3770:1-9-470               Game rule number four hundred seventy.

 

 

 

(A)    Title and term. Ohio lottery commission game rule number four hundred seventy "Winner Bingo Double Play®" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number four hundred seventy.

 

(B)  General design.

 

(1)   Game rule number four hundred seventy is an instant lottery game within which are contained eight separate scratch-off games referred to as "Card 1" through "Card 8" and four tab games. In the scratch-off games, to win a prize award(s), the player is required to scratch off the covering over the "Caller's Card" to reveal thirty-two bingo numbers. The player then scratches off the overlay for all corresponding numbers contained on "Card 1" through "Card 8" on each ticket. Each "Card" shall contain twenty-four numbers with a "Free" space in the middle. Prizes may be won if the matched numbers revealed on any one "Card" form the following: a complete horizontal or vertical line of five matched spaces or four matched spaces and the "Free" space in the middle; a diagonal line of four matched spaces and the "Free" space in the middle; matching numbers in all four corners; and two complete diagonal lines forming an "X" including eight matched numbers and the "Free" space in the middle. The prizes available are printed above each "Card." The tab games are located on the back of each ticket and which shall contain four tab games and a "Prize Legend." Play symbols may include: "Stars;" "Coins;" "Stacks of Cash;" "Moneybags;" "Gold Bars" and the "TPD" prize symbol. The player must match three like play symbols in any one tab game across to win the prize value corresponding with the matched symbol shown in the "Prize Legend." If the player reveals a "TPD" prize symbol in any one tab game, the player wins one thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win a one hundred thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. A player may win up to twelve times on one ticket but may win only once per "Card" and per tab game.

 

(2)   The only "prize values" which shall appear on a ticket in game rule number four

 

 

 

hundred seventy are those listed as follows:

(a)   "Card 1" - Five dollars, twenty dollars and one hundred dollars;

(b)   "Card 2" - Five dollars, fifty dollars and one hundred dollars;

(c)   "Card 3" - Ten dollars, fifty dollars and two hundred dollars;

(d)  "Card 4" - Ten dollars, seventy-five dollars and five hundred dollars;

(e)    "Card 5" - Twenty dollars, one hundred dollars and one thousand five hundred dollars;

(f)  "Card 6" - Twenty dollars, one hundred dollars and ten thousand dollars;

(g)   "Card 7" - Fifty dollars, five hundred dollars and fifty thousand dollars;

(h)    "Card 8" - Fifty dollars, five hundred dollars and one hundred thousand dollars; and

(i)     "Tab Games" - Five dollars, ten dollars, twenty dollars, one hundred dollars, five hundred dollars and the "TPD" symbol corresponding to a prize value of one thousand dollars.

(C)   Price of tickets. The price of a ticket issued by the commission in game rule number four hundred seventy shall be five dollars.

(D)  Structure, nature and value of prize awards.

(1)   There shall be two types of prize in game rule number four hundred seventy, a "regular prize award" and a "TPD" prize award. A single ticket may generate no more than twelve regular prize awards. The sum of all prize awards on a ticket constitutes a regular prize.

(2)    As used in this rule, the only "prize awards" that can be won in game rule number four hundred seventy are: five dollars, ten dollars, fifteen dollars, twenty dollars, thirty dollars, forty dollars, fifty dollars, seventy-five dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, one thousand five hundred dollars, ten thousand dollars, fifty thousand dollars and one hundred thousand dollars. Each separate "Card," 1 through 8, and tab games in instant game rule number four hundred seventy

shall be imprinted in such a way that prize awards from the set listed above may be won.

(3)   Prize awards shall be distributed in game "Cards" 1 through 8 and tab games as follows:

(a)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1" shall win a regular prize award of five dollars;

(b)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2" shall win a regular prize award of five dollars;

(c)   Holder of a valid winning ticket matching three "Star" symbols in one tab game across for five dollars once shall win a regular prize award of five dollars;

(d)    Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of ten dollars;

(e)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" and matching three "Star" symbols in one tab game across for five dollars once shall win a regular prize award of ten dollars;

(f)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2;" and matching three "Star" symbols in one tab game across for five dollars once shall win a regular prize award of ten dollars;

(g)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" and five dollars on a horizontal, vertical or diagonal line in "Card 2" shall win a regular prize award of ten dollars;

(h)    Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of ten dollars;

