4501-3-01. Public notice of proposed rule adoption, amendment or rescission

Prior to adoption, amendment, or rescission of any rule, other than an emergency rule authorized by executive order, in accordance with section 119.03 of the Revised Code, the department of public safety shall give public notice in the register of Ohio of its intention to consider adopting, amending, or rescinding such rule or rules. The content of such public notice shall conform to the requirements of section 119.03 of the Revised Code. The department shall be authorized to give additional notice as the department deems necessary; however, the giving of such additional notice shall not be mandatory and failure to give notice by any means other than in the register of Ohio shall not in any way invalidate any action which may be taken by the department.
