    PUBLIC HEARING NOTICE

    OHIO DEPARTMENT OF JOB AND FAMILY SERVICES

    Pursuant to section 4141.13 and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the amendment of the rules as identified below and of a public hearing thereon. The rules are proposed to be amended as a result of the five year review process.

     

    OAC Rule 4141-11-01 entitled "Quarterly reports and due date." This rule explains the process when a contributory employer needs to file quarterly reports. The rule is being amended to change the promulgating statute to 119.03 pursuant to recent legislative changes.

     

    OAC Rule 4141-11-14 entitled "Method of payment, clearance of checks, and dishonored checks." This rule explains the processes regarding employer contribution payments and adds the process of electronic funds transfer payment methods approved by the director to the existing processes. The rule is also being amended to change the promulgating statute to 119.03 pursuant to recent legislative changes.

     

    OAC Rule 4141-23-01 entitled "Records of employers." This rule explains what is required for employer payroll record keeping and maintenance. The rule is being amended to include the submission of audit records by mail, through an in-person interview, or by electronic means. The rule is also being amended to change the promulgating statute to 119.03 pursuant to recent legislative changes.

     

    OAC Rule 4141-27-05 entitled "Time limitation for filing claim for benefits within the benefit year." This rule explains the timeframe limitation for filing a claim for benefits and exceptional cases where the timeframe can be extended by the director. The rule is being amended to change the promulgating statute to 119.03 pursuant to recent legislative changes.

     

    Copies of the proposed rules are available, without charge, to any person affected by the rules at the address listed below. The rules are also available on the internet at  http://www.registerofohio.state.oh.us/. A public hearing on the proposed rules will be held at the date, time, and location listed at the top of this notice. Either written or oral testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
