3301-30-01                  Ohio     department    of    youth     services'services   and   Ohio department of rehabilitation and correction schools.

 

 

The Ohio department of youth services (ODYS) and the Ohio department of rehabilitation and correction (ODRC) shall assure that students in schools under the jurisdiction of the Ohio department of youth servicesODYS and ODRC receive a general education of high quality. The schools under the jurisdiction of the Ohio department of youth services shall comprise the Ohio department of youth services (ODYS) school district.

 

(A)   The ODYS school district and schools under the jurisdiction of the Ohio department of youth servicesODYS and the ODRC school district and schools under the jurisdiction of ODRC shall assure that students are provided a general education of high quality by showing compliance with rules 3301-35-01 to 3301-35-07 of the Administrative Code (the operating standards for kindgergarten to twelfth grade), rules 3301-51-01 to 3301-51-11 of the Administrative Code (the Ohio operating standards for the education of children with disabilities), and rule 3301-35-103301-35-01 to 3301-35-07, 3301-35-09, 3301-35-11, 3301-35-13, and 3301-35-14 of the Administrative Code, except that:

 

(1)    The roleroles and responsibilities that apply under the above-referenced rules described in paragraph (A) of this rule to a local board of education shall be carried out by the ODYS and ODRC school districtdistricts or by the Ohio department of youth servicesODYS and ODRC;

 

(2)      The ODYS and ODRC school districtdistricts may exclude a student's participation in a course, program, field trip, or activity that involves travel outside of the ODYS and ODRC school districtdistricts or that involves a student's participation in or enrollment in distance learning or a course, program, or activity other than those offered by the ODYS and ODRC school districtdistricts;

 

(3)   The ODYS and ODRC school districtdistricts may limit, as it deems appropriate and in accordance with Rules 3301-51-01 to 3301-51-11 of the Administrative Code, paragraph (E) of rule 3301-51-05 of the Administrative Code and paragraph (I) of rule 3301-51-07 of the Administrative Code, the district's interaction or communication with parents of students enrolled in the ODYS and ODRC school districtdistricts and with the communities in which the district'sdistricts' schools are located; and

 

(4)   The ODYS and ODRC school districtdistricts isare exempt from requirements that apply to grade levels not included in the ODYS and ODRC schools.

 

(B)     An ODYS or ODRC school that does not meet the requirements set forth in paragraph (A) of this rule shall be subject to the provisions of paragraphs (C)(H)

 

 

and (D)(I) of rule 3301-35-11 of the Administrative Code.