(i)   Holder of a valid winning ticket matching three "Star" symbols in two tab

games across for five dollars two times shall win a regular prize award of ten dollars;

(j)     Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" and ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of fifteen dollars;

(k)    Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and matching three "Star" symbols in one tab game across for five dollars once shall win a regular prize award of fifteen dollars;

(l)     Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and matching three "Star" symbols in one tab game across for five dollars once shall win a regular prize award of fifteen dollars;

(m)   Holder of a valid winning ticket matching three "Star" symbols in one tab game across for five dollars once and matching three "Coins" symbols in one tab game across for ten dollars once shall win a regular prize award of fifteen dollars;

(n)   Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of twenty dollars;

(o)   Holder of a valid winning ticket matching three "Star" symbols in all four tab games across for five dollars four times shall win a regular prize award of twenty dollars;

(p)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2;" and matching three "Star" symbols in one tab game across for five dollars once and matching three "Coins" symbols in one tab game across for ten dollars once shall win a regular prize award of twenty dollars;

(q)   Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 6" shall win a regular prize award of twenty dollars;

(r)   Holder of a valid winning ticket winning twenty dollars on four corners in

"Card 1" shall win a regular prize award of twenty dollars;

(s)     Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and matching three "Star" symbols in two tab games across for five dollars two times shall win a regular prize award of twenty dollars;

(t)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" and matching three "Star" symbols in two tab games across for five dollars two times and matching three "Coins" symbols in one tab game across for ten dollars once shall win a regular prize award of thirty dollars;

(u)    Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and matching three "Coins" symbols in two tab games across for ten dollars two times shall win a regular prize award of thirty dollars;

(v)   Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1;" and ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of thirty dollars;

(w)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and matching three "Star" symbols in two tab games across for five dollars two times shall win a regular prize award of thirty dollars;

(x)   Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1;" and ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of thirty dollars;

(y)    Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and ten dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of thirty dollars;

(z)    Holder of a valid winning ticket winning five dollars on a horizontal,

vertical or diagonal line in "Card 2;" ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and matching three "Star" symbols in one tab game across for five dollars once and matching three "Coins" symbols in one tab game across for ten dollars once shall win a regular prize award of thirty dollars;

(aa) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of thirty dollars;

(bb) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3;" ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of forty dollars;

(dd) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and matching three "Star" symbols in all four tab games across for five dollars four times shall win a regular prize award of forty dollars;

(ff) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2;" twenty dollars on a horizontal, vertical or diagonal line in "Card 5;" and matching three "Star" symbols in one tab game across for five dollars once and matching three "Coins" symbols in one tab game across for ten dollars once shall win a regular prize award of forty dollars;

(gg) Holder of a valid winning ticket winning twenty dollars on a horizontal,

vertical or diagonal line in "Card 5;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 6" shall win a regular prize award of forty dollars;

(hh) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" and matching three "Star" symbols in two tab games across for five dollars two times and matching three "Coins" symbols in two tab games across for ten dollars two times shall win a regular prize award of forty dollars;

(ii) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 6" shall win a regular prize award of forty dollars;

(jj) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" twenty dollars on a horizontal, vertical or diagonal line in "Card 5;" and matching three "Stack of Cash" symbols in one tab game across for twenty dollars once shall win a regular prize award of fifty dollars;

(kk) Holder of a valid winning ticket winning fifty dollars on a horizontal, vertical or diagonal line in "Card 7" shall win a regular prize award of fifty dollars;

(ll) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" ten dollars on a horizontal, vertical or diagonal line in "Card 3;" ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of fifty dollars;

(mm) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 1;" five dollars on a horizontal, vertical or diagonal line in "Card 2;" and matching three "Coins" symbols in two tab games across for ten dollars two times and matching three "Stack of Cash" symbols in one tab game across for  twenty dollars once shall win a regular prize award of fifty dollars;

(nn) Holder of a valid winning ticket winning fifty dollars on a horizontal, vertical or diagonal line in "Card 8" shall win a regular prize award of fifty dollars;

(oo) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 4;" and matching three "Stack of Cash" symbols in two tab games across for twenty dollars two times shall win a regular prize award of fifty dollars;

(pp) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 2" shall win a regular prize award of fifty dollars;

(qq) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 3" shall win a regular prize award of fifty dollars;

(rr) Holder of a valid winning ticket winning seventy-five dollars on four corners in "Card 4" shall win a regular prize award of seventy-five dollars;

