dollars;

    (k) Holder of a valid winning ticket on which five winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed one dollar five times shall win a regular prize award of five dollars;

    (l) Holder of a valid winning ticket on which one winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for five dollars once shall win a regular prize award of five dollars;

    (m) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for five dollars two times shall win a regular prize award of ten dollars;

    (n) Holder of a valid winning ticket on which a "One" symbol is revealed in the "Bonus Box" play area in "Game 1" for ten dollars once shall win a regular prize award of ten dollars;

    (o) Holder of a valid winning ticket on which eight winning combinations in "Game 1" and "Game 2" as set forth in (B)(1) are revealed for one dollar six times and two dollars two times shall win a regular prize award of ten dollars;

    (p) Holder of a valid winning ticket on which one winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for ten dollars once shall win a regular prize award of ten dollars;

    (q) Holder of a valid winning ticket on which a "Two" symbol is revealed in the "Bonus Box" play area in "Game 2" for ten dollars once shall win a regular prize award of ten dollars;

    (r) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for ten dollars two times shall win a regular prize award of twenty dollars;

    (s) Holder of a valid winning ticket on which eight winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for two dollars six times and four dollars two times shall win a regular prize award of twenty dollars;

    (t) Holder of a valid winning ticket on which four winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for five dollars four times shall win a regular prize award of twenty dollars;

    (u) Holder of a valid winning ticket on which a winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for twenty dollars once shall win a regular prize award of twenty dollars;

    (v) Holder of a valid winning ticket on which eight winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for five dollars six times, a "One" symbol is revealed in the "Bonus Box" play area in "Game 1" for ten dollars once and a "Two" symbol is revealed in the "Bonus Box" play area in "Game 2" for ten dollars once shall win a regular prize award of fifty dollars;

    (w) Holder of a valid winning ticket on which five winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for ten dollars four times and a "One" symbol is revealed in the "Bonus Box" play area in "Game 1" for ten dollars once shall win a regular prize award of fifty dollars;

    (x) Holder of a valid winning ticket on which five winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for ten dollars five times shall win a regular prize award of fifty dollars;

    (y) Holder of a valid winning ticket on which a winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for fifty dollars once shall win a regular prize award of fifty dollars;

    (z) Holder of a valid winning ticket on which all ten winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for ten dollars eight times, a "One" symbol is revealed in the "Bonus Box" play area in "Game 1" for ten dollars once and a "Two" symbol is revealed in "Game 2" for ten dollars once shall win a regular prize award of one hundred dollars;

    (aa) Holder of a valid winning ticket on which two winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for fifty dollars two times shall win a regular prize award of one hundred dollars;

    (bb) Holder of a valid winning ticket on which eight winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for twenty dollars three times, for ten dollars three times and for five dollars two times shall win a regular prize award of one hundred dollars;

    (cc) Holder of a valid winning ticket on which five winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for twenty dollars five times shall win a regular prize award of one hundred dollars;

    (dd) Holder of a valid winning ticket on which four winning combinations in "Game 1" and/or "Game 2" as set forth in (B)(1) are revealed for fifty dollars once, for twenty dollars two times and for ten dollars once shall win a regular prize award of one hundred dollars;

    (ee) Holder of a valid winning ticket on which a winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (ff) Holder of a valid winning ticket on which a winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for one thousand dollars once shall win a regular prize award of one thousand dollars; and

    (gg) Holder of a valid winning ticket on which a winning combination in "Game 1" or "Game 2" as set forth in (B)(1) is revealed for ten thousand dollars once shall win a regular prize award of ten thousand dollars.

    (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred eighteen will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:

    (a) Thirty tickets winning ten thousand dollars once in "Game 1" or "Game 2" to win ten thousand dollars; and

    (b) One hundred tickets winning one thousand dollars once in "Game 1" or "Game 2" to win one thousand dollars.

