    RULE SUMMARY

    Title 9 CFR has been adopted pursuant to the Federal meat inspection act (34 Stat. 1260) as amended by the Wholesome Meat Act (81 Stat. 584, 21 U.S.C. Supp., Section 601 et seq.) In working with the adopted Title 9 CFR in the context of Ohio's meat inspection activity, we have initiated a code text modification that contains the word "volunteer". This amendment to the current Title 9 CFR definitions section will add the word "volunteer" and define it in the context of its use with regard to the central kitchen/caterer exemptions in the code.

    then summarize the content of the rule:

    The proposed rule will add the word "volunteer" to the red meat definitions section of Title 9 CFR. This addition is necessary to specifically define "volunteer" as it will be used in the central kitchen/caterer exemption regulatory language. It will be necessary to have volunteer performance parameters defined as well as accountabilities established for any person(s) utilizing volunteers in their operations.

    121.71 to 121.74 of the Revised Code because the text or other material is generally available to persons who reasonably can be expected to be affected by the rule, provide an explanation of how the text or other material is generally available to those persons:

    Title 9 CFR is generally available to any affected person through the Internet or any Meat Inspector's computer.
