3770:1-9-824. Game rule number eight hundred twenty-four
-
(A) Title and term. Ohio lottery commission game rule number eight hundred twenty-four, "Wheel Of Fortune" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred twenty-four.
(B) General design.
(1) Game rule number eight hundred twenty-four is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal three "Wheel Letters," fifteen "Your Letters" and fifteen corresponding prize values. If any one or more of "Your Letters" match any of the "Wheel Letters," the player wins the corresponding prize value(s) shown below the matching "Your Letter(s)." If the player reveals a "Wheel" symbol in any of the "Your Letters" play spots, the player wins the corresponding prize value shown below the matching "Your Letters" automatically. If the player reveals a "2X" symbol, the player wins double the corresponding prize value automatically. If the player reveals a "5X" symbol, the player wins five times the corresponding prize value automatically. If the player reveals a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing for a chance to win one hundred thousand dollars. The Top Prize Drawing shall be conducted in accordance with Ohio Lottery rules and procedures established and approved by the director.
(3) The only "prize values" which shall appear on a ticket in game rule number eight hundred twenty-four are: one dollar, two dollars, three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars and one hundred thousand dollars. Prize values and play symbols appearing on any ticket in game rule number eight hundred twenty-four shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred twenty-four shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule eight hundred twenty-four, a "regular prize award" and a "TPD" prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, ten dollars, fifteen dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, five thousand five hundred dollars, ten thousand dollars and one hundred thousand dollars. Each ticket in game rule number eight hundred twenty-four shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for one dollar times five shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket on which one or more of "Winning Letters" are matched by five of "Your Letters" or a "Wheel" symbol is revealed in five of the "Your Letters" play spots, or any combination of five matched letters or "Wheel" symbols are revealed for one dollar shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket on which one or more of "Winning Letters" are matched by two of "Your Letters" or a "Wheel" symbol is revealed in two of the "Your Letters" play spots, or any combination of two matched letters or "Wheel" symbols are revealed for two dollars once and three dollars once shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for two dollars doubled and one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for one dollar shall win a regular prize award of five dollars;
(e) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for five dollars shall win a regular prize award of five dollars;
(f) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for five dollars doubled shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by four of "Your Letters" or a "Wheel" symbol is revealed in four of the "Your Letters" play spots, or any combination of four matched letters or "Wheel" symbols are revealed for one dollar once, two dollars two times and five dollars once shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for two dollars times five shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket on which a "2X" symbol is revealed in five of the "Your Letters" play spots for one dollar doubled shall win a regular prize award of ten dollars;
(j) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for one dollar shall win a regular prize award of ten dollars;
(k) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for ten dollars shall win a regular prize award of ten dollars;
(l) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by three of "Your Letters" or a "Wheel" symbol is revealed in three of the "Your Letters" play spots, or any combination of three matched letters or "Wheel" symbols are revealed for five dollars three times shall win a regular prize award of fifteen dollars;
(m) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by fifteen of "Your Letters" or a "Wheel" symbol is revealed in fifteen of the "Your Letters" play spots, or any combination of fifteen matched letters or "Wheel" symbols are revealed for one dollar shall win a regular prize award of fifteen dollars;
(n) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for three dollars times five shall win a regular prize award of fifteen dollars;
(o) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for fifteen dollars shall win a regular prize award of fifteen dollars;
(p) Holder of a valid winning ticket on which a "2X" symbol is revealed in ten of the "Your Letters" play spots for one dollar doubled shall win a regular prize award of twenty dollar;
(q) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for ten dollars doubled shall win a regular prize award of twenty dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by fifteen of "Your Letters" or a "Wheel" symbol is revealed in fifteen of the "Your Letters" play spots, or any combination of fifteen matched letters or "Wheel" symbols are revealed for one dollar ten times and two dollars five times shall win a regular prize award of twenty dollars;
(s) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for two dollars shall win a regular prize award of twenty dollars;
(t) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for two dollars times five, and one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for one dollar shall win a regular prize award of twenty dollars;
(u) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbols is revealed in one of the "Your Letters" play spots for twenty dollars once shall win a regular prize award of twenty dollars;
