3770:1-9-861. Game rule number eight hundred sixty-one
-
(A) Title and term. Ohio lottery commission game rule number eight hundred sixty-one "Blackout Bingo" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred sixty-one.
(B) General design.
(1) Game rule number eight hundred sixty-one is an instant lottery game within which are contained eight separate games referred to as "Card 1" through "Card 8" with a "Prize Multiplier" play spot on the ticket. The player scratches off the covering over the "Caller's Card" to reveal thirty-two bingo numbers, plus "5 Bonus Numbers" for a total of thirty-seven bingo numbers. The Player then scratches off the covering for all corresponding numbers contained on "Card 1" through "Card 8" on each ticket. Each "Card" shall contain twenty-four numbers with a "Free" space in the middle. Prizes may be won if the matched numbers revealed on any one "Card" form the following: a complete horizontal or vertical line of five matched spaces or four matched spaces and the "Free" space in the middle; a diagonal line of four matched spaces and the "Free" space in the middle; matching numbers in all four corners; and matching all twenty-four numbers with the "Free" space in the middle creating a "Blackout." The prizes available are printed above each "Card." The player then scratches the "Prize Multiplier" play area to reveal a multiplying number which may include the number "1," "2," "3," "4," "5," "6," "8," or "10," or the "TPD" prize symbol. The player will multiply the total prize amount won in the main play area by the "Prize Multiplier" number revealed to determine the total prize award. If the player reveals a 'TPD" prize symbol in the "Prize Multiplier" play area, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") for a chance to win a one hundred thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. A player may win up to eight times on one ticket but may win only once per "Card."
(2) As used in this rule, "prize value" shall mean one of the following monetary figures as they appear for each separate card:
(a) "Card 1" - five dollars, twenty dollars and one hundred dollars;
(b) "Card 2" - five dollars, fifty dollars and one hundred dollars;
(c) "Card 3" - ten dollars, fifty dollars and two hundred dollars;
(d) "Card 4" - ten dollars, seventy-five dollars and five hundred dollars;
(e) "Card 5" - twenty dollars, one hundred dollars and one thousand five hundred dollars;
(f) "Card 6" - twenty dollars, one hundred dollars and ten thousand dollars;
(g) "Card 7" - fifty dollars, five hundred dollars and fifty thousand dollars;
(h) "Card 8" - fifty dollars, five hundred dollars and one hundred thousand dollars; and
(i) "Prize Multiplier" - the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred sixty-one shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule number eight hundred sixty-one, a "regular prize award" and a "TPD" prize award. A player may win up to eight times on one ticket but may win only once per "Card."
(2) As used in this rule, the only "prize awards" that can be won in game rule number eight hundred sixty-one are: five dollars, ten dollars, twenty dollars, thirty dollars, forty dollars, fifty dollars, seventy-five dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand five hundred dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars, and one hundred thousand dollars. Each separate "Card," 1 through 8, and the "Prize Multiplier" play areas, in instant game rule number eight hundred sixty-one shall be imprinted in such a way that prize awards from the set listed above may be won.
(3) Prize awards shall be distributed as follows:
(a) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of ten dollars;
(d) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 5" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2" and a multiplying number of four is revealed in the "Prize Multiplier" play area shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of twenty dollars;
(k) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of twenty dollars;
(l) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2" and a multiplying number of three is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(n) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of 3 is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(o) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1," ten dollars on a horizontal, vertical or diagonal line in "Card 3" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1" and a multiplying number of six is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(q) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1," ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(t) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3," twenty dollars on a horizontal, vertical or diagonal line in "Card 5" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 5" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(v) Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 5" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(w) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of four is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(x) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(y) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2" and a multiplying number of eight is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(z) Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 5," twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(aa) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2" and a multiplying number of four is revealed in the "Prize Multiplier" play area shall win a regular prize award of forty dollars;
(bb) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 3," twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" shall win a regular prize award of forty dollars;
(cc) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1" and a multiplying number of ten is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty dollars;
(dd) Holder of a valid winning ticket winning fifty dollars on a horizontal, vertical or diagonal line in "Card 7" and a multiplying number of one is revealed in the "Prize Multiplier" shall win a regular prize of fifty dollars;
(ee) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 5, and a multiplying number of one is revealed in the "Prize Multiplier" shall win a regular prize of fifty dollars;
(ff) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2" and a and a multiplying number of five is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket winning fifty dollars on a horizontal, vertical or diagonal line in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" shall win a regular prize award of fifty dollars;
(hh) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of five is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty dollars;
(ii) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty dollars;
(jj) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 3" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty dollars;
(kk) Holder of a valid winning ticket winning seventy-five dollars on four corners in "Card 4" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of seventy-five dollars;
(ll) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of three is revealed in the "Prize Multiplier" play area shall win a regular prize award of seventy-five dollars;
(mm) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2," fifty dollars on a horizontal, vertical or diagonal line in "Card 7" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of seventy-five dollars;
(nn) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4," fifty dollars on a horizontal, vertical or diagonal line in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" shall win a regular prize of seventy-five dollars;
(oo) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of three is revealed in the "Prize Multiplier" play area shall win a regular prize award of seventy-five dollars;
(pp) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2," twenty dollars on a horizontal, vertical or diagonal line in "Card 6," fifty dollars on a horizontal, vertical or diagonal line in "Card 8" and a multiplying number of one in the "Prize Multiplier" play area shall win a regular prize award of seventy-five dollars;
