(A) The director of the Ohio department of veterans services shall adopt rules specifying guidelines for establishment of the military nonstandard license plate program pursuant to division (B) of section 4503.29 of the Revised Code.

(B) The registrar of motor vehicles shall adopt rules for the implementation and issuance of military nonstandard license plates pursuant to division (B) of section 4503.029 of the Revised Code.
