    NOTICE OF PUBLIC HEARING TO ADOPT RULE

    The Office of the Secretary of State will hold a public hearing on Tuesday, November 23, 2010, at 10:00 a.m. on the 11th floor in the PUCO 11B Hearing Room of the Continental Plaza Building, located at 180 East Broad Street, Columbus, Ohio 43215. Visitors must register at the front desk in the first floor lobby before proceeding to the 11th floor. The purpose of the hearing is to solicit public comment on the following rules:

     

    ·         111-3-05: Describes the procedure by which a corporation, nonprofit corporation, or labor organization can use funds or property to advocate the election or defeat of an identified candidate or candidates.

    ·         111-6-05: Delineates the procedure for termination following the issuance of transition funds.

    ·         111-16-01: Defines the terms used in Chapter 111-16: County Assistance for Acquisition of Voting Devices.

    ·         111-16-02: Delineates who may apply for a county voting machine revolving lease/loan fund, how much can be borrowed, and what purchases qualify to be covered by the fund.

    ·         111-16-03: Describes the application, administration, and review process for the county voting machine revolving lease/loan fund.

    ·         111-16-04: Describes the procedure for repayment for the county voting machine revolving lease/loan fund.

    ·         111-16-05: Describes the procedure for default on repayment agreements for the county voting machine revolving lease/loan fund.

    ·         111-17-01: Describes the procedure and format of notification of the secretary of state of all voting locations being utilized in each precinct for a primary or general election by a county board of elections, as well as the notification of the secretary of state upon any change of a voting location for a primary or general election.

    ·         111-18-01: Regards the input procedure for entering voter registrations into electronic files through the county voter registration system and subsequently the statewide voter registration system.

    ·         111-18-02: Describes the procedure of expedited filing of voter registrations into the statewide voter registration system.

    ·         111-18-03: Describes the standards by which voter registration records may be canceled.

    ·         111-18-04: Details who may update the statewide voter registration system, as well as delineates the procedure of recording who has been allowed accessed the statewide voter registration system.

    ·         111-18-05: Delineates the procedure for an annual manual audit of the statewide voter registration system

    ·         111-19-01: Determines the purpose and scope of Chapter 111-19 rules that address requirements for processing electronically transmitted voter registration applications.

    ·         111-19-02: Defines the terms to be used in Chapter 111-19.

     

     

     

     

     

     

     

    ·         111-19-03: Delineates the electronic transmission system process by which designated agencies, other registration agencies, and the deputy registrars of motor vehicles may access and process voter registration applications.

    ·         111-19-04: Describes the process by which the secretary of state will electronically transmit a voter registration application to the appropriate county board of elections.

    ·         111-19-05: Describes the training process provided to any agency's employees who may be involved in the use of the voter registration program.

    ·         111-19-06: Describes the training process for the electronic transmission system for employees of county boards of election.

    ·         111-19-07: Delineates the procedure for county boards of elections for maintaining electronically transmitted voter registrations from the secretary of state.

    ·         111-19-08: Prohibits a direct electronic connection between designated agencies and the statewide voter registration database.

    ·         111-20-01: Determines the purpose of Chapter 111-20 establishing a Secretary of State Advisory Board (SOSAB).

    ·         111-20-02: Defines the terms to be used in Chapter 111-20.

    ·         111-20-03: Sets forth the establishment and methods of procedure of SOSAB, and delineates the process of selecting eligible members to SOSAB.

    ·         111-20-04: Delineates the responsibilities and duties of SOSAB and its members.

    All interested persons are invited to attend the hearing and present testimony.  All written statements must be received by the Office at the close of the hearing record.  If you wish to provide verbal testimony, please register at the hearing prior to the start of the hearing.