(qq) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 1" and a multiplying number of one in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(rr) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 6," fifty dollars on a horizontal vertical or diagonal line in "Card 7" and a multiplying number of one in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(ss) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" and a multiplying number of ten is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(tt) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 2" and a multiplying number of one in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(uu) Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of five is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(vv) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1, five dollars on a horizontal, vertical or diagonal line in "Card 2," ten dollars on a horizontal, vertical or diagonal line in "Card 3" and a multiplying number of five is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(ww) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 5" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(xx) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(yy) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred dollars;
(zz) Holder of a valid winning ticket winning two hundred dollars on a "Blackout" in "Card 3" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of two hundred dollars;
(aaa) Holder of a winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," seventy-five dollars on four corners in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of two hundred dollars;
(bbb) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 5," one hundred dollars on four corners in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of two hundred dollars;
(ccc) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 5" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of two hundred dollars;
(ddd) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1," one hundred dollars on a "Blackout" in "Card 2," seventy-five dollars on four corners in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 5" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of two hundred dollars;
(eee) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 5," fifty dollars on a horizontal, vertical or diagonal line in "Card 7," fifty dollars on a horizontal, vertical or diagonal line in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of two hundred dollars;
(fff) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 1," fifty dollars on four corners in "Card 2," fifty dollars on four corners in "Card 3," one hundred dollars on four corners in "Card 5," one hundred dollars on four corners in "Card 6," fifty dollars on a horizontal, vertical or diagonal line in "Card 7," fifty dollars on a horizontal, vertical or diagonal line in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(ggg) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 6" and a multiplying number of five is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(hhh) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 1," fifty dollars on four corners in "Card 2," two hundred dollars on a "Blackout" in "Card 3," ten dollars on a horizontal, vertical or diagonal line in "Card 4," twenty dollars on a horizontal, vertical or diagonal line in "Card 5," twenty dollars on a horizontal, vertical or diagonal line in "Card 6," fifty dollars on a horizontal, vertical or diagonal line in "Card 7," fifty dollars on a horizontal, vertical or diagonal line in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(iii) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 1," fifty dollars on four corners in "Card 3," one hundred on four corners on "Card 6" and a multiplying number of two is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(jjj) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2" and a multiplying number of ten is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(kkk) Holder of a valid winning ticket winning five hundred dollars on a "Blackout" in "Card 4" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize of five hundred dollars;
(lll) Holder of a valid winning ticket winning five hundred on four corners in "Card 7" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(mmm) Holder of a valid winning ticket winning five hundred dollars on four corners in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of five hundred dollars;
(nnn) Holder of a valid winning ticket winning one thousand five hundred dollars on a "Blackout" in "Card 5" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of one thousand five hundred dollars;
(ooo) Holder of a valid winning ticket winning five hundred dollars on four corners in "Card 7" and a multiplying number of three is revealed in the "Prize Multiplier" play area shall win a regular prize of one thousand five hundred dollars;
(ppp) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 1," ten dollars on a horizontal, vertical or diagonal line in "Card 3," twenty dollars on a horizontal, vertical or diagonal line in "Card 5," twenty dollars on a horizontal, vertical or diagonal line in "Card 6" and a multiplying number of ten is revealed in the "Prize Multiplier" play area shall win a regular prize award of one thousand five hundred dollars;
(qqq) Holder of a valid winning ticket winning one hundred dollars on a "Blackout" in "Card 1," one hundred dollars on a "Blackout" in "Card 2," fifty dollars on four corners in "Card 3," five hundred dollars on a "Blackout" in "Card 4," one hundred dollars on four corners in "Card 5," one hundred on four corners in "Card 6," fifty dollars on a horizontal, vertical or diagonal line in "Card 7," five hundred dollars on four corners in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of one thousand five hundred dollars;
(rrr) Holder of a valid winning ticket on which a "TPD" is revealed in the "Prize Multiplier" play area shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of one hundred thousand dollars;
(sss) Holder of a winning ticket winning five hundred dollars on four corners in "Card 7," five hundred dollars on four corners in "Card 8" and a multiplying number of ten is revealed in the "Prize Multiplier" play area shall win a regular prize award of ten thousand dollars;
(ttt) Holder of a valid winning ticket winning ten thousand dollars on a "Blackout" in "Card 6" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of ten thousand dollars;
(uuu) Holder of a valid winning ticket winning ten thousand dollars on a "Blackout" in "Card 6" and a multiplying number of five is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty thousand dollars;
(vvv) Holder of a valid winning ticket winning fifty thousand dollars on a "Blackout" in "Card 7" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of fifty thousand dollars;
(www) Holder of a valid winning ticket winning ten thousand dollars on a "Blackout" in "Card 6" and a multiplying number of ten is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred thousand dollars;
(xxx) Holder of a valid winning ticket winning one hundred thousand dollars on a "Blackout" in "Card 8" and a multiplying number of one is revealed in the "Prize Multiplier" play area shall win a regular prize award of one hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred sixty-one will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Two tickets winning one hundred thousand dollars in "Card 8" and revealing the multiplying number of one to win one hundred thousand dollars;
(b) Two tickets winning ten thousand dollars in "Card 6" and revealing the multiplying number of ten to win one hundred thousand dollars;
(c) Three tickets winning fifty thousand dollars in "Card 7" and revealing the multiplying number of one to win fifty thousand dollars;

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings. When a ticket issued in game rule number eight hundred sixty-one is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred sixty-one in which the ticket was sold.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred sixty-one shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) Random imprinting of prize awards on all tickets issued in game rule number eight hundred sixty-one shall be accomplished in a manner, which complies with the commission's rules and procedures.
(3) The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing"Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing"Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred sixty-one void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price
(J) Director's conduct of game rule number eight hundred sixty-one.
(1) The director shall conduct game rule number eight hundred sixty-one and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any promotions or drawings associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred sixty-one. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number eight hundred sixty-one used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred sixty-one and these elements may be given names or titles chosen by the commission.
