3770:1-9-425               Game rule number four hundred twenty-five.

 

 

 

(A)  Title and term. Ohio lottery commission game rule number four hundred twenty-five, "Cash Explosion®," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred twenty-five.

 

(B)  General design.

 

(1)   Game rule number four hundred twenty-five is a match three lottery game of the type generally known as an "instant lottery," and which contains a TV game show "Entry" feature and a "Play-At-Home" feature.

 

(2)   As used in this rule, "prize award" shall mean one of the following monetary amounts: one dollar, two dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars and five hundred dollars. A player may also be the holder of an "Entry" ticket which entitles that person to be entered into a drawing with a chance to become a contestant on the Cash Explosion® TV game show, or a player may be the holder of a "Play-At-Home" ticket which entitles that person to be entered into a drawing with a chance to become a Play-At-Home player on the Cash Explosion® TV game show.

 

(3)   Holders of valid tickets on which at least three of the prize values are the same shall win a prize award equal to such prize value. Players shall scratch the "Bonus" box play area for an extra chance to match three like prize values.

 

(4)    All holders of valid winning tickets containing the word "Entry" three times shall become eligible to become contestants on the Cash Explosion® TV game show by complying with the special claim, entry, receipt, validation and drawing requirements of the Cash Explosion® Entry Mail and Drawing Procedures, and with all other applicable requirements of the rules of the commission, the regulations of the director and the procedures established by the director. The number of contestants and the prizes to be awarded for each Cash Explosion® TV game show shall be established by the director in the Cash Explosion® Double Play Game Show Procedures.

 

(5)   All holders of tickets revealing the "Play-At-Home" symbol in the "Bonus" box play area on the ticket shall be eligible to become Play-At-Home players on the Cash Explosion® TV game show by complying with the special claim,

 

 

 

entry, receipt, validation and drawing requirements of the Cash Explosion® Play-At-Home Mail and Drawing Procedures, and with all other applicable requirements of the rules of the commission, the regulations of the director and the procedures established by the director. The number of Play-At-Home players and prizes to be awarded for each Cash Explosion® TV game show shall be established by the director in the Cash Explosion® Play-At-Home Entry and Mail Procedures.

(C)   Price of tickets. The price of a ticket issued by the commission in game rule number four hundred twenty-five shall be one dollar.

(D)  Structure, nature and value of prize awards.

(1)   The type of prize to be awarded in game rule number four hundred twenty-five shall be the "regular prizes." Other types of prizes, "game show prizes," shall be awarded in each Cash Explosion® TV game show.

(2)   The only "prize values" which shall appear on a ticket in game rule number four hundred twenty-five are: "Entry" ticket symbol, "Play-At-Home" symbol, one dollar, two dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars and five hundred dollars. Prize values and play symbols shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values and play symbols.

(a)   Holder of a valid ticket on which at least three of the prize values revealed are "Entry" ticket symbols shall become eligible for a chance to be selected in a drawing to appear as a contestant on the Cash Explosion® TV game show;

(b)   Holder of a valid ticket on which the "Play-At-Home" symbol is revealed in the "Bonus" box play area shall become eligible for a chance to be selected in a drawing to be a Play-At-Home player on the Cash Explosion® TV game show;

(c)   Holder of a valid winning ticket on which at least three of the prize values revealed are one dollar shall win a regular prize award of one dollar;

(d)   Holder of a valid winning ticket on which at least two of the prize values revealed are one dollar and one dollar is also revealed in the "Bonus" box play area shall win a regular prize award of one dollar;

(e)   Holder of a valid winning ticket on which at least three of the prize values

revealed are two dollars shall win a regular prize award of two dollars;

(f)   Holder of a valid winning ticket on which at least two of the prize values revealed are two dollars and two dollars is also revealed in the "Bonus" box play area shall win a regular prize award of two dollars;

(g)   Holder of a valid winning ticket on which at least three of the prize values revealed are five dollars shall win a regular prize award of five dollars;

(h)   Holder of a valid winning ticket on which at least two of the prize values revealed are five dollars and five dollars is also revealed in the "Bonus" box play area shall win a regular prize award of five dollars;

(i)   Holder of a valid winning ticket on which at least three of the prize values revealed are ten dollars shall win a regular prize award of ten dollars;

(j)   Holder of a valid winning ticket on which at least two of the prize values revealed are ten dollars and ten dollars is also revealed in the "Bonus" box play area shall win a regular prize award of ten dollars;

(k)   Holder of a valid winning ticket on which at least three of the prize values revealed are twenty-five dollars shall win a regular prize award of twenty-five dollars;

(l)   Holder of a valid winning ticket on which at least two of the prize values revealed are twenty-five dollars and twenty-five dollars is also revealed in the "Bonus" box play area shall win a regular prize award of twenty-five dollars;

(m)     Holder of a valid winning ticket on which at least three of the prize values revealed are fifty dollars shall win a regular prize award of fifty dollars;

(n)   Holder of a valid winning ticket on which at least two of the prize values revealed are fifty dollars and fifty dollars is also revealed in the "Bonus" box play area shall win a regular prize award of fifty dollars;

(o)   Holder of a valid winning ticket on which at least three of the prize values revealed are five hundred dollars shall win a regular prize award of five hundred dollars; and

(p)   Holder of a valid winning ticket on which at least two of the prize values revealed are five hundred dollars and five hundred dollars is also revealed in the "Bonus" box play area shall win a regular prize award of five hundred dollars.