(v) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for five dollars doubled, and one or more of the "Winning Letters" are matched by eight of "Your Letters" or a "Wheel" symbol is revealed in eight of the "Your Letters" play spots, or any combination of eight matched letters or "Wheel" symbols are revealed for five dollars shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for ten dollars doubled, a "5X" symbol is revealed in one of the "Your Letters" play spots for five dollars and one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for five dollars shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for ten dollars times five shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for five dollars shall win a regular prize award of fifty dollars;
(z) Holder of a valid winning ticket on one or more of the "Winning Letters" are matched by fifteen of "Your Letters" or a "Wheel" symbol is revealed in fifteen of the "Your Letters" play spots, or any combination of fifteen matched letters or "Wheel" symbols are revealed for five dollars four times, twenty dollars once and ten dollars once shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket on which a "5X" symbol is revealed in five of the "Your Letters" play spots for two dollars shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by thirteen of "Your Letters" or a "Wheel" symbol is revealed in thirteen of the "Your Letters" play spots, or any combination of thirteen matched letters or "Wheel" symbols are revealed for five dollars eight times and two dollars five times shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for fifty dollars shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for one hundred dollars shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for twenty dollars shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by seven of "Your Letters" or a "Wheel" symbol is revealed in seven of the "Your Letters" play spots, or any combination of seven matched letters or "Wheel" symbols are revealed for five dollars four times, ten dollars once, twenty dollars once and fifty dollars once shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for five dollars doubled, and on which one or more of the "Winning Letters" are matched by thirteen of "Your Letters" or a "Wheel" symbol is revealed in thirteen of the "Your Letters" play spots, or any combination of thirteen matched letters or "Wheel" symbols are revealed for two dollars ten times, ten dollars two times and fifty dollars once shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which one of "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for five hundred dollars shall win a regular prize award of five hundred dollars;
(jj) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for one hundred dollars shall win a regular prize award of five hundred dollars,
(kk) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by fifteen of "Your Letters" or a "Wheel" symbol is revealed in fifteen of the "Your Letter" play spots, or any combination of fifteen matched letters or "Wheel" symbols are revealed for twenty dollars ten times, fifty dollars four times and one hundred dollars once shall win a regular prize award of five hundred dollars;
(ll) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for one hundred dollars shall win a regular prize award of one thousand dollars;
(mm) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for five hundred dollars doubled shall win a regular prize award of one thousand dollars;
(nn) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for one thousand dollars shall win a regular prize award of one thousand dollars;
(oo) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by four of "Your Letters" or a "Wheel" symbol is revealed in four of the "Your Letters" play spots, or any combination of four matched letters or "Wheel" symbols are revealed for five hundred dollars shall win a regular prize award of two thousand dollars;
(pp) Holder of a valid winning ticket on which a "2X" symbol is revealed in one of the "Your Letters" play spots for one thousand dollars doubled shall win a regular prize award of two thousand dollars;
(qq) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for two thousand dollars shall win a regular prize award of two thousand dollars;
(rr) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for five hundred dollars shall win a regular prize award of five thousand dollars;
(ss) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for five thousand dollars shall win a regular prize award of five thousand dollars;
(tt) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" to reveal a "TPD" symbol shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollars;
(uu) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Letters" play spots for two thousand dollars shall win a regular prize award of ten thousand dollars;
(vv) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for ten thousand dollars shall win a regular prize award of ten thousand dollars;
(ww) Holder of a valid winning ticket on which one or more of the "Winning Letters" are matched by ten of "Your Letters" or a "Wheel" symbol is revealed in ten of the "Your Letters" play spots, or any combination of ten matched letters or "Wheel" symbols are revealed for ten thousand dollars shall win a regular prize award of one hundred thousand dollars; and
(xx) Holder of a valid winning ticket on which one of the "Winning Letters" is matched by one of "Your Letters" or a "Wheel" symbol is revealed in one of the "Your Letters" play spots for one hundred thousand dollars shall win a regular prize award of one hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred twenty-four will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Two tickets winning one hundred thousand dollars once to win one hundred thousand dollars;
(b) Two tickets winning ten thousand dollars ten times to win one hundred thousand dollars;
