    To improve the speed of processing new voter registration applications and to provide guidance to entities performing voter registration activities regarding electronic transmission of voter information.

    New: This rule provides guidance regarding electronic transmission procedures concerning new voter registration applications or name and residence changes for voter registration. The rule delineates the electronic transmission system process by which designated agencies, other registration agencies, and the deputy registrars of motor vehicles may access and process voter registration applications.

    The rule impacts those entities that conduct voter registration activities including county boards of elections, designated agencies, deputy registrars of motor vehicles, public high schools and vocational schools, public libraries and offices of county treasurers among others. Such entities, though would be required to transmit voter registration applications to the SOS in the highest level of electronic capacity available to them (XML, PDF or FAX). Entities are not required to acquire higher levels of transmission capabilities than they currently have and it is presumed that each would currently have one of these capacities. Currently, though, most registering entities do not transmit registrations electronically. So while this would be a change it is not expected that electronic transmission would result in increased costs for the entities as the SOS is required to supply instructions to the entities.
