    OHIO DEPARTMENT OF JOB AND FAMILY SERVICES

    Pursuant to section 305.190 and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Job and Family Services gives notice of the department's intent to consider the adoption of these new rules as identified below and of a public hearing thereon.

     

    Rule 5101:14-1-01, entitled CCMEP: Definitions, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly. This rule provides the definitions governing the administration of the Comprehensive Case Management and Employment Program (CCMEP).

     

    Rule 5101:14:1-02, entitled CCMEP: General, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly.  This rule sets forth the framework for the Comprehensive Case Management and Employment Program (CCMEP) Title IV-A program and workforce development activity that provides employment, training services and other supportive services to mandatory and voluntary program participants based upon a comprehensive assessment of an individual participant's employment and training needs.

     

    Rule 5101:14-1-03, entitled CCMEP: Program Plan, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly. This rule sets forth the parameters of the Comprehensive Case Management and Employment Program (CCMEP) plan by setting timeframes and requirements for each county's lead agency to adopt and submit written plans to the Ohio Department of Job and Family Services that establish standard processes for determining and maintaining an individual's eligibility to participate in CCMEP.

     

    Rule 5101:14-1-04, entitled CCMEP: Assessment and Individual Service Strategy, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly. This rule outlines the process for assessing/determining the job readiness of Comprehensive Case Management and Employment Program (CCMEP) participants; for identifying barriers to self-sufficiency; and for determining the services necessary to overcome those barriers.

     

    Rule 5101:14-1-05, entitled CCMEP: Individual Opportunity Plan and Activities, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly. Based on the results of the Comprehensive Case Management and Employment Program (CCMEP) assessment, this

     

     

     

     

     

    rule guides the lead agency and program participant to work together to develop an individual opportunity plan for self-sufficiency and employment.

    Rule 5101:14-1-06, entitled CCMEP: Program Exit and Follow-Up Services, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly. This rule sets forth the criteria for a lead agency to use in considering when to propose an end to Comprehensive Case Management and Employment Program (CCMEP) eligibility for a program participant; what is involved in the exiting process; and what follow-up services are available to help ensure job retention and successful participation in post-secondary education and training.

    Rule 5101:14-1-07, entitled CCMEP: Primary Performance Measures, is being proposed for adoption to implement the provisions of Section 305.190 of Amended Substitute House Bill 64 of the 131st General Assembly. This rule outlines the performance measures, benchmarks, and consequences for failing to meet benchmarks for each lead agency to follow in regards to the Comprehensive Case Management and Employment Program..

A public hearing on the proposed rules will be held at the date, time, and location listed at the top of this notice. Either written or oral testimony will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
