3770:1-9-834. Game rule number eight hundred thirty-four
-
(A) Title and term. Ohio lottery commission game rule number eight hundred thirty-four, "Holiday Treasures" shall be conducted at such times and for such periods as the commission may determine. For the purposes of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred thirty-four.
(B) General design.
(1) Game rule number eight hundred thirty-four is a key number match game with an instant win feature and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal five "Winning Numbers," twenty "Your Numbers," and twenty corresponding prize values. The player must match any one or more of "Your Numbers" to one or more of the "Winning Numbers" to win the corresponding prize value revealed beneath the matched "Your Numbers." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value revealed automatically. If the player reveals a "Gift" symbol in any of the "Your Numbers" play spots, the player wins $100 automatically. If the player reveals a "10X" symbol in any of the "Your Numbers" play spots, the player wins ten times the prize shown automatically. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing ("TPD") for a chance to win a top prize of five hundred thousand dollars before taxes. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are twenty chances to win on each ticket, and a player may win up to twenty times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule eight hundred thirty-four are five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars; thirty dollars, fifty dollars, one hundred dollars, two hundred dollars; five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and five hundred thousand dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred thirty-four shall be ten dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule eight hundred thirty-four, a "regular prize award" and a "TPD" prize award.
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, twenty-five dollars; thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and five hundred thousand dollars. Each ticket in game rule number eight hundred thirty-four shall be imprinted in such a way that prize awards from the set listed above may be won.
(3) Numbers, prize values and play symbols appearing on any ticket in game rule number eight hundred thirty-four shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten dollars shall win a regular prize award of ten dollars;
(b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars shall win a regular prize award of ten dollars;
(c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars once and five dollars once shall win a regular prize award of fifteen dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for five dollars shall win a regular prize award of fifteen dollars;
(e) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifteen dollars shall win a regular prize award of fifteen dollars;
(f) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars and one of "Your Numbers" for ten dollars shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for five dollars shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for fifteen dollars once and five dollars once shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched one of "Your Numbers" for twenty dollars shall win a regular prize award of twenty dollars;
(k) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars and one of "Your Numbers" for five dollars shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for fifteen dollars once and ten dollars once shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for five dollars shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for thirty dollars shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty-five dollars once and five dollars once shall win a regular prize award of thirty dollars;
(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty dollars once and ten dollars once shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for five dollars shall win a regular prize award of thirty dollars;
(t) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by one of "Your Numbers" for ten dollars and four of "Your Numbers" for five dollars shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for fifty dollars shall win a regular prize award of fifty dollars;
(v) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket on which one or more of "Winning Numbers" are matched by one of "Your Numbers" for twenty dollars and three of "Your Numbers" for ten dollars shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for twenty-five dollars once, twenty dollars once and five dollars once shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty-five dollars shall win a regular prize award of fifty dollars;
(z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for five dollars shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Winning Numbers" play spots for ten dollars times ten shall win a regular prize award of one hundred dollars;
(cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for ten dollars shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by one of "Your Numbers" for fifty dollars and two of "Your Numbers" for twenty-five dollars shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for fifty dollars once, twenty dollars once, ten dollars two times and five dollars two times shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for fifty dollars once, twenty-five dollars once, fifteen dollars once and ten dollars once shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for one hundred dollars shall win a regular prize award of two hundred dollars;
(hh) Holder of a valid winning ticket on which a "$10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten, and on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for twenty-five dollars once, fifteen dollars once, ten dollars once and fifty dollars two times shall win a regular prize award of two hundred dollars;
(ii) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars times ten shall win a regular prize award of two hundred dollars;
(jj) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for two hundred dollars shall win a regular prize award of two hundred dollars;
(kk) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times ten, and onwhich one or more of the "Winning Numbers" are matched by three of "Your Numbers" for fifty dollars once and twenty-five dollars two times shall win a regular prize award of two hundred dollars;
