    3301-24-03                  Educator  preparation  programs  leading  to  Ohio  licensure issued by the state board of education.

     

     

     

    (A)   A college or university desiring to prepare individuals for teacher and other school personnel licensure in grades prekindergarten through twelve shall be authorized to grant the applicable baccalaureate or advanced degree from the Ohio board of regents and shall request approval of a prospective licensure program from the chancellor of the Ohio board of regents.

     

    (B)   A college or university desiring to prepare individuals for teacher and other school personnel licensure in grades prekindergarten through twelve shall be approved based on meeting criteria for approval established by the chancellor of the Ohio board of regents, including, but not limited to:

     

    (1)    Accreditation by any applicable regional or national accrediting organization that has been designated for this purpose by the Ohio board of regents; and

     

    (2)     Consideration  of  the  performance  of  graduates  in  accordance  with  section

    3333.048 of the Revised Code.

     

    (C)     A college or university shall seek Ohio board of regents approval to prepare individuals for teacher and other school personnel licensure in grades prekindergarten through twelve in a specific licensure area designated in an administrative rule adopted by the state board of education. A program leading to a specific type of teacher or other school personnel licensure issued by the state board of education shall incorporate coursework and experiences which are aligned with and include the following components:

     

    (1)     The Ohio standards for the teaching profession, the Ohio standards for principals, or the Ohio standards for superintendents adopted by the state board of education, as applicable (available on the educator standards board's website at http://esb.ode.state.oh.us);

     

    (2)    Coursework in the teaching of reading and phonics as required for certain teacher licenses in accordance with section 3319.24 of the Revised Code;

     

    (3)Preparation in implementing evidence-based instructional strategies addressing individual learner differences and employing practices that address the diversity of students' cultures, language origins, and communities;

     

    (3)(4) Specialized national professional association standards or state standards as applicable;

     

    (4)(5) The Ohio academic content standards and curriculum models adopted by the

     

     

    state board of education for prekindergarten through twelfth grade education (available on the Ohio department of education's website at education.ohio.gov;

    (5)(6) Minimum standards for elementary and secondary schools prescribed by the state board of education and adopted in Chapter 3301-35 of the Administrative Code pursuant to division (D) of section 3301.07 of the Revised Code;

    (6)(7) The value-added progress dimension implemented by the Ohio department of education for elementary and secondary schools (available on the Ohio department of education's website at education.ohio.gov), and methods of interpreting such data; and

    (7)(8) A minimum of twelve weeks of full-time student teaching and a minimum of one-hundred clock hours of field experiences prior to student teaching for initial teacher licensure.

    (D)   A college or university may request approval from the Ohio board of regents to offer experimental, innovative, or alternative programs leading to licensure in an area not designated in an administrative rule adopted by the state board of education. The program may be approved in accordance with established criteria for program approval and upon satisfactory demonstration of need for specialized preparation and licensure to teach that area in the schools of Ohio.

    (E) Annually, the state shall designate a status to each college and university that has been approved to prepare individuals for teacher licensure in grades prekindergarten through twelve. The status shall be one of the following:

    (1) Effective;

    (2) At risk of low performing; or

    (3) Low performing.

    (F) A college or university teacher preparation program shall be designated as effective if the overall institutional summary pass rate, on an examination prescribed by the state board of education, of candidates who have completed that institution's teacher preparation program meets the minimum percentage criteria defined by the state.

    (G) A college or university teacher preparation program shall be designated as at risk of low performing if the overall institutional summary pass rate, on an examination prescribed by the state board of education, of candidates who have completed that

    institution's teacher preparation program does not meet the minimum percentage criteria defined by the state.

    (H) A college or university teacher preparation program that is designated as at risk of low performing for three or more consecutive years shall be designated as low performing.

    (I) The department of education shall annually provide written notice to the Ohio board of regents of the status of each teacher preparation program pursuant to the criteria specified in paragraph (E) to (H) of this rule as of July first of each year.

    (J) Any college or university designated as at risk of low performing or low performing may request technical assistance from the Ohio board of regents in formulating and implementing a continuous improvement plan.

    (K)(E) If an institution is denied continuing approval by the chancellor of the Ohio board of regents to offer an educator preparation program, any student enrolled in the program at the time of the denial may complete the program and be recommended by the institution as eligible for licensure.
