3770:1-9-896. Game rule number eight hundred ninety-six
-
(A) Title and term. Ohio lottery commission game rule number eight hundred ninety-six, "Stocking Stuffer," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred ninety-six.
(B) General design.
(1) Game rule number eight hundred ninety-six is an instant lottery game within which is contained four separate scratch-off games referred to as "Game 1" through "Game 4."
(a) "Game 1" is a key symbol match game. The player will scratch off the covering to reveal three symbols. If the player reveals two identical symbols out of three symbols, the player wins twenty-five dollars automatically. If the player reveals all three identical symbols, the player wins fifty dollars automatically.
(b) "Game 2" is a key symbol match game. The player will scratch off the covering to reveal three symbols. If the player reveals two identical symbols out of three symbols, the player wins fifty dollars automatically. If the player reveals all three identical symbols, the player wins one hundred dollars automatically.
(c) "Game 3" is a match three of six lottery game with a "doubler" feature. If the player matches three identical prize values, the player wins that prize amount automatically. If the player matches two like prize amounts and also reveals a "Stocking" symbol, the player wins double the prize amount shown.
(d) "Game 4" is a key number match game. The holders of valid tickets will remove the covering to reveal four "Winning Numbers," twelve "Your Numbers" and twelve corresponding prize amounts. If any one more of the "Your Numbers" match any of the "Winning Numbers", the player wins the prize shown below the matching "Your Numbers." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value shown automatically. If the player reveals a "5X" symbol in any of the "Your Numbers" play spots, the player wins five times the corresponding prize amount. If the player reveals a "10X" symbol in any of the "Your Numbers" play spots, the player wins ten times the corresponding prize amount. If the player reveals a "Gift" symbol in any of the "Your Numbers" play spots, the player wins all twelve prizes shown.
(2) The only "prize values" which shall appear on a ticket in game rule number eight hundred ninety-six are: one dollar, two dollars, three dollars, four dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars, one hundred thousand dollars and five hundred thousand dollars. Prize values appearing on any ticket in game rule number eight hundred ninety-six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred ninety-six shall be ten dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule eight hundred ninety-six, a "regular prize award" and a "TPD" prize award.
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, five thousand five hundred dollars, ten thousand dollars, fifty thousand dollars, one hundred thousand dollars and five hundred thousand dollars. Each ticket in game rule number eight hundred ninety-six shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket matching three identical prize amounts for ten dollars once in "Game 3" shall win a regular prize award of ten dollars;
(b) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars in "Game 4" shall win a regular prize award of ten dollars;
(c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of ten dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for one dollar in "Game 4" shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for one dollar times ten in "Game 4" shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play spots for two dollars times five in "Game 4" shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for five dollars, and on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars in "Game 4" shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket matching three identical prize amounts for fifteen dollars once in "Game 3" shall win a regular prize award of fifteen dollars;
(i) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play spots for three dollars times five in "Game 4" shall win a regular prize award of fifteen dollars;
(j) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for ten dollars, and on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars in "Game 4" shall win a regular prize award of fifteen dollars;
(k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of fifteen dollars;
(l) Holder of a valid winning ticket on which three identical prize amounts are revealed for twenty dollars in "Game 3" shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars in "Game 4" shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket on which two identical prize amounts and a "Stocking" symbol is revealed in "Game 3" for five dollars doubled, and one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars in "Game 4" shall win a regular prize award of twenty dollars;
(o) Holder of a valid winning ticket on which a "Gift" symbol is revealed in one of the "Your Numbers" play spots for all twelve prizes in "Game 4" for one dollar ten times and five dollars two times shall win a regular prize award of twenty dollars;
(p) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for two dollars times ten in "Game 4" shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play spots for four dollars times five in "Game 4" shall win a regular prize award of twenty dollars;
(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for two dollars times ten in "Game 4" shall win a regular prize award of twenty dollars;
(s) Holder of a valid winning ticket on which two identical prize amounts and a "Stocking" symbol is revealed for ten dollars doubled in "Game 3" shall win a regular prize award of twenty dollars;
(t) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for five dollars, and one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of twenty dollars;
(u) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for ten dollars, and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of twenty dollars;
(v) Holder of a valid winning ticket on which two identical symbols are revealed in "Game 1" for twenty-five dollars shall win a regular prize award of twenty-five dollars;