(ll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for one hundred dollars once and twenty-five dollars four times shall win a regular prize award of two hundred dollars;
(mm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five hundred dollars shall win a regular prize award of five hundred dollars;
(nn) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for one hundred dollars two times, fifty dollars once, thirty dollars two times, twenty-five dollars three times, twenty dollars three times, ten dollars two times and five dollars seven times shall win a regular prize award of five hundred dollars;
(oo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for one hundred dollars once and twenty-five dollars four times, and on which a "10X" symbol is revealed for thirty dollars times ten shall win a regular prize award of five hundred dollars;
(pp) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for one hundred dollars two times, twenty-five dollars once, fifteen dollars once and ten dollars once, and on which a "10X" symbol is revealed for twenty-five dollars times ten shall win a regular prize award of five hundred dollars;
(qq) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for one hundred dollars two times, fifty dollars four times and twenty-five dollars four times shall win a regular prize award of five hundred dollars;
(rr) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for one hundred dollars two times and twenty-five dollars two times, and on which a "10X" symbol is revealed for twenty-five dollars times ten shall win a regular prize award of five hundred dollars;
(ss) Holder of a valid winning ticket on which a "10X" symbol is revealed for fifty dollars times ten shall win a regular prize award of five hundred dollars;
(tt) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one thousand dollars shall win a regular prize award of one thousand dollars;
(uu) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all twenty of "Your Numbers" for two hundred dollars two times, one hundred dollars two times, fifty dollars four times, twenty dollars four times, ten dollars six times and thirty dollars two times shall win a regular prize award of one thousand dollars;
(vv) Holder of a valid winning ticket on which a "10X" symbol is revealed for one hundred dollars times ten shall win a regular prize award of one thousand dollars;
(ww) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seventeen of "Your Numbers" for five hundred dollars once, one hundred dollars two times, fifty dollars two times, thirty dollars once, twenty-five dollars two times, twenty dollars five times and five dollars four times shall win a regular prize award of one thousand dollars;
(xx) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for five hundred dollars once and fifty dollars once, and on which a "10X" symbol is revealed for twenty-five dollars times ten and a "10X" symbol is revealed for twenty dollars times ten shall win a regular prize award of one thousand dollars;
(yy) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five hundred dollars once and on which a "10X" symbol is revealed for fifty dollars times ten shall win a regular prize award of one thousand dollars;
(zz) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots and a "TPD" prizesymbol is revealed to win five thousand five hundred dollars and upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a top prize of five hundred thousand dollars before taxes;
(aaa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(bbb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eighteen of "Your Numbers" for one thousand dollars seven times, five hundred dollars once, two hundreddollars two times, one hundred dollars four times and fifty dollars four times, and on which a "10X" symbol is revealed for one hundred dollars times ten and a "10X" symbol is revealed for fifty dollars times ten shall win a regular prize award of ten thousand dollars;
(ccc) Holder of a valid winning ticket on which a "10X" symbol is revealed in two of the "Your Numbers" play spots for five hundred dollars times ten shall win a regular prize award of ten thousand dollars;
(ddd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" for one thousand dollars seven times, five hundred dollars five times, two hundred dollars two times and one hundred dollars once shall win a regular prize award of ten thousand dollars;
(eee) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty thousand dollars shall win a regular prize award of twenty thousand dollars;
(fff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" for one thousand dollars seven times and five hundred dollars two times, and on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars times ten and a "10X" symbol is revealed in one of the "Your Numbers" play spots for two hundred dollars times ten shallwin a regular prize award of twenty thousand dollars;
(ggg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten thousand dollars shall win a regular prize award of twenty thousand dollars; and
(hhh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five hundred thousand dollars shall win a regular prize award of five hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred thirty-four will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per three million five hundred thousand tickets sold in the following prize categories should be as follows:
(a) Two tickets matching numbers for five hundred thousand dollars once to win five hundred thousand dollars;
(b) Five tickets matching numbers for ten thousand dollars two times to win twenty thousand dollars;
(c) Five tickets revealing a "10X" symbol for one thousand dollars times ten, revealing a "10X" symbol for two hundred dollars times ten, matching numbers for one thousand dollars seven times and five hundred dollars two times to win twenty thousand dollars;
(d) Four tickets matching numbers for twenty thousand dollars once to win twenty thousand dollars;
(e) Seven tickets matching numbers for one thousand dollars seven times, five hundred dollars five times, two hundred dollars two times and onehundred dollars once to win ten thousand dollars;
(f) Seven tickets revealing a "10X" symbol two times for five hundred dollars to win ten thousand dollars;
(g) Seven tickets matching numbers for one thousand dollars seven times, five hundred dollars once, two hundred dollars two times, one hundred dollars four times, fifty dollars four times, revealing a "10X" symbol for one hundred dollars times ten and revealing a "10X" symbol for fifty dollars times ten to win ten thousand dollars;
