    PUBLIC HEARING NOTICE

    OHIO DEPARTMENT OF JOB AND FAMILY SERVICES

     

    DATE:  November 19, 2007 TIME:   10:00am

    Pursuant to Sections 329.051, 5101.49, 5107.02, 5107.04, 5107.05, 5107.12, 5107.121, 5107.14,

    5107.16,   5107.18,   5107.20,   5107.22,   5107.71,   5107.711,   5107.712,   5107.713,   5107.714,

    5107.715, 5107.716, 5107.717, 5115.05 and Chapter 119. of the Ohio Revised Code, the Director of the Department of Job and Family Services gives notice of the department's intent to propose a new rule for adoption, and amend rules pertaining to the Ohio Works First program  on  a permanent basis and of a public hearing thereon.

     

    The following rule is being proposed for adoption:

     

    Rule 5101:1-3-20 entitled Ohio Works First (OWF): domestic violence- information, screening, referral and waiver of OWF eligibility requirements. This rule sets forth the policy regarding information, screening, referral and waiver of OWF eligibility requirements in domestic violence situations.

     

    The following rules are being proposed for amendment:

     

    Rule 5101:1-2-01 entitled The application process for Ohio works first (OWF), disability financial assistance (DFA), and refugee cash assistance (RCA). This rule sets forth policy regarding the application process for the OWF, DFA and RCA programs.

     

    Rule 5101:1-3-10 entitled Ohio works first (OWF): child support requirement. This rule sets forth policy regarding the child support requirement in the OWF program.

     

    Rule 5101:1-23-01 entitled Ohio works first (OWF): time -limited receipt of assistance. This rule sets forth the policy regarding the time-limited receipt of cash assistance in the OWF program.

     

    Rule 5101:1-23-01.1 entitled Ohio works first (OWF): time limits and the calculation  of  the twenty per cent limits for state and federal hardship extensions. This rule sets forth the policy regarding the calculation of the twenty per cent limit for OWF extensions due to state and federal hardship provisions.

     

    A copy of the proposed rules is available, without charge, to any person affected by them at the address listed below. These rules are available on the internet at  http://www.registerofohio.state.oh.us/. A public hearing on the proposed rules will be held on November 19, 2007 at 10:00am until all  testimony  is  heard in Room 3110B, Rhodes Office Tower, 30 E. Broad Street, Columbus, Ohio. Either written or verbal testimony on these rules will be taken at the public hearing. Additionally, written comments submitted or postmarked no later than November 19, 2007, will be treated as testimony.