(c) Five tickets winning ten thousand dollars once to win ten thousand dollars:
(d) Five tickets revealing a "5X" symbol for two thousand dollars to win ten thousand dollars;
(e) Thirty tickets revealing the "TPD" prize symbol to win a prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollars;
(f) Thirty tickets winning five thousand dollars once to win five thousand dollars;
(g) Thirty tickets winning five hundred dollars ten times to win five thousand dollars;
(h) Fifty tickets winning two thousand dollars once to win two thousand dollars;
(i) One hundred tickets revealing a "2X" symbol for one thousand dollars doubled to win two thousand dollars;
(j) Fifty tickets winning five hundred dollars four times to win two thousand dollars;
(k) Fifty tickets winning one thousand dollars once to win one thousand dollars;
(l) One hundred tickets revealing a "2X" symbol for five hundred dollars doubled to win one thousand dollars;
(m) Fifty tickets winning one hundred dollars ten times to win one thousand dollars;
(n) Two hundred tickets winning twenty dollars ten times, fifty dollars four times and one hundred dollars once to win five hundred dollars;
(o) Two hundred tickets revealing a "5X" symbol for one hundred dollars to win five hundred dollars; and
(p) Two hundred tickets winning five hundred dollars once to win five hundred dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:
(a) Two hundred fifty tickets winning two dollars ten times, ten dollars two times, fifty dollars once and revealing a "2X" symbol for five dollars doubled to win one hundred dollars;
(b) One hundred fifty tickets winning five dollars four times, ten dollars once, twenty dollars once and fifty dollars once to win one hundred dollars;
(c) Two hundred fifty tickets revealing a "5X" symbol for twenty dollars to win one hundred dollars;
(d) Two hundred fifty tickets revealing a "2X" symbol for fifty dollars doubled to win one hundred dollars;
(e) One hundred tickets winning one hundred dollars once to win one hundred dollars;
(f) Fifty-two tickets winning fifty dollars once to win fifty dollars;
(g) One hundred thirty-five tickets winning five dollars eight times and two dollars five times to win fifty dollars;
(h) Two hundred tickets revealing a "5X" symbol for two dollars times five to win fifty dollars;
(i) One hundred tickets winning five dollars four times, twenty dollars once and ten dollars once to win fifty dollars;
(j) One hundred fifty tickets winning five dollars ten times to win fifty dollars;
(k) Two hundred tickets revealing a "5X" symbol for ten dollars to win fifty dollars;
(l) Three hundred tickets revealing a "2X" symbol for ten dollars doubled, revealing a "5X" symbol for five dollars and winning five dollars once to win fifty dollars;
(m) Two hundred tickets revealing a "2X" symbol for five dollars doubled and winning five dollars eight times to win fifty dollars;
(n) One thousand tickets winning twenty dollars once to win twenty dollars;
(o) Two thousand tickets revealing a "5X" symbol for two dollars and winning one dollar ten times to win twenty dollars;
(p) One thousand tickets winning two dollars ten times to win twenty dollars;
(q) One thousand tickets winning one dollar ten times and two dollars five times to win twenty dollars;
(r) One thousand tickets revealing a "2X" symbol for ten dollars doubled to win twenty dollars;
(s) Two thousand tickets revealing a "2X" symbol for one dollar doubled ten times to win twenty dollars;
(t) One thousand tickets winning fifteen dollars once to win fifteen dollars;
(u) One thousand tickets revealing a "5X" symbol for three dollars to win fifteen dollars;
(v) One thousand tickets winning one dollar fifteen times to win fifteen dollars;
(w) One thousand tickets winning five dollars three times to win fifteen dollars;
(x) One thousand tickets winning ten dollars once to win ten dollars;
(y) Two thousand tickets winning one dollar ten times to win ten dollars;
(z) Two thousand tickets revealing a "2X" symbol for one dollar doubled five times to win ten dollars;
(aa) Two thousand tickets revealing a "5X" symbol for two dollars to win ten dollars;
(bb) One thousand tickets winning one dollar once, two dollars two times and five dollars once to win ten dollars;
(cc) Four thousand tickets revealing a "2X" symbol for five dollars doubled to win ten dollars;
(dd) Four thousand tickets winning five dollars once to win five dollars;
(ee) Four thousand tickets revealing a "2X" symbol for two dollars doubled and winning one dollar once to win five dollars;
(ff) Four thousand tickets winning two dollars once and three dollars once to win five dollars;
(gg) Four thousand tickets winning one dollar five times to win five dollars; and
(hh) Eight thousand tickets revealing a "5X" symbol for one dollar times five to win five dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred twenty-four shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number eight hundred twenty-four is sold or deemed sold in accordance with this rule and the covering material over any of the letters, prize values and play symbols has been removed, the holder shall be deemed to have drawn the letters, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred twenty-four in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred twenty-four void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(3) The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing"Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing"Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(J) Director's conduct of game rule number eight hundred twenty-four.
(1) The director shall conduct game rule number eight hundred twenty-four and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred twenty-four. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number eight hundred twenty-four used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred twenty-four and these elements may be given names or titles chosen by the commission.