(h) Four tickets matching numbers for ten thousand dollars once to win ten thousand dollars;
(i) Eighteen tickets matching numbers or revealing a "Star" symbol to reveal a "TPD" symbol to win five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a top prize of five hundred thousand dollars;
(j) One hundred seventy-five tickets matching numbers for five hundred dollars once and revealing a "10X" symbol for fifty dollars times ten to win one thousand dollars;
(k) One hundred seventy-five tickets matching numbers for five hundred dollars once and fifty dollars once, revealing a "10X" symbol for twenty-five dollars times ten and revealing a "10X" symbol for twenty dollars times ten to win one thousand dollars;
(l) One hundred seventy-five tickets matching numbers for five hundred dollars once, one hundred dollars two times, fifty dollars two times, thirty dollars once, twenty-five dollars two times, twenty dollars five times and five dollars four times to win one thousand dollars;
(m) One hundred seventy-five tickets revealing a "10X" symbol for one hundred dollars times ten to win one thousand dollars;
(n) One hundred seventy-five tickets matching numbers for two hundred dollars two times, one hundred dollars two times, fifty dollars four times, twenty dollars four times, ten dollars six times and thirty dollars two times to win one thousand dollars;
(o) One hundred seventy-five tickets matching numbers for one thousand dollars once to win one thousand dollars;
(p) One hundred seventy-five tickets revealing a "10X" symbol for fifty dollars times ten to win five hundred dollars;
(q) One hundred seventy-five tickets revealing a "10X" symbol for twenty-five dollars times ten, and matching numbers for one hundred dollars two times and twenty-five dollars two times to win five hundred dollars;
(r) Three hundred fifty tickets matching numbers for one hundred dollars two times, fifty dollars four times and twenty-five dollars four times to win five hundred dollars;
(s) Three hundred fifty tickets revealing a "10X" symbol for twenty-five dollars times ten, and matching numbers for one hundred dollars two times, twenty-five dollars once, fifteen dollars once and ten dollars once to win five hundred dollars;
(t) Three hundred fifty tickets matching numbers for one hundred dollars once and twenty-five dollars four times and revealing a "10X" symbol for thirty dollars times ten to win five hundred dollars;
(u) Three hundred fifty tickets matching numbers for one hundred dollars two times, fifty dollars once, thirty dollars two times, twenty-five dollars three times, twenty dollars three times, ten dollars two times and five dollars seven times to win to win five hundred dollars;
(v) Three hundred fifty tickets matching numbers for five hundred dollars once to win to win five hundred dollars;
(w) Seven hundred tickets matching numbers for one hundred dollars once and twenty-five dollars four times to win two hundred dollars;
(x) Seven hundred tickets revealing a "10X" symbol for ten dollars times ten and matching numbers for fifty dollars once and twenty-five dollars two times to win two hundred dollars
(y) Three hundred fifty tickets matching numbers for two hundred dollars once to win two hundred dollars;
(z) Seven hundred tickets revealing a "10X" symbol for twenty dollars times ten to win two hundred dollars;
(aa) Seven hundred tickets revealing a "10X" symbol for five dollars times ten and matching numbers for twenty-five dollars once, fifteen dollars once, ten dollars once and fifty dollars two times to win two hundred dollars;
(bb) Three hundred fifty tickets matching numbers for one hundred dollars two times to win two hundred dollars;
(cc) Three thousand five hundred tickets matching numbers for fifty dollars once, twenty-five dollars once, fifteen dollars once and ten dollars once to win one hundred dollars;
(dd) Three thousand five hundred tickets matching numbers for fifty dollars once, twenty dollars once, ten dollars two times and five dollars two times to win one hundred dollars;
(ee) Three thousand five hundred tickets matching numbers for fifty dollars once and twenty-five dollars two times to win one hundred dollars;
(ff) Seven thousand tickets matching numbers for ten dollars ten times to win one hundred dollars;
(gg) Seven thousand tickets revealing a "10X" symbol for ten dollars times ten to win one hundred dollars;
(hh) Ten thousand five hundred tickets matching numbers for one hundred dollars once to win one hundred dollars;
(ii) Eleven thousand nine hundred tickets matching numbers for five dollars ten times to win fifty dollars;
(jj) Nineteen thousand six hundred tickets matching numbers for twenty-five dollars two times to win fifty dollars;
(kk) Fourteen thousand tickets matching numbers for twenty-five dollars once, twenty dollars once and five dollars once to win fifty dollars;

(ggg) One hundred forty thousand tickets matching numbers for five dollars two times to win ten dollars; and
(hhh) One hundred forty thousand tickets matching numbers for ten dollars once to win ten dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred thirty-four shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number eight hundred thirty-four is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred thirty-four in which the ticket was sold.
(3) The Top Prize Drawing to award one prize of an "Annuity Prize Award" of fifty thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately five hundred thousand dollars before taxes in lieu of the "Annuity Prize Award" shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing"Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing"Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules
(I) Validity of Tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred thirty-four void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commissionrules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; orif the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number eight hundred thirty-four.
(1) The director shall conduct game rule number eight hundred thirty-four and any drawings or promotions associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any drawings or promotions associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred thirty-four. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule eight hundred thirty-four used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred thirty-four and these elements may be given names or titles chosen by the commission.
