3770:1-9-855. Game rule number eight hundred fifty-five
-
(A) Title and term. Ohio lottery commission game rule number eight hundred fifty-five, "Money Multiplier" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred fifty-five.
(B) General design.
(1) Game rule number eight hundred fifty-five is a key number match game with a "doubler" feature, and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal one "Your Lucky Number" and fifteen play areas. If the "Your Lucky Number" symbol is revealed in any game, win the prize shown for each "Your Lucky Number" symbol revealed in that game. Reveal a "Star" symbol in any game, win the prize shown for each "Star" symbol in that game. Reveal a "Double Dollar Sign" symbol, win double the prize shown for that game automatically.
(3) The only "prize values" which shall appear on a ticket in game rule number eight hundred fifty-five are: one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, thirty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars and twenty-five thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number eight hundred fifty-five shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred fifty-five shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number eight hundred fifty-five called a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, thirty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars and twenty-five thousand dollars. Each ticket in game rule number eight hundred fifty-five shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for one dollar doubled shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which two "Your Lucky Number" symbols or two "Star" symbols are revealed, or any combination of two "Your Lucky Number" symbols and "Star" symbols are revealed for one dollar shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for two dollars shall win a regular prize award of two dollars;
(d) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for two dollars doubled shall win a regular prize award of four dollars;
(e) Holder of a valid winning ticket on which two "Your Lucky Number" symbols or two "Star" symbols are revealed, or any combination of two "Your Lucky Number" symbols and "Star" symbols are revealed for two dollars shall win a regular prize award of four dollars;
(f) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for four dollars shall win a regular prize award of four dollars;
(g) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for two dollars, and two "Your Lucky Number" symbols or two "Star" symbols or any combination of two "Your Lucky Number" symbols and "Star" symbols are revealed for one dollar shall win a regular prize award of four dollars;
(h) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for two dollars doubled, and one "Your Lucky Number" symbol or one "Star" symbol is revealed for one dollar shall win a regular prize award of five dollars;
(i) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for five dollars shall win a regular prize award of five dollars;
(j) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for two dollars, and any combination of three "Your Lucky Number" symbols and "Star" symbols are revealed for one dollar shall win a regular prize award of five dollars;
(k) Holder of a valid winning ticket on which five "Your Lucky Number" symbols or five "Star" symbols, or any combination of five "Your Lucky Number" symbols or "Star" symbols are revealed for one dollar shall win a regular prize award of five dollars;
(l) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for ten dollars shall win a regular prize award of ten dollars;
(m) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for five dollars doubled shall win a regular prize award of ten dollars;
(n) Holder of a valid winning ticket on which ten "Your Lucky Number" symbols or ten "Star" symbols, or any combination of ten "Your Lucky Number" symbols or "Star" symbols are revealed for one dollar shall win a regular prize award of ten dollars;
(o) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for four dollars doubled, and one "Your Lucky Number" symbol or one "Star" symbol is revealed for two dollars shall win a regular prize award of ten dollars;
(p) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for fifteen dollars shall win a regular prize award of fifteen dollars;
(q) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for five dollars doubled, and one "Your Lucky Number" symbol or one "Star" symbol is revealed for five dollars shall win a regular prize award of fifteen dollars;
(r) Holder of a valid winning ticket on which four "Your Lucky Number" symbols or four "Star" symbols, or any combination of four "Your Lucky Number" symbols or "Star" symbols are revealed for four dollars two times, five dollars once and two dollars once shall win a regular prize award of fifteen dollars;
(s) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for twenty dollars shall win a regular prize award of twenty dollars;
(t) Holder of a valid winning ticket on which four "Your Lucky Number" symbols or four "Star" symbols, or any combination of four "Your Lucky Number" symbols or "Star" symbols are revealed for five dollars shall win a regular prize award of twenty dollars;
(u) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for ten dollars doubled shall win a regular prize award of twenty dollars;
(v) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for thirty dollars shall win a regular prize award of thirty dollars;
