5909-1-01. Criteria for admissions

Revised criteria for admissions to the Ohio veterans' children's home shall be as outlined in this rule.

(A) Children admitted to the home will be thirteen to seventeen years of age, inclusive.

(B) Children admitted to the home must be the children of veterans, and the child and veteran must have been a resident of the state for at least one year immediately prior to filing the application for admission. Children of Ohio residents who are not veterans' may also be admitted to the home as long as the child and the parent or legal custodian of the child has been a resident of the state for at least one year immediately prior to filing the application for admissions.

(C) Prior to admission, there shall be a clear demonstration that the child is unable to be served in a less restrictive setting closer to his or her home community, and/or that documentation has been provided to the board of control that the child has already experienced prior placements without success.

(D) Each child admitted shall have been referred by a county court, public children services agency (PCSA), child serving agency, or county veterans service officer.

(E) Priority for admissions to the home will be given to children of deceased, permanently disabled or indigent veterans who served in the armed forces of the United States or in the national guard, naval militia or organized reserved of this state who are destitute of means of support and education. Should a veteran family have a problem receiving appropriate services through their local county agencies or a referral to OVCH through those agencies, that family shall have the right to appeal to the county veterans service officer, who shall appeal to the board of control for consideration of admission to the home.

(F) Both male and female children may be admitted.

(G) Each child prior to acceptance for admittance to the home shall be pre-screened by an evaluation process established by the board of control, to determine if the child's needs can best be met at the home.