    (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a) Fifty tickets winning one hundred dollars once in "Game 1" or "Game 2" to win one hundred dollars;

    (b) Seventy-five tickets winning fifty dollars once, twenty dollars two times, and ten dollars once in "Game 1" and/or "Game 2" to win one hundred dollars;

    (c) Fifty tickets winning twenty dollars five times in "Game 1" and/or "Game 2" to win one hundred dollars;

    (d) Seventy-five tickets winning twenty dollars three times, ten dollars three times and five dollars two times in "Game 1" and/or "Game 2" to win one hundred dollars;

    (e) Fifty tickets winning fifty dollars two times in "Game 1" and/or "Game 2" to win one hundred dollars;

    (f) Seventy-five tickets winning ten dollars eight times, ten dollars once in the "Bonus Box" in "Game 1" and ten dollars once in the "Bonus Box" in "Game 2" to win one hundred dollars;

    (g) Fifty tickets winning fifty dollars once in ""Game 1" or "Game 2" to win fifty dollars;

    (h) One hundred fifty tickets winning ten dollars five times in "Game 1" and/or "Game 2" to win fifty dollars;

    (i) One hundred seventy-five tickets winning ten dollars four times in "Game 1" and/or "Game 2" and ten dollars once in the "Bonus Box" in "Game 1" to win fifty dollars;

    (j) One hundred seventy-five tickets winning five dollars six times in "Game 1" and/or "Game 2," ten dollars once in the "Bonus Box" in "Game 1" and ten dollars once in the "Bonus Box" in "Game 2" to win fifty dollars;

    (k) Five hundred tickets winning twenty dollars once in "Game 1" or "Game 2" to win twenty dollars;

    (l) Five hundred tickets winning five dollars four times in "Game 1" and/or "Game 2" to win twenty dollars;

    (m) Five hundred tickets winning two dollars six times and four dollars two times in "Game 1" and/or "Game 2" to win twenty dollars;

    (n) Five hundred tickets winning ten dollars two times in "Game 1" and/or "Game 2" to win twenty dollars;

    (o) Five hundred tickets winning ten dollars once in the "Bonus Box" in "Game 2" to win ten dollars;

    (p) Five hundred tickets winning ten dollars once in "Game 1" or "Game 2" to win ten dollars;

    (q) Five hundred tickets winning one dollar six times and two dollars two times in "Game 1" and/or "Game 2" to win ten dollars;

    (r) Five hundred tickets winning ten dollars once in the "Bonus Box" in "Game 1" to win ten dollars;

    (s) Five hundred tickets winning five dollars two times in "Game 1" and/or "Game 2" to win ten dollars;

    (t) Five hundred tickets winning five dollars once in "Game 1" or "Game 2" to win five dollars;

    (u) Five hundred tickets winning one dollar five times in "Game 1" and/or "Game 2" to win five dollars;

    (v) One thousand tickets winning two dollars two times and one dollar once in "Game 1" and/or "Game 2" to win five dollars;

    (w) One thousand tickets winning one dollar once and four dollars once in "Game 1" and/or "Game 2" to win five dollars;

    (x) Two thousand tickets winning four dollars once in "Game 1" or "Game 2" to win four dollars;

    (y) Four thousand tickets winning one dollar four times in "Game 1" and/or "Game 2" to win four dollars;

    (z) Four thousand tickets winning two dollars two times in "Game 1" and/or "Game 2" to win four dollars;

    (aa) Four thousand tickets winning one dollar three times in "Game 1" and/or "Game 2" to win three dollars;

    (bb) Four thousand tickets winning two dollars once and one dollar once in "Game 1" and/or "Game 2" to win three dollars;

    (cc) Two thousand tickets winning three dollars once in "Game 1" or "Game 2" to win three dollars;

    (dd) Eight thousand tickets winning two dollars once in "Game 1" or "Game 2" to win two dollars; and

    (ee) Eight thousand tickets winning one dollar two times in "Game 1" and/or "Game 2" to win two dollars.

    (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G) Frequency of prize drawings.

    (1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred eighteen shall be accomplished in a manner, which complies with the commission's rules and procedures.

    (2) When a ticket issued in game rule number eight hundred eighteen is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred eighteen in which the ticket was sold.

    (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I) Validity of tickets.

    (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred eighteen void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J) Director's conduct of game rule number eight hundred eighteen.

    (1) The director shall conduct game rule number eight hundred eighteen in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred eighteen. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2) Names and definitions of elements of game rule number eight hundred eighteen used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred eighteen and these elements may be given names or titles chosen by the commission.