(kkk) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 5;" fifty dollars on a horizontal, vertical or diagonal line in "Card 8;" and matching three "Coins" symbols in one tab game across for ten dollars once and matching three "Stack of Cash" symbols

in two tab games across for twenty dollars two times shall win a regular prize award of two hundred dollars;

(ooo) Holder of a valid winning ticket winning one hundred dollars on an "X" in "Card 1;" fifty dollars on four corners in "Card 2;" fifty dollars on four corners in "Card 3;" one hundred dollars on four corners in "Card 5;" one hundred dollars on four corners in "Card 6;" fifty dollars on a horizontal, vertical or diagonal line in "Card 7;" and fifty dollars on a horizontal, vertical or diagonal line in "Card 8" shall win a regular prize award of five hundred dollars;

(ppp) Holder of a valid winning ticket matching three "Gold Bar" symbols in one tab game across for five hundred dollars once shall win a regular prize award of five hundred dollars;

(qqq) Holder of a valid winning ticket winning two hundred dollars on an "X" in "Card 3;" one hundred dollars on four corners in "Card 6;" fifty dollars on a horizontal, vertical or diagonal line in "Card 7;"  fifty dollars  on  a  horizontal,  vertical  or  diagonal  line  in  "Card  8;"  and

matching three "Moneybag" symbols in one tab game across for one hundred dollars once shall win a regular prize award of five hundred dollars;

(www) Holder of a valid winning ticket winning five hundred dollars on four corners in "Card 8" shall win a regular prize award of five hundred dollars;

(xxx) Holder of a valid winning ticket on which the "TPD" prize symbol is revealed in one tab game shall win a regular prize award of one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one hundred thousand dollars;

(yyy) Holder of a valid winning ticket winning one thousand five hundred dollars on an "X" in "Card 5" shall win a regular prize award of one thousand five hundred dollars;

(zzz) Holder of a valid winning ticket winning five hundred dollars on an "X" in "Card 4;" five hundred dollars on four corners in "Card 7;" and matching three "Gold Bar" symbols in one tab game across for five hundred dollars once shall win a regular prize award of one thousand five hundred dollars;

(aaaa) Holder of a valid winning ticket winning one hundred dollars on an "X" in "Card 1;" one hundred dollars on an "X" in "Card 2;" two hundred dollars on an "X" in "Card 3;" five hundred dollars on an "X" in "Card 4;" one hundred dollars on four corners in "Card 5;" one hundred dollars on four corners in "Card 6;" fifty dollars on a horizontal, vertical or diagonal line in "Card 7;" fifty dollars on a horizontal, vertical or diagonal line in "Card 8;" and matching three "Moneybag" symbols in three tab games across for one hundred dollars three times shall win a regular prize award of one thousand five hundred dollars;

(bbbb) Holder of a valid winning ticket winning one hundred dollars on an "X" in "Card 1;" one hundred dollars on an "X" in "Card 2;" fifty dollars on four corners in "Card 3;" five hundred dollars on an "X" in "Card 4;" one hundred dollars on four corners in "Card 5;" one hundred dollars on four corners in "Card 6;" fifty dollars on a horizontal, vertical or diagonal line in "Card 7;" and five hundred dollars on four corners in "Card 8" shall win a regular prize award of one thousand five hundred dollars;

(cccc) Holder of a valid winning ticket winning ten thousand dollars on an "X" in "Card 6" shall win a regular prize award of ten thousand dollars;

(dddd) Holder of a valid winning ticket winning fifty thousand dollars on an "X" in "Card 7" shall win a regular prize award of fifty  thousand dollars; and

(eeee) Holder of a valid winning ticket winning one hundred thousand dollars on an "X" in "Card 8" shall win a regular prize award of one hundred thousand dollars.

