    3770:1-9-650               Game rule number six hundred fifty.

     

     

     

    (A)   Title and term. Ohio lottery commission game rule number six hundred fifty, "Cash Blowout" shall be conducted at such times and for such periods as the commission may determine. For the purposes of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred fifty.

     

    (B)   Game rule number six hundred fifty is a key number match game with two additional instant win features and is generally known as an "instant lottery."

     

    (1)    Holders of valid tickets will remove the covering off the entire play area to reveal three "Winning Numbers," and fifteen "Your Numbers." If any one or more of "Your Numbers" match any of the "Winning Numbers," the player wins the corresponding prize values shown below the matching "Your Numbers." If the player reveals a "Money" symbol, the player wins its corresponding prize value automatically. If the player reveals a "Star" symbol, the player wins all fifteen prizes shown automatically. In sections

    (D) and (E) herein, revealing a "Money" symbol in the "Your Numbers" play areas shall be equivalent to matching one of "Your Numbers" with one of the "Winning Numbers." If the player reveals a "TPD" symbol, the player wins one thousand dollars automatically, and upon filing a valid claim at an Ohio lottery commission office, shall automatically be entered in a Top Prize Drawing ("TPD") for a chance to win a one hundred thousand dollar prize. The Top Prize Drawing shall be conducted in accordance with Ohio Lottery rules and procedures established and approved by the director.

     

    (2)   The only "prize values" which shall appear on a ticket in game rule number six hundred forty-five are: one dollar, two dollars, three dollars, five dollars, ten dollars, twenty dollars, thirty dollars, fifty dollars, one hundred dollars, five hundred dollars, two thousand dollars, five thousand dollars, ten thousand dollars, and one hundred thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred fifty shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

     

    (C)   Price of tickets. The price of a ticket issued by the commission in game rule number six hundred fifty shall be five dollars.

     

    (D)  Structure, nature and value of prize awards.

     

     

    (1)    There shall be two types of prizes in game rule six hundred fifty, a "regular prize award" and a "TPD" prize award.

    (2)    As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, thirty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, ten thousand dollars, and one hundred thousand dollars. Each ticket in game rule number six hundred fifty shall be imprinted in such a way that prize awards from the set listed above may be won.

    (a)    Holder of a valid winning ticket on which two of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars two times shall win a regular prize award of ten dollars;

    (b)    Holder of a valid winning ticket on which four of "Your Numbers" are matched with one or more of the "Winning Numbers" for one dollar once, two dollars two times and five dollars once shall win a regular prize award of ten dollars;

    (c)    Holder of a valid winning ticket on which ten of "Your Numbers" are matched with one or more of the "Winning Numbers" for one dollar ten times shall win a regular prize award of ten dollars;

    (d)    Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for ten dollars once shall win a regular prize award of ten dollars;

    (e)    Holder of a valid winning ticket on which three of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars three times shall win a regular prize award of fifteen dollars;

    (f)    Holder of a valid winning ticket on which two of "Your Numbers" are matched with one or more of the "Winning Numbers" for ten dollars once and five dollars once shall win a regular prize award of fifteen dollars;

    (g)   Holder of a valid winning ticket on which a "Star" symbol is revealed for one dollar fifteen times shall win a regular prize award of fifteen dollars;

    (h)    Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for fifteen dollars once shall win a regular prize award of fifteen dollars;

    (i)    Holder of a valid winning ticket on which four of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars four times shall win a regular prize award of twenty dollars;

    (j)    Holder of a valid winning ticket on which two of "Your Numbers" are matched with one or more of the "Winning Numbers" for ten dollars two times shall win a regular prize award of twenty dollars;

    (k)   Holder of a valid winning ticket on which a "Star" symbol is revealed for one dollar ten times and two dollars five times shall win a regular prize award of twenty dollars;

    (l)     Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for twenty dollars once shall win a regular prize award of twenty dollars;

    (m)    Holder of a valid winning ticket on which ten of "Your Numbers" are matched with one or more the "Winning Numbers" for three dollars ten times shall win a regular prize award of thirty dollars;

    (n)   Holder of a valid winning ticket on which a "Star" symbol is revealed for two dollars fifteen times shall win a regular prize award of thirty dollars;