(3)   Each eligible holder of an "Entry" ticket whose name is drawn for participation in the Cash Explosion® TV game show shall be subject to the rules and regulations established by the director in the Cash Explosion® Double Play Game Show Procedures. (The director shall have the discretion to establish Bonus prizes and to modify prize amounts awarded to contestants for promotional purposes).

Each eligible holder of a "Play-At-Home" ticket whose name is drawn for participating on the Cash Explosion® TV game show shall be subject to the rules and regulations established by the director in the Cash Explosion® Play-At-Home Mail and Entry Procedures. (The director has discretion to modify prize amounts awarded to "Play-At-Home" players for promotional purposes).

(E)   Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred twenty-five will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

(1)   Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2)   Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a)    Four tickets matching five hundred dollars two times and revealing five hundred dollars in the "Bonus" box to win five hundred dollars;

(b)   Four tickets matching five hundred dollars three times to win five hundred dollars;

(c)   Fifty tickets matching fifty dollars two times and revealing fifty dollars in the "Bonus" box to win fifty dollars;

(d)  Fifty tickets matching fifty dollars three times to win fifty dollars;

(e)   Five hundred tickets matching twenty-five dollars two times and revealing twenty-five dollars in the "Bonus" box to win twenty-five dollars;

(f)    Five  hundred  tickets  matching  twenty-five  dollars  three  times  to  win twenty-five dollars;

(g)    Five hundred tickets matching ten dollars two times and revealing ten dollars in the "Bonus" box to win ten dollars;

(h)   Five hundred tickets matching ten dollars three times to win ten dollars;

(i)   Three thousand tickets matching five dollars two times and revealing five dollars in the "Bonus" box to win five dollars;

(j)   Two thousand tickets matching five dollars three times to win five dollars;

(k)    Five thousand tickets matching two dollars two times and revealing two dollars in the "Bonus" box to win two dollars;

(l)     Seven  thousand  tickets  matching  two  dollars  three  times  to  win  two dollars;

(m)    Six thousand five hundred tickets matching one dollar two times and revealing one dollar in the "Bonus" box to win one dollar;

(n)   Nine thousand five hundred tickets matching one dollar three times to win one dollar;

(o)      Two  thousand  "Play-At-Home"  tickets  eligible  to  be  drawn  as  a Play-At-Home players on the Cash Explosion® TV game show; and

(p)      Two  thousand  "Entry"  tickets  eligible  to  be  drawn  as  contestants appearing on the Cash Explosion® TV game show.

(3)   The number of TV game show prizes and the grand prize shall be determined in accordance with the Cash Explosion® Double Play Game Show Procedures and the Cash Explosion® Play-At-Home Mail and Drawing Procedures.

(F)   Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)  Frequency of prize drawings.

(1)    Random imprinting of prize awards on all tickets issued in game rule number four hundred twenty-five shall be accomplished in a manner which complies with the commission's rules and procedures.

(2)   When a ticket issued in game rule number four hundred twenty-five is sold or deemed sold in accordance with this rule, and the covering material over any of the prize values and play symbols has been removed, the holder shall be deemed to have drawn the prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular awards shall be deemed announced no later than the last day of the sales of game rule number four hundred twenty-five in which the ticket was sold.

(3)   Drawings conducted for the purposes of determining who shall become entitled to appear as a contestant on the Cash Explosion® TV game show, or as a Play-At-Home player and any other drawings conducted in connection with the TV game show shall comply with the rules and regulations of the commission governing "prize drawings" as set forth in rules 3770:1-6-05 of the Administrative Code.

(4)    The TV game show shall be held on dates determined and announced by the director.

(H)    Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)  Validity of tickets.

(1)   A mechanical error in printing prize awards or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the

ticket price or a replacement ticket of comparable price.

(2)   In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred twenty-five void if it is stolen, unissued, not sold or deemed not sold in accordance with commission rules; if the front or back of the ticket is illegible, mutilated, altered, counterfeit, misregistered or reconstituted; if the ticket is miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to the refund of the retail sales price of the ticket or the issuance of a replacement ticket of comparable price.

(J)   Director's conduct of game rule number four hundred twenty-five.

(1)    The director shall conduct game rule number four hundred twenty-five in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred twenty-five. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2)      Names and definitions of elements of game rule number four hundred twenty-five used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number four hundred twenty-five and these elements may be given names or titles chosen by the commission.