(E)   Number of prize awards. The number of prize awards in any sales cycle of game rule number four hundred seventy will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

(1)   Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2)    Mathematical reasoning indicates that the number of winning tickets sold per four million tickets in the following prize categories should be as follows:

(a)   Two tickets winning one hundred thousand dollars in "Card 8" to win one hundred thousand dollars;

(b)     Four tickets winning fifty thousand dollars in "Card 7" to win fifty thousand dollars;

(c)   Four tickets winning ten thousand dollars in "Card 6" to win ten thousand dollars;

(d)  Two tickets winning one hundred dollars in "Card 1;" one hundred dollars in "Card 2;" fifty dollars on "Card 3;" five hundred dollars in "Card 4;" one hundred dollars in "Card 5;" one hundred dollars in "Card 6;" fifty dollars in "Card 7;" and five hundred dollars in "Card 8" to win one thousand five hundred dollars;

(e)   Two tickets winning one hundred dollars in "Card 1;" one hundred dollars in "Card 2;" two hundred dollars in "Card 3;" five hundred dollars in "Card 4;" one hundred dollars in "Card 5;" one hundred dollars in "Card 6;" fifty dollars in "Card 7;" fifty dollars in "Card 8;" and one hundred dollars three times in three tab games to win one thousand five hundred dollars;

(f)  Two tickets winning five hundred dollars in "Card 4;" five hundred dollars in "Card 7;" and five hundred dollars once in one tab game to win one

thousand five hundred dollars;

(g)   Two tickets winning one thousand five hundred dollars in "Card 5" to win one thousand five hundred dollars;

(h)   Four tickets winning five hundred dollars in "Card 8" to win five hundred dollars;

(i)   Four tickets winning five hundred dollars in "Card 7" to win five hundred dollars;

(j)   Four tickets winning five hundred dollars in "Card 4" to win five hundred dollars;

(k)   Four tickets winning one hundred dollars in "Card 2;" seventy-five dollars in "Card 4;" one hundred dollars in "Card 5;" one hundred dollars in "Card 6;" fifty dollars in "Card 7;" fifty dollars in "Card 8;" and five dollars once in one tab game and twenty dollars once in one tab game to win five hundred dollars;

(l)     Four tickets winning one hundred dollars in "Card 1;" fifty dollars in "Card 3;" one hundred dollars in "Card 5;" one hundred dollars in "Card 6;" fifty dollars in "Card 7;" and one hundred dollars once in one tab game to win five hundred dollars;

(m)    Four tickets winning one hundred dollars in "Card 1;" fifty dollars in "Card 2;" two hundred dollars in "Card 3;" ten dollars in "Card 4;" twenty dollars in "Card 5;" twenty dollars in "Card 6;" fifty dollars in "Card 7;" and fifty dollars in "Card 8" to win five hundred dollars;

(n)   Four tickets winning two hundred dollars in "Card 3;" one hundred dollars in "Card 6;" fifty dollars in "Card 7;" fifty dollars in "Card 8;" and one hundred dollars once in one tab game to win five hundred dollars;

(o)    Four tickets winning five hundred dollars once in one tab game to win five hundred dollars; and

(p)    Four tickets winning one hundred dollars in "Card 1;" fifty dollars in "Card 2;" fifty dollars in "Card 3;" one hundred dollars in "Card 5;" one hundred dollars in "Card 6;" fifty dollars in "Card 7;" and fifty dollars in "Card 8" to win five hundred dollars.

(3)   Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per one million tickets sold should be as follows:

(a)   Five tickets revealing the "TPD" prize symbol to win one thousand dollars in one tab game, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one hundred thousand dollars.

(4)   Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:

(a)    Two tickets winning one hundred dollars in "Card 5;" fifty dollars in "Card 7;" and fifty dollars in "Card 8" to win two hundred dollars;

(b)   Two tickets winning one hundred dollars in "Card 2;" seventy-five dollars in "Card 4;" twenty dollars in "Card 5;" and five dollars once in one tab game to win two hundred dollars;

(c)   Two tickets winning five dollars in "Card 1;" five dollars in "Card 2;" ten dollars in "Card 3;" ten dollars in "Card 4;" twenty dollars in "Card 5;" twenty dollars in "Card 6;" fifty dollars in "Card 7;" fifty dollars in "Card 8; and five dollars two times in two tab games and ten dollars two times in two tab games to win two hundred dollars;

(d)    Two tickets winning one hundred dollars in "Card 5;" fifty dollars in "Card 8;" and ten dollars once in one tab game and twenty dollars two times in two tab games to win two hundred dollars;

(e)    Two tickets winning one hundred dollars in "Card 5;" and one hundred dollars in "Card 6" to win two hundred dollars;

(f)   Two tickets winning five dollars in "Card 1;" seventy-five dollars in "Card 4;" twenty dollars in "Card 6;" and one hundred dollars once in one tab game to win two hundred dollars;

