Each rule of rules 4783-1-01 to 4783-9-01 of the Administrative Code and every part of each rule is hereby declared to be an independent rule, and the holding of any rule or part thereof to be unconstitutional, void, or ineffective for any cause shall not affect he validity or constitutionality of any other rule or part thereof.
