4765-20-03. Qualifications for a fire safety inspector or hazard recognition officer certificate

    (A) An applicant for a fire safety inspector certificate shall satisfy the following requirements:

    (1) Shall be at least eighteen years of age;

    (2) Shall possess a current and valid firefighter certificate that is in good standing;

    (3) Shall successfully complete a fire safety inspector training course through a chartered program and receive a certificate of course completion;

    (4) Shall pass the knowledge and practical skills examinations as set forth in rule 4765-20-06 of the Administrative Code within one hundred eighty days of fire safety inspector course completion;

    (5) Shall submit a completed "Firefighter, Fire Safety Inspector, or Hazard Recognition Officer Initial Application" within ninety days of passing the knowledge examination.

    (B) An applicant for a hazard recognition officer certificate shall satisfy the following requirements:

    (1) Shall be at least eighteen years of age;

    (2) Shall possess a current and valid firefighter certificate that is in good standing;

    (3) Shall successfully complete a hazard recognition officer training course through a chartered program and receive a certificate of course completion;

    (4) Shall pass the knowledge and practical skills examinations as set forth in rule 4765-20-06 of the Administrative Code within one hundred eighty days of hazard recognition officer training course completion;

    (5) Shall submit a completed "Firefighter, Fire Safety Inspector, or Hazard Recognition Officer Initial Application" within ninety days of passing the knowledge examination;

    (C) In addition to the requirements set forth in paragraph (A) to (B) of this rule an applicant for fire safety inspector or hazard recognition officer:

    (1) Shall not have been convicted of any of the following:

    (a) Any felony;

    (b) A misdemeanor committed in the course of practice;

    (c) A misdemeanor involving moral turpitude.

    (2) Shall not have committed fraud, misrepresentation, or material deception in applying for, or obtaining a certificate issued under section 4765.55 of the Revised Code and this chapter.

    (D) In deciding whether to grant a fire safety inspector certificate, the executive director has the following options:

    (1) The executive director shall issue a certificate of fire safety inspector training to an applicant who meets all of the requirements listed in paragraphs (A) and (C) of this rule;

    (2) The executive director shall refuse to grant a certificate of fire safety inspector training to an applicant who fails to meet one or more of the requirements listed in paragraph (A) of this rule;

    (3) The executive director may grant, refuse to grant, or restrict a certificate of fire safety inspector training to an applicant who meets the requirements listed in paragraph (A) of this rule, but fails to meet one or more of the requirements listed in paragraph (C) of this rule.

    (E) In deciding whether to grant a hazard recognition officer certificate, the executive director has the following options:

    (1) The executive director shall issue a hazard recognition officer certificate of training to an applicant who meets all of the requirements listed in paragraphs (B) and (C) of this rule;

    (2) The executive director shall refuse to grant a hazard recognition officer certificate of training to an applicant who fails to meet one or more of the requirements listed in paragraph (B) of this rule;

    (3) The executive director may grant, refuse to grant, or restrict a hazard recognition officer certificate of training to an applicant who meets the requirements listed in paragraph (B) of this rule, but fails to meet one or more of the requirements listed in paragraph (C) of this rule.

    (F) A fire safety inspector or hazard recognition officer certificate issued pursuant to this rule shall be issued in accordance with the certification cycles and pro-rated renewal requirements set forth in rule 4765-20-16 of the Administrative Code.