(w) Holder of a valid winning ticket on which fourteen "Your Lucky Number" symbols or fourteen "Star" symbols, or any combination of fourteen "Your Lucky Number" symbols or "Star" symbols are revealed for four dollars two times, three dollars three times, two dollars four times and one dollar five times shall win a regular prize award of thirty dollars;
(x) Holder of a valid winning ticket on which six "Your Lucky Number" symbols or six "Star" symbols, or any combination of six "Your Lucky Number" symbols or "Star" symbols are revealed for five dollars shall win a regular prize award of thirty dollars;
(y) Holder of a valid winning ticket on which eleven "Your Lucky Number" symbols or eleven "Star" symbols, or any combination of eleven "Your Lucky Number" symbols or "Star" symbols are revealed for four dollars four times and two dollars seven times shall win a regular prize award of thirty dollars;
(z) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for ten dollars doubled, and any combination of two "Your Lucky Number" symbols or "Star" symbols are revealed for five dollars shall win a regular prize award of thirty dollars;
(aa) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for fifteen dollars doubled shall win a regular prize award of thirty dollars;
(bb) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for fifty dollars shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which fourteen "Your Lucky Number" symbols or fourteen "Star" symbols, or any combination of fourteen "Your Lucky Number" symbols or "Star" symbols are revealed for four dollars two times, three dollars three times, two dollars four times and five dollars five times shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket on which thirteen "Your Lucky Number" symbols or thirteen "Star" symbols, or any combination of thirteen "Your Lucky Number" symbols or "Star" symbols are revealed for five dollars eight times and two dollars five times shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which five "Your Lucky Number" symbols or five "Star" symbols, or any combination of five "Your Lucky Number" symbols or "Star" symbols are revealed for ten dollars shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for twenty dollars doubled, and one "Your Lucky Number" symbol or one "Star" symbol is revealed for ten dollars shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for one hundred dollars shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which eleven "Your Lucky Number" symbols or eleven "Star" symbols, or any combination of eleven "Your Lucky Number" symbols or "Star" symbols are revealed for ten dollars nine times and five dollars two times shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for twenty dollars doubled, and any combination of three "Your Lucky Number" symbols or "Star" symbols are revealed for twenty dollars shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for fifty dollars doubled shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for five hundred dollars shall win a regular prize award of five hundred dollars;
(ll) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for one hundred dollars doubled, and any combination of six "Your Lucky Number" symbols or "Star" symbols are revealed for fifty dollars shall win a regular prize award of five hundred dollars;
(mm) Holder of a valid winning ticket on which fifteen "Your Lucky Number" symbols or fifteen "Star" symbols, or any combination of fifteen "Your Lucky Number" symbols or "Star" symbols are revealed for fifty dollars once, one hundred dollars two times, ten dollars three times, thirty dollars four times and twenty dollars five times shall win a regular prize award of five hundred dollars;
(nn) Holder of a valid winning ticket on which five "Your Lucky Number" symbols or five "Star" symbols, or any combination of five "Your Lucky Number" symbols or "Star" symbols are revealed for one hundred dollars shall win a regular prize award of five hundred dollars;
(oo) Holder of a valid winning ticket on which fifteen "Your Lucky Number" symbols or fifteen "Star" symbols, or any combination of fifteen "Your Lucky Number" symbols or "Star" symbols are revealed for one hundred dollars once, twenty dollars two times, fifty dollars three times, fifteen dollars four times and thirty dollars five times shall win a regular prize award of five hundred dollars;
(pp) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for one thousand dollars shall win a regular prize award of one thousand dollars;
(qq) Holder of a valid winning ticket on which a "Double Dollar Sign" symbol is revealed for five hundred dollars doubled shall win a regular prize award of one thousand dollars;
(rr) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for five thousand dollars shall win a regular prize award of five thousand dollars;
(ss) Holder of a valid winning ticket on which five "Your Lucky Number" symbols or five "Star" symbols, or any combination of five "Your Lucky Number" symbols or "Star" symbols are revealed for one thousand dollars shall win a regular prize award of five thousand dollars;
(tt) Holder of a valid winning ticket on which five "Your Lucky Number" symbols or five "Star" symbols, or any combination of five "Your Lucky Number" symbols or "Star" symbols are revealed for five thousand dollars shall win a regular prize award of twenty-five thousand dollars; and
(uu) Holder of a valid winning ticket on which one "Your Lucky Number" symbol or one "Star" symbol is revealed for twenty-five thousand dollars shall win a regular prize award of twenty-five thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred fifty-five will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance;
