Pursuant When proposing rules pursuant to section 117.20 of the Revised Code, the chief inspector and supervisor of public offices in giving public notice of the adoption of rules, except rules of an emergency nature, the auditor of state shall, at least thirty-five days before any public hearing on the proposed rule-making action, mail notice of the hearing to each public office and to each statewide organization that he the auditor of state determines will be affected or represents persons who will be affected by the proposed rule-making action.
