(2) The required fee if applicable;
(3) Proof that the applicant holds an active license, or equivalent, to practice any branch of cosmetology or barbering in any other state, territory of the United States, or the District of Columbia; and

(a) Proof the applicant is married to an active duty military member by providing a notarized copy of a marriage certificate;
(b) Proof the spouse (not the applicant) is assigned to a duty station in this state by providing a copy of the official active duty military orders; or
(c) Proof the spouse (not the applicant) has been assigned to active duty in a foreign country and the applicant is residing in the state of Ohio during the spouse's deployment.
(B) Veterans coming from out of state are eligible for a license to practice any branch of cosmetology or barbering in the state of Ohio in accordance with the provisions of rules 4713-7-09 and 4713-7-16 of the Administrative Code.
(C) Active duty military members, spouses of active duty military, and veterans are eligible to take the appropriate advanced practice license examination for each branch of cosmetology pursuant to section 4713.30 of the Revised Code.
(D) The board shall prioritize an application received from an active duty military member, the spouse of an active duty military member or a veteran.