    (o)   Holder of a valid winning ticket on which fifteen of "Your Numbers" are matched with one or more of the "Winning Numbers" for two dollars fifteen times shall win a regular prize award of thirty dollars;

    (p)    Holder of a valid winning ticket on which six of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars six times shall win a regular prize award of thirty dollars;

    (q)    Holder of a valid winning ticket on which five of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars four times and ten dollars once shall win a regular prize award of thirty dollars;

    (r)    Holder of a valid winning ticket on which three of "Your Numbers" are matched with one or more of the "Winning Numbers" for ten dollars three times shall win a regular prize award of thirty dollars;

    (s)    Holder of a valid winning ticket on which eight of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars four times, two dollars three times and four dollars once shall win a regular prize award of thirty dollars;

    (t)    Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for thirty dollars once shall win a regular prize award of thirty dollars;

    (u)    Holder of a valid winning ticket on which ten of "Your Numbers" are matched with one or more of the "Winning Numbers" for ten dollars ten times shall win a regular prize award of one hundred dollars;

    (v)    Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for one hundred dollars once shall win a regular prize award of one hundred dollars;

    (w)   Holder of a valid winning ticket on which seven of "Your Numbers" are matched with one or more of the "Winning Numbers" for five dollars four times, ten dollars once, twenty dollars once and fifty dollars once shall win a regular prize award of one hundred dollars;

    (x)   Holder of a valid winning ticket on which a "Star" symbol is revealed for two dollars ten times, five dollars two times, ten dollars two times and fifty dollars once shall win a regular prize award of one hundred dollars;

    (y)    Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for five hundred dollars once shall win a regular prize award of five hundred dollars;

    (z)    Holder of a valid winning ticket on which five of "Your Numbers" are matched with one or more of the "Winning Numbers" for one hundred dollars five times shall win a regular prize award of five hundred dollars;

    (aa) Holder of a valid winning ticket on which a "Star" symbol is revealed for

    twenty  dollars  ten  times,  fifty  dollars  four  times  and  one  hundred dollars once shall win a regular prize award of five hundred dollars;

    (bb) Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" and a "TPD" prize symbol is revealed shall win a regular prize award of one thousand dollars, and upon filing of a valid claim at an Ohio Lottery Commission office, shall automatically be entered into the Top Prize Drawing ("TPD") for a chance to win one hundred thousand dollars;

    (cc) Holder of a valid winning ticket on which four of "Your Numbers" are matched with one or more of the "Winning Numbers" for five hundred dollars four times shall win a regular prize award of two thousand dollars;

    (dd) Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for two thousand dollars once shall win a regular prize award of two thousand dollars;

    (ee) Holder of a valid winning ticket on which ten of "Your Numbers" are matched with one or more of the "Winning Numbers" for five hundred dollars ten times shall win a regular prize award of five thousand dollars;

    (ff) Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for five thousand dollars once shall win a regular prize award of five thousand dollars;

    (gg) Holder of a valid winning ticket on which two of "Your Numbers" are matched with one or more of the "Winning Numbers" for five thousand dollars two times shall win a regular prize award of ten thousand dollars;

    (hh) Holder of a valid winning ticket on which one of "Your Numbers" is matched with one of the "Winning Numbers" for ten thousand dollars once shall win a regular prize award of ten thousand dollars;

    (ii) Holder of a valid winning ticket on which a "Star" symbol is revealed for five thousand dollars ten times and ten thousand dollars five times shall win a regular prize award of one hundred thousand dollars; and

    (jj) Holder of a valid winning ticket on which one of "Your Numbers" is

    matched with one of the "Winning Numbers" for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars.