(w) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for five dollars, and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for ten dollars shall win a regular prize award of twenty-five dollars;
(x) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for five dollars, and on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination thereof, for five dollars shall win a regular prize award of twenty-five dollars;
(y) Holder of a valid winning ticket on which a "Gift" symbol is revealed in one of the "Your Numbers" play spots for all twelve prizes in "Game 4" for two dollars eleven times and three dollars once shall win a regular prize award of twenty-five dollars;
(z) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times five in "Game 4" shall win a regular prize award of twenty-five dollars;
(aa) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for twenty-five dollars shall win a regular prize award of twenty-five dollars;
(bb) Holder of a valid winning ticket on which two identical prize amounts and a "Stocking" symbol is revealed for five dollars doubled in "Game 3," and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination thereof, for ten dollars once and five dollars once shall win a regular prize award of twenty-five dollars;
(cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of twenty-five dollars;
(dd) Holder of a valid winning ticket on which two identical symbols are revealed in "Game 2" for fifty dollars shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket on which three identical symbols are revealed in "Game 1" for fifty dollars shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket on which a "Gift" symbol is revealed in one of the "Your Numbers" play spots for all twelve prizes in "Game 4" for three dollars ten times and ten dollars two times shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten in "Game 4" shall win a regular prize award of fifty dollars;
(hh) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of fifty dollars;
(ii) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for fifty dollars shall win a regular prize award of fifty dollars;
(jj) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times five in "Game 4" shall win a regular prize award of fifty dollars;
(kk) Holder of a valid winning ticket on which two identical symbols are revealed for twenty-five dollars in "Game 1," and on which three identical prize amounts are revealed in "Game 3" for ten dollars and on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of fifty dollars;
(ll) Holder of a valid winning ticket on which two identical symbols are revealed for twenty-five dollars in "Game 1" and one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots for five dollars in "Game 4" shall win a regular prize award of fifty dollars;
(mm) Holder of a valid winning ticket on which two identical prize amounts and a "Stocking" symbol is revealed for twenty-five dollars doubled in "Game 3" shall win a regular prize award of fifty dollars;
(nn) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for five dollars, and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination thereof, for five dollars in "Game 4" shall win a regular prize award of fifty dollars;
(oo) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for one hundred dollars shall win a regular prize award of one hundred dollars;
(pp) Holder of a valid winning ticket on which three identical symbols are revealed in "Game 1" for fifty dollars and on which two identical symbols are revealed in "Game 2" for fifty dollars shall win a regular prize award of one hundred dollars;
(qq) Holder of a valid winning ticket on which three identical prize amounts are revealed in "Game 3" for one hundred dollars shall win a regular prize award of one hundred dollars;
(rr) Holder of a valid winning ticket on which two identical prize amounts and a "Stocking" symbol is revealed for fifty dollars doubled in "Game 3" shall win a regular prize award of one hundred dollars;
(ss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination thereof, for ten dollars in "Game 4" shall win a regular prize award of one hundred dollars;
(tt) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times ten in "Game 4" shall win a regular prize award of one hundred dollars;
(uu) Holder of a valid winning ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars times five in "Game 4" shall win a regular prize award of one hundred dollars;
(vv) Holder of a valid winning ticket on which two identical symbols are revealed for twenty-five dollars in "Game 1," on which three identical prize amounts are revealed for twenty-five dollars in "Game 3" and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination thereof, for five dollars eight times and ten dollars once in "Game 4" shall win a regular prize award of one hundred dollars;
(ww) Holder of a valid winning ticket on which a "Gift" symbol is revealed in one of the "Your Numbers" play spots for all twelve prizes in "Game 4" for five dollars ten times and twenty-five dollars two times shall win a regular prize award of one hundred dollars;
(xx) Holder of a valid winning ticket on which two identical symbols are revealed for fifty dollars in "Game 2," on which three identical prize amounts are revealed for five dollars in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination thereof, for five dollars shall win a regular prize award of one hundred dollars;
(yy) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which three identical symbols are revealed for one hundred dollars in "Game 2," on which two identical prize amounts and a "Stocking" symbol is revealed for twenty-five dollars doubled in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination thereof, for fifty dollars five times, ten dollars three times and twenty dollars once shall win a regular prize amount of five hundred dollars;
(zz) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which two identical symbols are revealed for fifty dollars in "Game 2," on which two identical prize amounts and a "Stocking" symbol is revealed for one hundred dollars doubled in "Game 3," and on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination thereof, for twenty-five dollars shall win a regular prize amount of five hundred dollars;
