    The Ohio Department of Public Safety, Ohio State Highway Patrol, pursuant to Chapter 119, Ohio Revised Code, will conduct a public hearing for the purpose of soliciting comments regarding the adoption, amendment and recession of rules.

    The public hearing will be conducted on Tuesday, February 16, 2016 beginning at 9:00 a.m. in room 1109, located at 1970 West Broad Street, Columbus, OH 43223 and continue until all parties in attendance have had an opportunity to be heard.

    The following rules are proposed for amendment to clarify and establish requirements:

                           Definitions.

                           Certification requirements for immobilizing or disabling devices other than ignition interlock devices.

                                                     Licensing requirements for manufacturers of ignition interlock devices. 4501-45-04        Certification requirements for ignition interlock devices.

    4501-45-05      Denial, suspension or revocation of licensing or certification. 4501-45-06 Appeals.

    4501-45-07      Penalties for failure to timely file an annual report and/or pay the annual report fee. 4501-45-08   Assessments for failure to file accurate annual report and/or pay total annual report

    fee.

    4501-45-09      Warning labels for certified immobilizing or disabling devices. 4501-45-10        Audits and inspections.

    The following rule is a newly proposed rule:

    Persons affected by the proposed rules may appear at the hearing and be heard in person, or by an attorney, or both, or may present their position, argument, or contention in writing. Persons may offer and examine witnesses and present evidence to show that the proposed rules will be unreasonable or unlawful if enacted.