    (E)   Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred fifty will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

    (1)   Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

    (2)    Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:

    (a)   Two tickets matching numbers for one hundred thousand dollars once to win one hundred thousand dollars;

    (b)   Three tickets revealing a "Star" symbol for five thousand dollars ten times and ten thousand dollars five times to win one hundred thousand dollars;

    (c)   Fifteen tickets matching numbers for ten thousand dollars once to win ten thousand dollars;

    (d)   Fifteen tickets matching numbers for five thousand dollars two times to win ten thousand dollars;

    (e)    Fifteen tickets matching numbers for five thousand dollars once to win five thousand dollars;

    (f)   Fifteen tickets matching numbers for five hundred dollars ten times to win five thousand dollars;

    (g)    Twenty tickets matching numbers for two thousand dollars once to win two thousand dollars;

    (h)    Twenty tickets matching numbers for five hundred dollars four times to win two thousand dollars;

    (i)     Thirty tickets matching numbers for one thousand dollars to win one thousand dollars and revealing the "TPD" prize symbol, and upon filing of a valid claim at an Ohio Lottery Commission office, being automatically entered into the Top Prize Drawing for a chance to win one hundred thousand dollars;

    (j)     Two hundred tickets revealing a "Star" symbol for twenty dollars ten times, fifty dollars four times and one hundred dollars once to win five hundred dollars;

    (k)   Two hundred tickets matching numbers for one hundred dollars five times to win five hundred dollars; and

    (l)    One hundred tickets matching numbers for five hundred dollars once to win five hundred dollars.

    (3)   Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

    (a)   One hundred twenty tickets revealing a "Star" symbol for two dollars ten times, five dollars two times, ten dollars two times and fifty dollars once to win one hundred dollars;

    (b)    One hundred tickets matching numbers for five dollars four times, ten dollars once, twenty dollars once and fifty dollars once to win one hundred dollars;

    (c)    One hundred tickets matching numbers for one hundred dollars once to win one hundred dollars;

    (d)   One hundred tickets matching numbers for ten dollars ten times to win one hundred dollars;

    (e)   One hundred tickets matching numbers for thirty dollars once to win thirty dollars;

    (f)   Three hundred tickets matching numbers for five dollars four times, two dollars three times and four dollars once to win thirty dollars;

    (g)   Three hundred tickets matching numbers for ten dollars three times to win thirty dollars;

    (h)   Two hundred tickets matching numbers for five dollars four times and ten dollars once to win thirty dollars;

    (i)    Three hundred tickets matching numbers for five dollars six times to win thirty dollars;

    (j)   Five hundred tickets matching numbers for two dollars fifteen times to win thirty dollars;

    (k)    Five hundred tickets revealing a "Star" symbol for two dollars fifteen times to win thirty dollars;

    (l)    Five hundred tickets matching numbers for three dollars ten times to win thirty dollars;

    (m)    One thousand tickets matching numbers for twenty dollars once to win twenty dollars;

    (n)    One thousand tickets revealing a "Star" symbol for one dollar ten times and two dollars five times to win twenty dollars;

    (o)   One thousand tickets matching numbers for ten dollars two times to win twenty dollars;

    (p)   One thousand tickets matching numbers for five dollars four times to win twenty dollars;

    (q)    Two thousand tickets matching numbers for fifteen dollars once to win fifteen dollars;

    (r)     Two thousand tickets revealing a "Star" symbol for one dollar fifteen times to win fifteen dollars;

    (s)    Two thousand tickets matching numbers for ten dollars once and five dollars once to win fifteen dollars;

    (t)  Two thousand tickets matching numbers for five dollars three times to win

    fifteen dollars;

    (u)    Four thousand tickets matching numbers for ten dollars once to win ten dollars;

    (v)   Eight thousand tickets matching numbers for one dollar ten times to win ten dollars;

    (w)   Eight thousand tickets matching numbers for one dollar once, two dollars two times and five dollars once to win ten dollars; and

    (x)    Twelve thousand tickets matching numbers for five dollars two times to win ten dollars.

    (F)   Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

    (G)  Frequency of prize drawings.

    (1)    Random imprinting of prize awards on all tickets issued in game rule number six hundred fifty shall be accomplished in a manner which complies with the commission's rules and procedures

    (2)   When a ticket issued in game rule number six hundred fifty is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred fifty in which the ticket was sold.

    (3)    The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier

    (H)    Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

    (I)  Validity of Tickets.

    (1)   A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

    (2)   In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred fifty void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

    (J)   Director's conduct of game rule number six hundred fifty.

    (1)     The director shall conduct game rule number six hundred fifty and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred fifty. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

    (2)   Names and definitions of elements of game rule number six hundred fifty used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number six hundred fifty and these elements may be given names or titles chosen by the commission.