(aaa) Holder of a valid winning ticket on which a "Gift" symbol is revealed in one of the "Your Numbers" play spots for all twelve prizes in "Game 4" for twenty-five dollars eight times, fifty dollars two times and one hundred dollars two times shall win a regular prize amount of five hundred dollars;
(bbb) Holder of a valid winning ticket matching three identical prize amounts for five hundred dollars in "Game 3" shall win a regular prize amount of five hundred dollars;
(ccc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the 'Your Numbers" play spots for five hundred dollars in "Game 4" shall win a regular prize amount of five hundred dollars;
(ddd) Holder of a valid winning ticket on which two identical symbols are revealed for fifty dollars in "Game 2," on which three identical prize amounts are revealed for five hundred dollars in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination thereof, for fifty dollars in "Game 4" shall win a regular prize amount of one thousand dollars;
(eee) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which two identical symbols are revealed for fifty dollars in "Game 2," on which two identical prize amounts and a "Stocking" symbol is revealed for one hundred dollars doubled in "Game 3." and on which one or more of the "Winning Numbers" are matched by seven of "Your Numbers" or a "Star" symbol is revealed in seven of the "Your Numbers" play spots, or any combination thereof, for one hundred dollars shall win a regular prize amount of one thousand dollars;
(fff) Holder of a valid winning ticket on which three identical prize amounts are revealed for one thousand dollars in "Game 3" shall win a regular prize award of one thousand dollars;
(ggg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars in "Game 4" shall win a regular prize award of one thousand dollars;
(hhh) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which three identical symbols are revealed for one hundred dollars in "Game 2," on which three identical prize amounts are revealed for fifty dollars in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers play spots, or any combination thereof, for one thousand three times, one hundred dollars three times and five hundred dollars three times in "Game 4" shall win a regular prize award of five thousand dollars;
(iii) Holder of a valid winning ticket on which a "Gift" symbol is revealed in one of the "Your Numbers" play spots for all twelve prizes of fifty dollars two times, one hundred dollars four times, five hundred dollars three times and one thousand dollars three times in "Game 4" shall win a regular prize award of five thousand dollars;
(jjj) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which three identical symbols are revealed for one hundred dollars in "Game 2," on which two identical prize amounts and a "Stocking" symbol is revealed for one thousand dollars doubled in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star"symbol is revealed in nine of the "Your Numbers play spots, or any combination thereof, for five hundred dollars five times, one hundred three times and fifty dollars once in "Game 4" shall win a regular prize award of five thousand dollars;
(kkk) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination thereof, for one thousand dollars in "Game 4" shall win a regular prize award of five thousand dollars;
(lll) Holder of a valid winning ticket on which three identical prize amounts are revealed for five thousand dollars in "Game 3" shall win a regular prize award of five thousand dollars;
(mmm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five thousand dollars in "Game 4" shall win a regular prize of five thousand dollars;
(nnn) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" to reveal a "TPD" symbol shall win a regular prize award of five thousand five hundred dollars and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a top prize of five hundred thousand dollars;
(ooo) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which two identical symbols are revealed for fifty dollars in "Game 2," on which three identical prize amounts are revealed for five thousand dollars in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star"symbol is revealed in nine of the "Your Numbers play spots, or any combination thereof, for one thousand dollars four times, one hundred dollars four times and five hundred dollars once in "Game 4" shall win a regular prize award of ten thousand dollars;
(ppp) Holder of a valid winning ticket on which three identical symbols are revealed for fifty dollars in "Game 1," on which two identical symbols are revealed for fifty dollars in "Game 2," and on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers" or a "Star"symbol is revealed in eleven of the "Your Numbers play spots, or any combination thereof, for fifty two times, one hundred dollars three times, five hundred dollars once, one thousand dollars four times and five thousand dollars once in "Game 4" shall win a regular prize award of ten thousand dollars;
(qqq) Holder of a valid winning ticket on which two identical prize amounts and a "Stocking" symbol is revealed for five hundred dollars doubled in "Game 3," and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers play spots, or any combination thereof, for one thousand dollars in "Game 4" shall win a regular prize award of ten thousand dollars;
(rrr) Holder of a valid winning ticket on which three identical prize amounts are revealed for ten thousand dollars once in "Game 3" shall win a regular prize award of ten thousand dollars;
(sss) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers play spots for ten thousand dollars in "Game 4" shall win a regular prize award of ten thousand dollars;
(ttt) Holder of a valid winning ticket on which three identical prize amounts are revealed for five thousand dollars once in "Game 3" and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star"symbol is revealed in nine of the "Your Numbers play spots, or any combination thereof, for five thousand dollars shall win a regular prize award of fifty thousand dollars;
(uuu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers play spots for fifty thousand dollars shall win a regular prize award of fifty thousand dollars;
