Ohio Chemical Dependency Professionals Board

Pursuant to Section 119.03 of the Ohio Revised Code, notice is hereby given that the Ohio Chemical Dependency Professionals (OCDP) Board intends to conduct a public hearing.

The rules identified below are being amended or rescinded because the OCDP Board voted to eliminate the requirement to complete a preceptorship for those interested in applying for either the Ohio Certified Prevention Specialist (OCPS) I or II credential.  The Board also voted to change the requirement that if an individual allows their registered applicant status to lapse they must wait two years before they can reapply to be a registered applicant. This provision has been amended to allow a Registered Applicant to reapply for Registered Applicant status prior to their lapse date. Finally, the OCDP Board, as a result of an International Certification and Reciprocity Consortium (IC&RC) decision, must eliminate the one hour study period as part of the administration of the Case Presentation Method (CPM) Exam. The OCDP Board is a member of the IC&RC and must take this action in order to remain in compliance with the new IC&RC policy and retain its status as a member in good standing.

The following rule is being proposed for rescission:

Rescinded:      OAC 4758-5-07          Preceptorship procedures and requirements

4758-5-07 identifies the procedures and requirements for preceptorship. This rule is being rescinded because the OCDP Board, based on the recommendation of its Prevention Committee, voted to eliminate preceptorship as a requirement for those interested in applying for either the OCPS I or II credential. There are indications that this requirement, in part, has become a significant barrier to those attempting to move forward through the prevention certification process, contributing to significant increases in the numbers of those leaving the prevention profession. While conceptually valuable, the implementation of this requirement is further hampered by a lack of available preceptors, especially in non-metropolitan areas.  Specifically, the rescission of 4758-5-07 eliminates the requirement for twelve direct contact hours with a preceptor and two observations of the preceptee's prevention work by a person's preceptor.

However, due to IC&RC requirements, the one hundred and twenty (120) hours of practical experience requirement is retained and moved to O.A.C. 4758-5-08, Requirements for certification of Ohio prevention specialists I (OCPS I) and O.A.C. 4758-5-09, Requirements for certification of Ohio prevention specialists II (OCPS II); replacing the reference to O.A.C. 4758- 5-07 in both provisions.

The following rules are being proposed for revision:

Revised:          OAC 4758-2-01          Definitions, abbreviations and titles

4758-2-01 provides the definitions, abbreviations and titles used through out OAC 4758. The rule is being amended to eliminate the definitions of terms related to preceptorship as a result of the OCDP Board's decision to eliminate the preceptorship requirement for the OCPS I and II credentials.

Revised:          OAC 4758-3-01          Fees

4758-3-01 establishes the fees charged by the OCDP Board. The rule is being revised to eliminate the fee charged for the preceptor application as a result of the OCDP Board's decision to eliminate the preceptorship requirement for the OCPS I and II credentials.

Revised:          OAC 4758-4-01          Formal application for licensure or certification

4758-4-01 establishes the policies and procedures for the formal application for licensure or certification. The rule is being amended to eliminate language requiring the submission of preceptorship documentation as part of the formal application to qualify for the OCPS I or II credential. This change is the result of the OCDP Board's decision to eliminate the preceptorship requirement for the OCPS I and II credentials.

The rule is further revised to reflect a decision by the IC&RC to eliminate the one hour study period in its policies regarding the administration of the CPM Exam. The exam is used by the OCDP Board.  It is a requirement for licensure with the OCDP Board and for reciprocity between IC&RC member boards.  The OCDP Board is a member of the IC&RC and must comply with the new policy to retain its status as a member in good standing which authorizes the OCDP Board to use IC&RC exams and provide reciprocity for its professionals with other IC&RC member boards.

Revised:          OAC 4758-5-06          Requirements for certification of registered applicants (RA) 4758-5-06 identifies the requirements and process for registered applicant (RA) certification.

The OCDP Board is amending this rule to eliminate, as an option, the completion of a preceptor registration form and the submission of the required fee to become a registered applicant. This is due to the Board's decision to eliminate preceptorship as a requirement for the OCPS I and II credential. The completion of a registered applicant form and submitting it with the required fee will be the only requirement to become a registered applicant.

The OCDP Board is also amending the rule to change the requirement that if an individual allows their registered applicant status to lapse they must wait two years before they can reapply to be a registered applicant. This provision is amended so that instead of waiting two years to reapply a registered applicant in danger of lapsing is allowed to reapply to be a registered applicant prior to the certification lapse date by completing a registered applicant form and submitting it with the required fee. There are indications that the requirement for a lapsed

registered applicant to wait two years before being allowed to reapply increases the likelihood that an individual will not remain in the prevention profession.  Additionally, the implementation of prevention program standards by the Ohio Department of Alcohol and Drug Addiction Services (ODADAS) has generated concern on the part of the Department, as well as some county alcohol and drug addiction services boards and prevention services providers, about the ability of programs to retain prevention certified staff and keep programs compliant with ODADAS' prevention program standards.

Revised:          OAC 4758-5-08          Requirements for certification of Ohio prevention specialists I (OCPS I)

        describes the requirements and processes for certifying OCPS I. Because it voted to eliminate preceptorship as a requirement for obtaining the OCPS I or II, the Board is amending this rule to eliminate the specific reference to O.A.C. 4758-5-07, Preceptorship Requirements and Procedures.  However, the Board is retaining from O.A.C. 4758-5-07 the requirement to complete one hundred and twenty (120) practical experience hours by incorporating it into 4758- 5-08.  This allows the Board to remain in compliance with IC&RC membership requirements.

Membership provides professionals credentialed by the Board reciprocity with other member boards and allows the Board to use IC&RC exams.

Revised:          OAC 4758-5-09          Requirements for certification of Ohio prevention specialists II (OCPS II)

        describes the requirements and processes for certifying OCPS II. Because it voted to eliminate preceptorship as a requirement for obtaining the OCPS I or II, the Board is amending this rule to eliminate the specific reference to O.A.C. 4758-5-07, Preceptorship Requirements and Procedures.  However, the Board is retaining from O.A.C. 4758-5-07 the requirement to complete one hundred and twenty (120) practical experience hours by incorporating it into 4758- 5-09.  This allows the Board to remain in compliance with IC&RC membership requirements.

Membership provides professionals credentialed by the Board reciprocity with other member boards and allows the Board to use IC&RC exams.

Revised:          OAC 4758-13-02        Continuing education requirements for RA, OCPS I and OCPS II

4758-13-02 details the continuing education requirements for registered applicants, OCPS I and

II. Because the Board voted to eliminate the preceptorship requirement to obtain the OCPS I and II, the rule is amended to eliminate a person's ability to receive recognized clock hours (continuing education hours) for being a preceptor to up to two people who have successfully completed their preceptor requirements.  This provision is being replaced with a new provision that would allow a person to obtain up to ten (10) hours of recognized clock hours (continuing education hours) for presenting a workshop or teaching alcohol and other drug prevention related courses.  This will provide individual professionals an opportunity to receive recognized clock hours (continuing education hours) that they might otherwise have achieved being a preceptor.