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Twelve tickets for twenty-five thousand dollars once to win twenty-five thousand dollars;
(b) Twelve tickets for five thousand dollars five times to win twenty-five thousand dollars;
(c) Ten tickets for one thousand dollars five times to win five thousand dollars;
(d) Ten tickets for five thousand dollars once to win five thousand dollars;
(e) Fifteen tickets for five hundred dollars doubled to win one thousand dollars;
(f) Fifteen tickets for one thousand dollars once to win one thousand dollars;
(g) Eighty tickets for one hundred dollars once, twenty dollars two times, fifty dollars three times, fifteen dollars four times and thirty dollars five times to win five hundred dollars;
(h) Sixty tickets for one hundred dollars five times to win five hundred dollars;
(i) Eighty tickets for fifty dollars once, one hundred dollars two times, ten dollars three times, thirty dollars four times and twenty dollars five times to win five hundred dollars;
(j) Eighty tickets for one hundred dollars doubled and fifty dollars six times to win five hundred dollars;
(k) Sixty tickets for five hundred dollars once to win five hundred dollars;
(l) One thousand tickets for fifty dollars doubled to win one hundred dollars;
(m) One thousand tickets for twenty dollars doubled and twenty dollars three times to win one hundred dollars;
(n) One thousand tickets for ten dollars nine times and five dollars two times to win one hundred dollars;
(o) One thousand tickets matching numbers for one hundred dollars once to win one hundred dollars;
(p) One thousand tickets for twenty dollars doubled and ten dollars once to win fifty dollars;
(q) One thousand tickets for ten dollars five times to win fifty dollars;
(r) One thousand tickets for five dollars eight times and two dollars five times to win fifty dollars;
(s) One thousand five hundred tickets for four dollars two times, three dollars three times, two dollars four times and five dollars five times to win fifty dollars;
(t) Five hundred tickets matching numbers for fifty dollars once to win fifty dollars;
(u) Four thousand tickets for fifteen dollars doubled to win thirty dollars;
(v) Four thousand tickets matching numbers for ten dollars doubled and five dollars two times to win thirty dollars;
(w) Three thousand five hundred tickets for four dollars four times and two dollars seven times to win thirty dollars;
(x) Three thousand five hundred tickets for five dollars six times to win thirty dollars;
(y) Four thousand tickets for four dollars two times, three dollars three times, two dollars four times and one dollar five times to win thirty dollars;
(z) Two thousand tickets for thirty dollars once to win thirty dollars;
(aa) Fifteen thousand tickets for ten dollars doubled to win twenty dollars;
(bb) Fifteen thousand tickets for five dollars four times to win twenty dollars;
(cc) Fifteen thousand tickets for twenty dollars once to win twenty dollars;
(dd) Fifteen thousand tickets for four dollars two times and five dollars once and two dollars once to win fifteen dollars;
(ee) Fifteen thousand tickets for five dollars doubled and five dollars once to win fifteen dollars;
(ff) Fifteen thousand tickets for fifteen dollars once to win fifteen dollars;
(gg) Fifteen thousand tickets for four dollars doubled and two dollars once to win ten dollars;
(hh) Fifteen thousand tickets for one dollar ten times to win ten dollars;
(ii) Fifteen thousand tickets for five dollars doubled to win ten dollars;
(jj) Fifteen thousand tickets for ten dollars once to win ten dollars;
(kk) Forty-five thousand tickets for one dollar five times to win five dollars;
(ll) Forty-five thousand tickets for two dollars once and one dollar three times to win five dollars;
(mm) Forty-five thousand tickets for five dollars once to win five dollars;
(nn) Ninety thousand tickets for two dollars doubled and one dollar once to win five dollars;
(oo) Sixty thousand tickets for two dollars once and one dollar two times to win four dollars;
(pp) Sixty thousand tickets for four dollars once to win four dollars;
(qq) Sixty thousand tickets for two dollars two times to win four dollars;
(rr) Ninety thousand tickets for two dollars doubled to win four dollars;
(ss) One hundred thirty-five thousand tickets for two dollars once to win two dollars;
(tt) Two hundred ten thousand tickets for one dollar two times to win two dollars; and
(uu) Two hundred eighty-five thousand tickets for one dollar doubled to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred fifty-five shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number eight hundred fifty-five is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred fifty-five in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule eight hundred fifty-five void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconsonstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number eight hundred fifty-five.
(1) The director shall conduct game rule number eight hundred fifty-five and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any promotions or drawings associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred fifty-five. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number eight hundred fifty-five used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred fifty-five and these elements may be given names or titles chosen by the commission.