(vvv) Holder of a valid winning ticket on which three identical prize amounts are revealed for five thousand dollars once in "Game 3" and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star"symbol is revealed in nine of the "Your Numbers play spots, or any combination thereof, for ten thousand dollars four times and one thousand dollars five times shall win a regular prize award of fifty thousand dollars;
(www) Holder of a valid winning ticket on which three identical prize amounts are revealed for ten thousand dollars in "Game 3" and on which one or more of the "Winning Numbers" are matched by nine of "Your Numbers" or a "Star" symbol is revealed in nine of the "Your Numbers" play spots, or any combination thereof, for ten thousand dollars shall win a regular prize award of one hundred thousand dollars;
(xxx) Holder of a valid winning ticket on which three identical prize amounts are revealed for one hundred thousand dollars in "Game 3" shall win a regular prize award of one hundred thousand dollars; and
(yyy) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers play spots for five hundred thousand dollars shall win a regular prize award of five hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred ninety-six will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per three million six hundred thousand tickets sold in the following prize categories should be as follows:
(a) Two tickets matching numbers or revealing a "Star" symbol for five hundred thousand dollars once in "Game 4" to win five hundred thousand dollars;
(b) One ticket matching prize amounts to win one hundred thousand dollars once in "Game 3" to win one hundred thousand dollars;
(c) One ticket matching prize amounts for ten thousand dollars in "Game 3" and matching numbers or revealing "Star" symbols for ten thousand dollars nine times in "Game 4" to win one hundred thousand dollars;
(d) One ticket matching prize amounts to win five thousand dollars in "Game 3" and matching numbers or revealing "Star" symbols for ten thousand dollars four times and one thousand dollars five times in "Game 4" to win fifty thousand dollars;
(e) One ticket matching numbers or revealing a "Star" symbol for fifty thousand dollars once in "Game 4" to win fifty thousand dollars;
(f) One ticket matching prize amounts in "Game 3" and matching numbers or revealing "Star" symbols for five thousand dollars nine times in "Game 4" to win fifty thousand dollars;
(g) Five tickets matching numbers or revealing "Star" symbols for ten thousand dollars in "Game 4" to win ten thousand dollars;
(h) Five tickets matching prize amounts for ten thousand dollars in "Game 3" to win ten thousand dollars;
(i) Ten tickets matching prize amounts and a "Stocking" symbol for five hundred dollars doubled in "Game 3" and matching numbers or revealing "Star" symbols for one thousand dollars nine times in "Game 4" to win ten thousand dollars;
(j) Ten tickets matching symbols in "Game 1" for fifty dollars, and matching symbols in "Game 2" for fifty dollars, and matching numbers or revealing "Star" symbols for fifty dollars two times, one hundred dollars three times, five hundred dollars once, one thousand dollars four times and five thousand dollars once in "Game 4" to win ten thousand dollars;
(k) Ten tickets matching symbols in "Game 1" for fifty dollars, matching symbols in "Game 2" for fifty dollars, matching prize amounts in "Game 3" for five thousand dollars, and matching numbers or revealing "Star" symbols for one thousand dollars four times, one hundred dollars four times and five hundred dollars once in "Game 4" to win ten thousand dollars;
(l) Eighteen tickets matching numbers or revealing a "Star" symbol revealing a "TPD" symbol to win five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a top prize of five hundred thousand dollars;
(m) Five tickets matching numbers or revealing a "Star" symbol for five thousand dollars in "Game 4" to win five thousand dollars;
(n) Five tickets matching prize amounts for five thousand dollars in "Game 3" to win five thousand dollars;
(o) Ten tickets matching numbers or revealing "Star" symbols for one thousand dollars five times in "Game 4" to win five thousand dollars;
(p) Ten tickets matching symbols in "Game 1" for fifty dollars, matching symbols for one hundred dollars in "Game 2," matching prize amounts and revealing a "Stocking" symbol for one thousand dollars doubled in "Game 3" and matching numbers or revealing "Star" symbols for five hundred dollars five times, one hundred dollars three times and fifty dollars once in "Game 4" to win five thousand dollars;

(www) Thirty-six thousand tickets matching numbers or revealing "Star" symbols for five dollars two times in "Game 4" to win ten dollars;
(xxx) Thirty-six thousand tickets matching numbers or revealing a "Star" symbol for ten dollars once in "Game 4" to win ten dollars; and
(yyy) Thirty-six thousand tickets matching prize amounts for ten dollars in "Game 3" to win ten dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number eight hundred ninety-six shall be accomplished in a manner which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number eight hundred ninety-six is sold or deemed sold in accordance with this rule and the covering material over any of the prize values has been removed, the holder shall be deemed to have drawn the prize values on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number eight hundred ninety-six in which the ticket was sold.
(3) The Top Prize Drawing to award one top prize of five hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize Drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number eight hundred ninety-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number eight hundred ninety-six.
(1) The director shall conduct game rule number eight hundred ninety-six and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number eight hundred ninety-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number eight hundred ninety-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number eight hundred ninety-six and these elements may be given names or titles chosen by the commission.