(g)   Three tickets winning two hundred dollars in "Card 3" to win two hundred dollars;

(h)   Five tickets winning one hundred dollars in "Card 6" to win one hundred

dollars;

(i)   Five tickets winning fifty dollars in "Card 2;" and ten dollars three times in three tab games and twenty dollars once in one tab game to win one hundred dollars;

(j)    Five tickets winning one hundred dollars in "Card 5" to win one hundred dollars;

(k)   Five tickets winning five dollars in "Card 1;" five dollars in "Card 2;" ten dollars in "Card 3;" ten dollars in "Card 4;" twenty dollars in "Card 5;" and five dollars two times in two tab games and twenty dollars two times in two tab games to win one hundred dollars;

(hh) Three hundred thirty-four tickets winning twenty dollars in "Card 5" and twenty dollars in "Card 6" to win forty dollars;

(ii) Three hundred thirty-four tickets winning five dollars in "Card 2;" twenty dollars in "Card 5;" and five dollars once in one tab game and ten dollars once in one tab game to win forty dollars;

(jj) Three hundred thirty-four tickets winning ten dollars in "Card 3;" ten dollars in "Card 4;" and twenty dollars in "Card 6" to win forty dollars;

(kk) Three hundred thirty-four tickets winning five dollars in "Card 1;" five dollars in "Card 2;" ten dollars in "Card 4;" and five dollars four times in four tab games to win forty dollars;

(qq) Eight hundred fifty tickets winning twenty dollars in "Card 1;" and ten dollars in "Card 4" to win thirty dollars;

(rr) Eight hundred fifty tickets winning five dollars in "Card 1;" five dollars in "Card 2;" ten dollars in "Card 3;" and five dollars two times in two tab games to win thirty dollars;

(ss) Eight hundred fifty tickets winning twenty dollars in "Card 1;" and ten dollars in "Card 3" to win thirty dollars;

(tt) Eight hundred fifty tickets winning ten dollars in "Card 4;" and ten dollars two times in two tab games to win thirty dollars;

(uu) Eight hundred fifty tickets winning five dollars in "Card 1;" five dollars in "Card 2;" and five dollars two times in two tab games and ten dollars once in one tab game to win thirty dollars;

(yy) Two thousand five hundred tickets winning five dollars in "Card 2;" and five dollars once in one tab game and ten dollars once in one tab game to win twenty dollars;

(zz) Two thousand five hundred tickets winning five dollars four times in four tab games to win twenty dollars;

(aaa) Two thousand five hundred tickets winning twenty dollars in "Card 5" to win twenty dollars;

(bbb) Two thousand five hundred tickets winning five dollars once in one tab game and ten dollars once in one tab game to win fifteen dollars;

(ccc) Two thousand five hundred tickets winning ten dollars in "Card 3;" and five dollars once in one tab game to win fifteen dollars;

(ddd) Two thousand five hundred tickets winning ten dollars in "Card 4;" and

(kkk) Five thousand tickets winning ten dollars in "Card 3" to win ten dollars; (lll) Twenty thousand tickets winning five dollars once in one tab game to

win five dollars;

(mmm) Thirty thousand tickets winning five dollars in "Card 2" to win five dollars; and

(nnn) Twenty thousand tickets winning five dollars in "Card 1" to win five dollars.

(F)   Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)  Frequency of prize drawings.

(1)    Random imprinting of prize awards on all tickets issued in game rule number four hundred seventy shall be accomplished in a manner which complies with the commission's rules and procedures.

(2)    When a ticket issued in game rule number four hundred seventy is sold or

deemed sold in accordance with this rule and the covering material over any of the numbers and play symbols has been removed, the holder shall be deemed to have drawn the number and play symbol on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number four hundred seventy in which the ticket was sold.

(3)    The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

(H)   Special claim, entry. Receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)  Validity of tickets.

(1)   A mechanical error in printing prize awards, symbols, words of other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not mechanically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price, or a replacement ticket of equal price.

(2)   In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number four hundred seventy void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared

void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of equal price.

(J)   Director's conduct of game rule number four hundred seventy.

(1)   The director shall conduct game rule number four hundred seventy in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number four hundred seventy. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2)   Names and definitions of elements of game rule number four hundred seventy used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number four hundred seventy and these elements may be given names or titles chosen by the commission.
