4901:1-35-04. Service of application

(A) Concurrent with the filing of a standard service offer (SSO) application and the filing of any waiver requests, the electric utility shall provide notice of filings to each party in its most recent SSO proceeding. At a minimum, that notice shall state that a copy of the application and all waiver requests are available through the electric utility's and commission's websites, available at the commission's offices, and any other sites at which the electric utility will maintain a copy of the application and all waiver requests.
(B) The electric utility shall also submit with its SSO application a proposed notice for newspaper publication that fully discloses the substance of the application, including projected rate impacts, and that prominently states that any person may request to become a party to the proceeding.
(C) The electric utility shall provide electronic copies of the application upon request, without cost, and transmit the application within five business days . Upon request, electronic copies shall be provided in spreadsheet, word processing, or an electronic non-image-based format, with formulas intact, compatible with personal computers.
