    PUBLIC HEARING NOTICE OHIO DEPARTMENT OF MEDICAID

    Pursuant to section 5164.02 and Chapter 119. of the Ohio Revised Code, the director of the Ohio Department of Medicaid gives notice of the department's intent to consider the amendment, rescission, or adoption of the rules identified below and to hold a public hearing on these rules.

    Three rules of the Ohio Administrative Code set forth Medicaid coverage and payment policies for pregnancy-related services, including antepartum care, delivery, and postpartum care:

    Rule 5160-4-08, "Covered obstetrical services" Rule 5160-4-08.1, "Payment for prenatal visits" Rule 5160-4-10, "Pregnancy related services"

    In accordance with Ohio's five-year review process, these rules are being proposed for rescission, and their provisions are being consolidated into new rule 5160-21-04, "Pregnancy-related services."

    Changes in policy and procedure:

    ·         A provision has been added that allows separate Medicaid payment for delivery services rendered because of multiple births:  The maximum payment amount for a single delivery or the first delivery of a multiple birth is one hundred per cent of the amount specified in appendix DD to rule 5160-1-60 of the Administrative Code; for the second delivery of a multiple birth, it is fifty per cent; and for the third delivery, it is twenty-five per cent.

    ·         Existing rule 5160-4-08 requires providers to inform the county department of job and family services (CDJFS), on form ODM 03535, when an individual is at risk for a poor pregnancy outcome. Form ODM 03535, "Prenatal Risk Assessment," is discontinued.

    The public hearing will be held at the date, time, and location listed at the top of this notice. Both written and oral testimony will be accepted at the public hearing, and written comments submitted or postmarked no later than the date of the public hearing will be treated as testimony.
